SUPPLEMENT DATED 9 MAY 2016 TO THE INFORMATION STATEMENT DATED 2 JUNE 2015

REPUBLIC OF , ACTING THROUGH THE TREASURY

On 2 June 2015, the Republic of Latvia, acting through the Treasury (the Republic or Latvia) published an information statement, as supplemented by the supplements dated 15 September 2015 and 8 December 2015 (together, the Information Statement) in connection with its global medium term note programme (the Programme). This supplement is supplemental to the Information Statement and should be read in conjunction with the Information Statement. Terms defined in the Information Statement have the same meaning when used herein.

Vote of confidence to the new Cabinet of Ministers On 11 February 2016, the Latvian parliament (the ) at its extraordinary sitting gave a vote of confidence to the new Cabinet of Ministers headed by Prime Minister Māris Kučinskis of the Union Greens and Farmers. Māris Kučinskis replaces Laimdota Straujuma of , who resigned her post as on 7 December 2015. The current ruling coalition of Unity, Union Greens and Farmers, and National Alliance holds 61 of the 100 seats of the Saeima.

General Government budget deficit

As a Member State of the European Economic and Monetary Union, Latvia is subject to multilateral surveillance by the Council of the European Union and prepares a Stability Programme on an annual basis. The Stability Programme covers fiscal policy, Latvia’s main assumptions underlying its economic outlook and an assessment of economic policy measures and their budgetary impact for the current and previous year together with forecasts for at least the next three years.

On 12 April 2016 the Government adopted Latvia's Stability Programme for 2016-2019. The Stability Programme for 2016-2019 revised the forecasts for the general Government budget deficit contained in the Stability Programme for 2015-2018 as follows.

Bank of Latvia (www.bank.lv), the Financial and Capital Market Commission (www.fktk.lv) and the Treasury (www.kase.gov.lv), among other sources. Most statistical information included in the Information Statement will have been updated with new monthly or quarterly data since the Information Statement was published. Latvia does not believe that any such updates are material in nature but investors are advised to check these websites for any statistical information which may supersede information contained in the Information Statement.
