Landslides  July 26, 2009 - along the national highway in Brgy Macasandig, Parang,  July 30, 2009 - another one occurred along the portion of Narciso Ramos Highway in same municipality wherein huge boulders and toppled electric posts caused traffic to motorists and commuters going to and from City and City

II. EFFECTS

A. Affected Population  A total of 86,910 families/429,457 persons were affected in 266 barangays of 38 municipalities in 7 provinces in Regions XI and XII and 1 city. Out of the total affected 4,275 families /21,375 persons were evacuated.

B. Casualties – 20 Dead  Sarangani (4) – Calamagan Family (Rondy, Lynlyn, Jeffrey) in and Bernardo Gallo in Kiamba  North Cotabato (2) – Pinades Binanga in and Pining Velasco in  Maguindanao (11) – Basilia Rosaganan, Patrick Suicano, Wilfredo Lagare, Francisco Felecitas, Bai Salam Matabalao, Shaheena Nor Limadin, Hadji Ismael Datukan, Roly Usman, Lilang Ubang, Mama Nakan, So Lucuyom  (1) – Gina Molon in Banga  (2) – Hadja Sitte Mariam Daud-Luminda and Datu Jamil Kintog

III. EMERGENCY RESPONSE

A. National Action  The NDCC-OPCEN facilitated the release of 2,100 sacks of rice in Region XII: 500 sacks for PDCC Maguindanao; 50 sacks for PDCC Sarangani; 200 sacks for CDCC Cotabato City; 850 sacks for PDCC North Cotabato; 200 sacks for PDCC South Cotabato; and 300 sacks for PDCC Sultan Kudarat  The AFP Command Center (AFPCC) has issued a directive to EASTMINCOM to alert all its Disaster Response and Rescue Units (DRRUs) for any emergency response  DSWD provided PhP4,776,958 worth of used clothing, family food packs, box of sardines, noodles and sacks of rice to the affected LGUs and prepositioned sufficient stand-by funds (PhP172,345); family food packs (3,952 packs) and stockpile of relief commodities comprising of food and non-food items (PhP2,335,534.33) to its Field Offices (FOs) with reported affected LGUs; processed additional stand by funds worth PhP1,860,000 for Region XII and XI; and mobilized its Quick Response and Social Welfare and Development (SWAD) teams in the affected areas to provide

2 technical assistance on rapid assessment, report generation and management of evacuation centers.

B. Regional/Provincial Level Actions  OCD XII, in coordination with CDCC Cotabato City and MDCC Sultan Kudarat coordinated with various response groups and local government agencies and met the PTF-MRBRD, AFP/PNP and other local emergency responders to assess all evacuation and SAR efforts in Cotabato City and Sultan Kudarat, Maguindanao  DOH-XII HEMs and response team of Cotabato City conducted initial assessment and put up medical health stations in all identified evacuation centers.  DPWH XII provided equipment, 1 shuttle bus and water dredger mobilized to Rio Grande River  DSWD-ARMM installed a community kitchen by providing ready to eat food  CHD–ARMM – provided assorted medicines and medical supplies; distributed compact food and high energy biscuit to children below 5 y/o and elderly; conducted measles immunization at evacuation centers; organized and deployed 7 response and medical teams composed of health personnel from DOH-ARMM, IPHO Maguindanao and RHU staff in the different evacuation centers; strengthened health education campaign related to food and water borne diseases; and distributed jerry cans and hyposol  CHD-XII deployed DOH representative to conduct rapid health assessment and provided logistical support  DOH-XI HEMS and response team of Cotabato City conducted an initial health assessment

Maguindanao  The AFP elements (603 rd Brigade and 504 th Engr. Batallion) conducted SAR and evacuation operations in Salimbao, Sultan Kudarat  The local PNP elements controlled the traffic flow in the flooded portion of national highway in Brgy Salimbao, Sultan Kudarat, Maguindanao  PDCC Maguindanao allocated PhP50,000 worth of relief goods thru DSWD Maguindanao  MDCC Sultan Kudarat established a makeshift Disaster Operations Center (DOC) along the national highway in Barangay Salimbao wherein the MDCC emergency meeting was held on 26 July 2009 and the local DSWD also established a makeshift kitchen for affected families who opted to stay in their respective homes  The DSWD-ARMM, DSWD-Maguindanao, DOH-ARMM, Integrated Provincial Health Office (IPHO)-Maguindanao, PDCC Maguindanao and MDCC Sultan Kudarat prepositioned relief items and medical supplies at the DOC for distribution  DOH-ARMM put up two (2) emergency health stations to cater to affected families in previously inaccessible areas in Sultan Kudarat; six (6) along the highways of Brgys Bulalao, Miryamville, Salimbao and Sandakan; and also in the municipalities of and Maguindanao (, Kapatagan, , , , Northern and Mother , ) where medical missions are being conducted.  Congressman Didagen Dilanggalen of the 1 st District of Maguindanao pledged to provide relief assistance to the flood victims under his district  DepEd ARMM conducted rapid assessment in Maguindanao and reported that there were 127 schools with 37,559 students affected in 14 municipalities

Cotabato Province  PDCC North Cotabato conducted an initial damage assessment in six (6) municipalities affected  PNP, AFP and other local emergency responders to include Cotabato Rescue Group and KARANCHO were alerted and placed on standby for possible evacuation  LDCCs coordinated with CDCC Cotabato and officials of the Cotabato City Pilot Central School for the use of the school as evacuation center

3  CDCC Cotabato City verified the crack at the Bridge in Sultan Kudarat to determine its still passability and plan an alternate bridge  PDCC North Cotabato initiated the clearing and repair works on clogged and damaged portions of the national highway  CDCC Cotabato City provided 3 kilos rice, 3 cans sardines and 3 pcs noodles / family  The 2,820 families in Cotabato City who are staying in 25 evacuation centers are still being provided with relief assistance thru cluster approach by the MDCC, DSWD- ARMM, NGOs and other humanitarian organizations  LGUs of , Pres Roxas, , , Midsayap and Alamada in Cotabato declared their respective areas under a State of Calamity  In Cotabato City, clearing works on the water hyacinth build-up in the 3 piers of the Quirino Bridge is ongoing. Additional workforce to augment clearing works in Malampay Bridge.

South Cotabato  PDCC augmented heavy equipment for the re-channeling of canal thru food for work program  PDCC extended food and non-food assistance thru food for work program  MDCC conducted orientation on disaster preparedness to the affected families  MDCCs , Banga and in South Cotabato have declared their respective areas under a State of Calamity

Sarangani  PDCC Sarangani provided 130 sacks of rice and 10 cartons of noodles to affected families of Kiamba. Barangays affected and MDCC Kiamba are utilizing their local Calamity Fund for food and fuel but still need augmentation from the PDCC for food and heavy equipment like backhoe and bulldozers  MDCC Malapatan extended 100 food packs rice, 100 packs used clothing, 10 pieces sleeping mats, 10 pieces blankets, kitchen utensils and meals to the affected families who were evacuated to Malapatan Central School, Municipal Gym and Community Hall  MDCC provided 4 kilos rice, 2 tins corned beef and 2 pieces noodles / family  MDCC provided 10 boxes noodles, 1 box sardines, 2 boxes powdered soap and 10 sacks of rice and dispatched SAR team to assist in Malapatan  Boxing champion Manny Pacquiao provided various food items (rice, noodles, sardines, powdered milk, assorted biscuits, coffee, sugar) to the municipalities of Maasim and Malapatan

Sultan Kudarat Province  The entire province of Sultan Kudarat was declared under a State of Calamity  OCD OPCEN facilitated the release of 300 sacks of rice to the province of Sultan Kudarat to augment relief efforts for the affected families.
