Joint letter to the High Representative of the Union for Foreign Affairs and Security Policy, and Vice President of the European Commission and the European Commissioners for Development and Trade 5 December 2013 Dear Catherine Ashton, Andris Piebalgs and Karel de Gucht, First, we very much welcome the opportunity to regularly discuss “policy coherence for development” (PCD) during Foreign Affairs Council (DEV) meetings, in particular during the upcoming meeting that will be held on December 12th. But whilst substantial progress has been made over the past years, we believe more can be done to mainstream PCD across non- development policies, notably across trade policies. We would like also to take the opportunity to thank you for the organization of the next Informal Meeting of EU Experts on Economic Partnership Agreements (EPAs) in January. In this context, with the EPAs currently being negotiated between the EU and ACP regions precisely conceived as both trade and development tools, we want to highlight that the negotiations between the EU and ACP regions are at a critical stage for us all to be constructively supportive in pursuit of our joint objectives. As you know, our States have always supported development-oriented EPAs. Based on a shared commitment to a trade and development partnership between the EU and the ACP countries and regions, EPAs will promote regional integration and integration into the world economy, and enhance predictability and secure legal certainty. We remain convinced that these gradual and asymmetrical trade liberalization agreements, negotiated on a regional basis, and coupled with targeted co-operation and assistance to help ACP countries implement them, could have a significant positive impact on our partner countries. -

MORRIS Centre for European Policy Studies, Brussels, Belgium This article examines whether its the desire to join the European Union exerted any influence upon Latvian nationality policy. The author concludes that external pressure upon Latvian policymakers during the accession process led to a significantly more liberal and inclusive citizenship law than might have otherwise been adopted. The analysis includes an assessment of current concerns in nationality and minority policy in Latvia including the large number and status of non-citizens, the application of language legislation, and the reform of the education system. EU membership is expected to make Latvian citizenship more attractive for non-citizens and the country will continue to be required to meet its international obligations regarding treatment of the non-citizen population and minorities. However, there is a risk that the completion of accession negotiations and accompanying reduction in European Commission influence coupled with intense pressure on limited economic and administrative resources in the new member states will sideline respect for and protection of minority rights. I. Introduction Since regaining independence in 1991, Latvian nationality policy has developed from an exclusive, almost restitutionist, policy seeking to identify the Latvian state with the Latvian nation into a more inclusive civic definition of Latvian citizenship. -

Letter to EU telecom and trade ministers and to European Commissioners Thierry Breton, Margrethe Vestager and Valdis Dombrovskis We, the undersigned Members of the European Parliament from five different political groups, share a common concern regarding 5G security in Europe and unfair competition between European and Chinese 5G vendors. Therefore, we send this letter to you in preparation of the upcoming informal TTE Council on 15 October, urging you to take action on the points raised. We have learnt from the COVID-19 crisis that maintaining know-how, capacity and some level of independence in critical sectors, including medical/pharmaceutical, food supplies, and utilities, i.e. energy, water and communications infrastructure is indispensable for our survival. In the area of connectivity, COVID-19 has demonstrated how vital fixed and mobile connectivity is to help fight the crisis and to keep the economy and essential services running to the extent possible. The European Commission has, already pre-crisis, launched a number of initiatives to preserve our security and sovereignty, which today prove to be more relevant than ever before. These include a renewed industrial strategy with digitization and connectivity at its heart, increased funding proposals for connectivity, cyber security and AI, the investment screening framework to avoid harmful foreign take-overs of critical EU businesses, trade policy initiatives promoting reciprocity, and more concretely, the 5G security joint risk assessment and toolbox of mitigating measures. 5G is a central element in Europe’s digital sovereignty and the EU 5G security initiative rightly has the aim of safeguarding the security of 5G as a critical infrastructure for Europe. -
