Philippines Mindanao Response Humanitarian Situation Update 17 June 2011 This report is produced by OCHA in collaboration with humanitarian partners. It was issued by OCHA Philippines. It covers the period from 13 May to 16 June 2011. The next report will be issued on or around 18 July. I. HIGHLIGHTS/KEY PRIORITIES • Widespread rains over eastern and southern Mindanao have caused flooding and flashfloods in nine provinces of Mindanao, affecting 120,038 families (611,196 individuals). • The Senate has approved the postponement of August 2011 ARMM elections to synchronize it with the 2013 national and local elections. • The members of the Mindanao Humanitarian Team are undertaking the Mid Year Review of the Mindanao Humanitarian Action Plan. I. SITUATION OVERVIEW NATURAL DISASTERS Flooding in Regions X, XI, XII and ARMM Widespread rains over eastern and southern Mindanao due to the presence of Low Pressure Area have caused flooding and flashfloods in nine provinces in Mindanao, affecting 120,038 families (611,196 individuals). NDRRMC (15 June) reported that 48 municipalities, five cities, and 395 barangays in four regions (X, XI, XII and the Autonomous Region in Muslim Mindanao (ARMM)) have been affected by flooding. A total of 3,130 families (12,875 individuals) are in four Evacuation Centers (one in Malaybalay City, Bukidnon Province and three in North Cotabato). NDRRMC further reported that 7,023 hectares of agricultural crops have been damaged by flooding Residential area along Main road of Barangay in Mindanao, of which 5,391 hectares (or 77 per cent) are in Tamontaka 2, Cotabato City. Ethnic and Religious Conflict in Southern Philippines: A Discourse on Self-Determination, Political Autonomy, and Conflict Resolution Jamail A. Kamlian Professor of History at Mindanao State University- ILigan Institute of Technology (MSU-IIT), ILigan City, Philippines ABSTRACT Filipina kini menghadapi masalah serius terkait populasi mioniritas agama dan etnis. Bangsa Moro yang merupakan salah satu etnis minoritas telah lama berjuang untuk mendapatkan hak untuk self-determination. Perjuangan mereka dilancarkan dalam berbagai bentuk, mulai dari parlemen hingga perjuangan bersenjata dengan tuntutan otonomi politik atau negara Islam teroisah. Pemberontakan etnis ini telah mengakar dalam sejarah panjang penindasan sejak era kolonial. Jika pemberontakan yang kini masih berlangsung itu tidak segera teratasi, keamanan nasional Filipina dapat dipastikan terancam. Tulisan ini memaparkan latar belakang historis dan demografis gerakan pemisahan diri yang dilancarkan Bangsa Moro. Setelah memahami latar belakang konflik, mekanisme resolusi konflik lantas diajukan dalam tulisan ini. Kata-Kata Kunci: Bangsa Moro, latar belakang sejarah, ekonomi politik, resolusi konflik. The Philippines is now seriously confronted with problems related to their ethnic and religious minority populations. The Bangsamoro (Muslim Filipinos) people, one of these minority groups, have been struggling for their right to self-determination. Their struggle has taken several forms ranging from parliamentary to armed struggle with a major demand of a regional political autonomy or separate Islamic State. The Bangsamoro rebellion is a deep- rooted problem with strong historical underpinnings that can be traced as far back as the colonial era. It has persisted up to the present and may continue to persist as well as threaten the national security of the Republic of the Philippines unless appropriate solutions can be put in place and accepted by the various stakeholders of peace and development. -

Oil palm expansion in the Philippines Analysis of land rights, environment and food security issues5 Jo Villanueva Introduction In recent years, the unprecedented and rapid expansion of oil palm plantations in Southeast Asia, particularly in Malaysia and Indonesia, has spurred considerable concern in the light of its adverse impact on the environment, biodiversity, global warming, 5 This study has also been published as a chapter in “Oil Palm Expansion in South East Asia: Trends and Implications for Local Communities and Indigenous Peoples. Oil Palm Expansion in South East Asia: trends and implications for local communities and indigenous peoples the displacement of local (and indigenous) communities, the erosion of traditional livelihoods, and the undermining of indigenous peoples and workers‟ rights. In Indonesia, oil palm expansion has contributed to deforestation, peat degradation, loss of biodiversity, ravaging forest fires and a wide range of unresolved social conflicts. In Sarawak, Malaysia, the impact of oil palm includes loss and destruction of forest resources, unequal profit-sharing, water pollution and soil nutrient depletion. In the midst of the increasing profitability of palm oil in the world market, the versatility of its by- products and its potential as a source of biomass in the food and manufacturing industry, a raging debate has ensued between and amongst civil society and industry members over whether palm oil is a necessary evil or whether the costs of this industry on lives, land and environment far outweigh its worth. Although considered a fledgling industry in the Philippine agribusiness sector and while its size is certainly small compared to the millions of hectares of oil palm plantations in Malaysia and Indonesia, the Philippines has been cultivating and processing palm oil for the past three decades. -
Sitrep 44 NDCC Update Complex Emergency
• The NDCC and the Commission of Human Rights encourage the need for more information exchange between the NDCC and other humanitarian actors to improve on data collection, validation and disaggregated data for purposes of identifying further relief needs of IDPs by sex, age group and beliefs, etc. • The Commission on Human Rights reported that there are no reports of sexual abuse and human trafficking in ECs • Despite of the identified concerns, the government through the NDCC and Task Force CAMP have already served 65,306 families both inside and outside EC • DSWD deployed the Quick Response and Social Welfare and Development (QR/SWAD) teams to undertake data generation, relief distribution, operation/ management of evacuation centers, community kitchens, supplemental feeding to children, crisis counseling, etc. in coordination with the LGUs, other government agencies, and local and international NGOs • DOH HEMS provided P5,618,495.00 worth of logistics support consisting of drugs, medical supplies, compact foods, water disinfectant, containers, blood, and P5 Million cash to the CHDs in Regions X, XII, ARMM and Region IX in view of its proximity to Basilan Province • Logistics provided by PHO, UNICEF and PCSO through the CHDs X and XII and DOH-HEMS amounted to P4,712,466.80 A. Republic of the Philippines PROVINCE OF SULTAN KUDARAT OFFICE OF THE PROVINCIAL GOVERNOR National Highway, Kalawag II, Isulan, Sultan Kudarat ================================================================================================ EXECUTIVE ORDER NO. 48 Series of 2020 “AN ORDER DECLARING THE PROVINCE OF SULTAN KUDARAT UNDER MODIFIED GENERAL COMMUNITY QUARANTINE UNTIL SEPTEMBER 15, 2020” WHEREAS, on March 26, 2020, to protect its people from the contamination of Corona Virus Diseases -19 (COVID-19) and to contain its further spread in the province, the Provincial Governor of Sultan Kudarat issued Executive Order No. 25 declaring Enhanced Community Quarantine in the province effective March 28, 2020 to April 30, 2020; WHEREAS, on April 30, 2020, Executive Order No. 31 was issued declaring the province under state of General Community Quarantine effective May 1, 2020 until sooner revoked, modified or repealed accordingly which was subsequently amended by Executive Order No. 33 on May 4, 2020; WHEREAS, to further protect the people of Sultan Kudarat from contamination of COVID- 19, the Provincial Governor issued several Executive Orders, to wit: a) on May 15, 2020, Executive Order No. 34 was issued extending the implementation of General Community Quarantine in the Province of Sultan Kudarat until May 31, 2020; b) on May 30, 2020, Executive Order No. 36 was issued declaring the province under the state of Modified General Community Quarantine effective June 1 to 15, 2020; c) on June 15, 2020, Executive Order No. 37 was issued extending the implementation of Modified General Community Quarantine until June 30, 2020; d) on June 30, 2020, Executive Order No. 38 was issued re-extending the period of Modified General Community Quarantine in the Province of Sultan Kudarat effective July 1 until July 15, 2020; e) on July 16, 2020, Executive Order No. -

FORKTAIL 32 (2016): 72–85 The birds of Tubbataha Reefs Natural Park and World Heritage Site, Palawan province, Philippines, including accounts of breeding seabird population trends ARNE E. JENSEN & ANGELIQUE SONGCO Data on the seabird population of Tubbataha Reefs Natural Park, Palawan province, Philippines, which lies in the Sulu Sea, date back to 1911. However, regular surveys and monitoring began only in 1997 and have resulted in a wealth of new information. An annotated list of the 106 recorded species is presented and changes in the population of the seven breeding seabird species and the factors that influence such changes are discussed. From an estimated 13,500 breeding seabirds in 1981, the population decreased to less than a third of that number in 2003, with the only Philippine population of Masked Booby Sula dactylatra being extirpated in 1995. Thanks to strict enforcement of a no-visitor policy from 1997, the population increased to around 32,300 birds in 2013. The park is the only known breeding area of the subspecies worcesteri of Black Noddy Anous minutus. It hosts the largest breeding colonies of Brown Booby Sula leucogaster, Greater Crested Tern Thalasseus bergii and Brown Noddy A. stolidus, and the second-largest populations of Red-footed Booby Sula sula and Sooty Tern Onychoprion fuscatus, in the Philippine archipelago. Data on other breeding sites of these species in the archipelago are included. Two new species for the Philippines, 14 new species for Palawan province and four globally threatened species, including the Critically Endangered Christmas Frigatebird Fregata andrewsi, together with first Philippine records of Yellow Wagtail Motacilla flava tschutschensis and M. -
