ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights. The people of Israel are considered profoundly dedicated to the support of education at every level. The country works toward expansion of opportunities for education, based upon a belief that the educational system is the key to the resolution of major social problems. In the second part of the report, the detailed itinerary of the subcommittee is described with annotated comments about the places and persons visited. In the last part, appendixes describing in great depth characteristics of the Israeli education system (higher education in Israel, education and culture, and the kibbutz) are reprinted. Hasidic Judaism - Wikipedia, the freevisited encyclopedi ona 1/6/2015 Page 1 of 19 Hasidic Judaism From Wikipedia, the free encyclopedia Sephardic pronunciation: [ħasiˈdut]; Ashkenazic , תודיסח :Hasidic Judaism (from the Hebrew pronunciation: [χaˈsidus]), meaning "piety" (or "loving-kindness"), is a branch of Orthodox Judaism that promotes spirituality through the popularization and internalization of Jewish mysticism as the fundamental aspect of the faith. It was founded in 18th-century Eastern Europe by Rabbi Israel Baal Shem Tov as a reaction against overly legalistic Judaism. His example began the characteristic veneration of leadership in Hasidism as embodiments and intercessors of Divinity for the followers. [1] Contrary to this, Hasidic teachings cherished the sincerity and concealed holiness of the unlettered common folk, and their equality with the scholarly elite. The emphasis on the Immanent Divine presence in everything gave new value to prayer and deeds of kindness, alongside rabbinical supremacy of study, and replaced historical mystical (kabbalistic) and ethical (musar) asceticism and admonishment with Simcha, encouragement, and daily fervor.[2] Hasidism comprises part of contemporary Haredi Judaism, alongside the previous Talmudic Lithuanian-Yeshiva approach and the Sephardi and Mizrahi traditions. Its charismatic mysticism has inspired non-Orthodox Neo-Hasidic thinkers and influenced wider modern Jewish denominations, while its scholarly thought has interested contemporary academic study. Each Hasidic Jews praying in the Hasidic dynasty follows its own principles; thus, Hasidic Judaism is not one movement but a synagogue on Yom Kippur, by collection of separate groups with some commonality. There are approximately 30 larger Hasidic Maurycy Gottlieb groups, and several hundred smaller groups. Though there is no one version of Hasidism, individual Hasidic groups often share with each other underlying philosophy, worship practices, dress (borrowed from local cultures), and songs (borrowed from local cultures). -

To meet its water needs, Israel has, in the recent past, consistently used over 100 percent of its renewable resources. The situation has become par ticularly acute with subpar rainfalls in recent years. In 1985/86 Israel's aquifers were overdrawn by 247 Mem, or more than 40 percent over the renewable amount (#3911). In that year Israel consumed a total of 1987 Mem (#3697), while we have determined that Israel's total renewable water resources is around 1800 Mem. Israel, therefore, used over 110% of its water in 1985/86. The total groundwater deficit that has accumulated since Israel began overpumping has been estimated at around 1700 Mem 1300 from Israel's coastal plain aquifer which as a result has become dangerously saline, and 400 Mem from the Yarkon-Taninim aquifer Israel s aquifers, especially the coastal aquifer, are nearing the "red line , the point at which further pumping will do irreversible damage And should this line be crossed the aquifers would be destroyed and be come useless to future generations (#3911). Last year, 1987, was an exceptionally good rain year for Israel, but this has done little to relieve the huge groundwater deficit. It would take several such good years in a row to begin to improve Israel's water situation without con servation measures being taken. -

Larger-than-minimal coalitions have always been problematic for traditional coalition theory. The Israeli case provides therefore an opportunity to examine the various actors' motivations and behaviour, as they reflect on coalition theory at 1arge. The assumption that actors are driven by "win maximization" is central to formal models of coalition theory. This assumption led to predictions of winning coalitions which are minimal in size, membership or ideological scope. Existe-t-il une ségrégation sexuelle dans les autobus en Israël ? Cinq femmes de sensibilité juive religieuse différente (orthodoxe et autres) déposent en 2007 avec l’appui de l’ IRAC (Israel Religious Action Center) un recours auprès de la Cour Suprême d’Israël contre les bus publics dans lesquels la séparation des sexes est imposée. En 1997 , les compagnies de bus Egged et Dan, dépendantes du Ministère des Transports, décident de lancer des bus dits « cachers » (sous le sigle mehadrin en hébreu) sur certaines lignes interurbaines mais aussi à l’intérieur même des villes comme à Jérusalem. Dans ces bus qui desservent des quartiers religieux et passent par des quartiers non religieux, les hommes et les femmes sont strictement séparés, les hommes sont à l’avant et les femmes montent à l’arrière ; elles doivent également être habillées de façon décente. Cependant, ces bus publics, avec séparation stricte des sexes et circulant sur des lignes déjà existantes, donnèrent lieu à des violences verbales et physiques à l’encontre des femmes qui n’acceptèrent pas de se soumettre au nouvel ordre qui leur était imposé. Elles n’obtempérèrent pas soit par refus de ce qu’elles vécurent comme une ségrégation soit tout simplement car elles voulaient s’asseoir à l’avant du bus par commodité, pour raisons de santé ou par manque de places à l’arrière. Elles subirent ainsi des insultes ou des injures, parfois même des coups de la part de certains hommes, trop souvent dans l’indifférence des chauffeurs ou la complicité d’autres femmes et hommes.
