ccording to the new Coface Political Risk Index published in March 2017, France is the second most populist country in Europe, with a score of 70%, just behind Athe United Kingdom (73%). The discourse about public order and national identity as well as distrust of multiculturalism are among the main reasons for the French score. After Donald Trump’s election last year, many observers consider France to be the next crucial vote. France’s presidential election is seen as a test that will confirm (or not) the theory that Trump’s victory would give a boost to anti-immigration rhetoric, POPULISM IN xenophobia and populist parties in Europe. Although FRANCE: conditions are different in both countries, the current TOWARDS presidential campaign of Marine Le Pen and her Front NORMALISATION? National (FN) shows interesting parallels with US right- wing populism: the anti-elite discourse against the candidates of “mainstream political parties”, the anti- centralist agitation against Brussels and Washington, Moussa respectively, and the rejection of the European Union. Bourekba Both Trump and Le Pen also blame their respective Researcher, CIDOB states for insufficient border control, which is seen as responsible for social dumping, the loss of national identity and terrorism. Achieving this implies either renegotiating the conditions under which France belongs to the EU or organising a Frexit referendum to make France “free again”, pulling the country out of the eurozone, drastically limiting immigration to the needs of the labour market and reaffirming the republican model and its values through a fight against multiculturalism and radical Islam and by promoting the “national priority”, which consists of a series of protectionist measures favouring French goods, companies and individuals. -

The dataset comprises a selection of party positions taken from two existing datasets: (1) The EU Profiler/euandi Trend File The EU Profiler/euandi Trend File contains party positions for three rounds of European Parliament elections (2009, 2014, and 2019). Party positions were determined in an iterative process of party self-placement and expert judgement. These positions were determined by experts involved in the 2019 edition of euandi after the elections took place. France's New Anti-Capitalist Party, Seven Years Later: Project, Reality, Questions The following piece was written for Kojkkino, the theoretical magazine of the Greek organization DEA. Though quite long, it does not claim to cover all sides of the question. Indeed, it’s the kind of article that is never really finished and that has to be constantly reworked and supplemented. Its main objective is to stimulate collective thinking about the lessons of the successes and failures of the NPA from its birth to the present day. Radical Left organizations in Europe have tended to focus their attention on the major political and electoral experiences that have stood out in the recent period – beginning with Syriza in Greece, Podemos in the Spanish State and the Left Bloc in Portugal, and often also including Die Linke in Germany, Rifondazione Comunista in Italy, the Red- Green Alliance in Denmark (RGA) and others. This is entirely justified. Still, other attempts at “doing something new” merit analysis, even where their successes were fewer or shorter-lived. They provide food for thought about a broader range of national contexts. The key thing is that the attempt to “do something new” be real and not just cosmetic. This was the case with the 2009 launch of the New Anti-Capitalist Party (NPA) in France. No doubt, the initiative was launched by the Revolutionary Communist League (LCR) on its own, but the LCR dissolved itself at a special congress. We knew, or at least a number of us did, that we were crossing the Rubicon. Whatever was going to happen next, it wouldn’t be possible to return to the past. -

2018 State of Populism in Europe The past few years have seen a surge in the public support of populist, Eurosceptical and radical parties throughout almost the entire European Union. In several countries, their popularity matches or even exceeds the level of public support of the centre-left. Even though the centre-left parties, think tanks and researchers are aware of this challenge, there is still more OF POPULISM IN EUROPE – 2018 STATE that could be done in this fi eld. There is occasional research on individual populist parties in some countries, but there is no regular overview – updated every year – how the popularity of populist parties changes in the EU Member States, where new parties appear and old ones disappear. That is the reason why FEPS and Policy Solutions have launched this series of yearbooks, entitled “State of Populism in Europe”. *** FEPS is the fi rst progressive political foundation established at the European level. Created in 2007 and co-fi nanced by the European Parliament, it aims at establishing an intellectual crossroad between social democracy and the European project. It looks at the two main populist actors i.e. the Front National (FN) and La France Insoumise (LFI). The FN exemplifies the typical radical right populist organiZation, primarily mobiliZing grievances over immigration, while LFI shows a left-wing egalitarian and socially inclusive profile. Electoral support for populism in France is fuelled by economic instability and voter distrust of mainstream politics and of the EU. -

The Valence Side of the EU: Advocating for National Interests in Europe Luca Carrieri ([email protected]) and Davide Angelucci, ([email protected])1 2 Abstract In the last decades, many challenger parties have tried to mobilize a conflict on European integration, increasing their entrepreneurial efforts on the EU issues. In fact, the permissive consensus on integration policies has progressively vanished, with citizens expressing polarized attitudes towards the EU. As a consequence, the issue competition on European integration has been mainly conceived as a positional struggle, where voter/party preferences are ordered along a Pro-/-Anti-EU general dimension. However, some parties may be prone to deploy a different strategy, mobilizing valence aspects related to the EU. These strategies revolve around party competence in advocating for national interests at the EU level, which has been considered as a generally desired goal of domestic electorates. Relying on their claimed superior competence to defend national interests within the EU, parties adopt a valence frame on the EU to avoid divisions within their electorates. However, it is still unclear how much and whether the voters have electorally responded to EU valence issues. This paper advances the following research questions: Have EU valence issues affected electoral preferences? Have EU valence issues outweighed the EU positional ones in explaining the voting preferences? Which parties have been more likely to benefit from EU valence issues? To answer these questions, we use an innovative dataset, the Issue Competition Comparative Project (2017-2018), including information on voters’ attitudes on a number of issues. Most importantly, the dataset has tapped public opinion attitudes on both EU positional and valence issues in Italy and France. -

Dataset of Electoral Volatility in the European Parliament elections since 1979 Vincenzo Emanuele (Luiss), Davide Angelucci (Luiss), Bruno Marino (Unitelma Sapienza), Leonardo Puleo (Scuola Superiore Sant’Anna), Federico Vegetti (University of Milan) Codebook (July 31, 2019) Description This dataset provides data on electoral volatility and its internal components in the elections for the European Parliament (EP) in all European Union (EU) countries since 1979 or the date of their accession to the Union. It also provides data about electoral volatility for both the class bloc and the demarcation bloc. This dataset will be regularly updated so as to include the next rounds of the European Parliament elections. Content Country: country where the EP election is held (in alphabetical order) Election_year: year in which the election is held Election_date: exact date of the election RegV: electoral volatility caused by vote switching between parties that enter or exit from the party system. A party is considered as entering the party system where it receives at least 1% of the national share in election at time t+1 (while it received less than 1% in election at time t). Conversely, a party is considered as exiting the part system where it receives less than 1% in election at time t+1 (while it received at least 1% in election at time t). AltV: electoral volatility caused by vote switching between existing parties, namely parties receiving at least 1% of the national share in both elections under scrutiny. OthV: electoral volatility caused by vote switching between parties falling below 1% of the national share in both the elections at time t and t+1. -

European Parliament elections: a final look at the national campaigns blogs.lse.ac.uk/europpblog/2014/05/22/european-parliament-elections-a-final-look-at-the-national-campaigns/ 22/05/2014 European Parliament elections are being held on 22-25 May, with voting already under way in some countries across Europe. To mark the start of the election, Stuart Brown takes a look at the national campaigns, national polling, and the key domestic issues which are at stake in each of the 28 EU states. While several predictions have been made as to the eventual composition of the European Parliament, the individual votes which will take place in each EU states between now and Sunday will also have an important impact at the level of domestic politics. This article provides a final overview of each of the 28 national campaigns, including polling on the likely results and some of the key issues at stake in each state. To structure the article, states have been loosely grouped on the basis of their size and location into six different sections, with tables provided showing the latest vote share and seat predictions from PollWatch2014 for each group in turn. An outline of each of the political groups within the European Parliament is available here. Third, we provide the classification of non-mainstream political parties’ political orientation (far-right, radical-left, populist, Eurosceptic and separatist) for all countries. 1 1. Summary Statistics, Additional Sensitivity Checks, and Further Evidence 1.1 Summary Statistics Appendix Table 1 reports the summary statistics at the individual level for all variables that we use from the ESS distinguishing between the pre-crisis period (2000-08) and the post-crisis period (2009-14). ANALYSIS 1 month before On 22nd April next nearly 45 million French voters are being called to ballot in the first round of the poll the presidential election. Outgoing Head of State, Nicolas Sarkozy (Union for a Popular Movement, UMP) announced on 15th February last that he was running for office again. According to the polls François Hollande (Socialist Party, PS) is his main rival. Both men are running neck and neck in the polls in the first round and they should come out ahead on 22nd April and face each other in a second round that will take place two weeks later, ie on 6th May next. The presidential election will be followed on 10th and 17th June by general elections that will lead to the renewal of the 577 members of the National Assembly, the lower chamber of Parliament.
