AFRICA REVIEW EURASIA REVIEW "Waves" of the Russia's Presidential Reforms Break About Premier's "Energy-Rocks" By Dr. Zurab Garakanidze* Story about the Russian President Dmitry Medvedev’s initiative to change the make-up of the boards of state-owned firms, especially energy companies. In late March of this year, Russian President Dmitry Medvedev demanded that high-ranking officials – namely, deputy prime ministers and cabinet-level ministers that co-ordinate state policy in the same sectors in which those companies are active – step down from their seats on the boards of state-run energy companies by July 1. He also said that October 1 would be the deadline for replacing these civil servants with independent directors. The deadline has now passed, but Medvedev‟s bid to diminish the government‟s influence in the energy sector has run into roadblocks. Most of the high-level government officials who have stepped down are being replaced not by independent managers, but by directors from other state companies in the same sector. Russia‟s state-owned oil and gas companies have not been quick to replace directors who also hold high-ranking government posts, despite or- ders from President Dmitry Medvedev. High-ranking Russian officials have made a show of following President Medvedev‟s order to leave the boards of state-run energy companies, but government influence over the sector remains strong. EUROPE-ASIA STUDIES Vol. 67, No. 2, March 2015, 177–191 Political Opposition in Russia: A Troubled Transformation VLADIMIR GEL’MAN IN THE MID-2000S, THE DECLINE OF OPPOSITION POLITICS in Russia was so sharp and undisputed that the title of an article I wrote at the time, ‘Political Opposition in Russia: A Dying Species?’ (Gel’man 2005) met with little objection. At that time, the impact of the opposition was peripheral at best. The ‘party of power’, United Russia (Edinaya Rossiya— UR), dominated both nationwide (Remington 2008) and sub-national (Ross 2011) legislatures, and the few representatives of the opposition exerted almost no influence on decision making. The share of votes for the opposition parties (in far from ‘free and fair’ elections) was rather limited (Gel’man 2008; Golosov 2011). Even against the background of the rise of social movements in Russia, anti-regime political protests were only able to gather a minority of 100 or so participants, while environmental or cultural protection activists deliberately avoided any connections with the political opposition, justly considering being labelled ‘opposition’ as an obstacle to achieving positive results (Gladarev & Lonkila 2013; Clement 2013). In other words, political opposition in Russia was driven into very narrow ‘niches’ (Greene 2007), if not into ghettos, and spectators were rather gloomy about the chances of its rebirth. Ten years later, Russia’s political landscape looks rather different. Protest meetings in Moscow and other cities in 2011–2012 brought together hundreds of thousands of participants under political slogans, and the Russian opposition was able to multiply its ranks, to change its leadership, to reach a ‘negative consensus’ vis-a`-vis the status quo political regime, and to come to the front stage of Russian politics. -

The United States has imposed sanctions on Russia mainly in response to Russia’s 2014 invasion of Cory Welt, Coordinator Ukraine, to reverse and deter further Russian aggression in Ukraine, and to deter Russian Specialist in European aggression against other countries. The United States also has imposed sanctions on Russia in Affairs response to (and to deter) election interference and other malicious cyber-enabled activities, human rights abuses, the use of a chemical weapon, weapons proliferation, illicit trade with North Korea, and support to Syria and Venezuela. RUSSIA AND 2 DEMOCRACY By Jeremy Kinsman, 2013 INTRODUCTION: UNDERSTANDING THE RUSSIAN EXPERIENCE he Russian struggle to transform from a totalitarian system to a homegrown T democracy has been fraught with challenges. Today, steps backward succeed and compete with those going forward. Democratic voices mingle with the boorish claims of presidential spokesmen that the democratic phase in Russia is done with, in favour of a patriotic authoritarian hybrid regime under the strong thumb of a charismatic egotist. Meanwhile, excluded by Russian government fat from further direct engagement in support of democratic development, Western democracies back away, though they are unwilling to abandon solidarity with Russia’s democrats and members of civil society seeking to widen democratic space in their country. Russia’s halting democratic transition has now spanned more than a quarter of a century. The Russian experience can teach much about the diffculties of transition to democratic governance, illuminating the perils of overconfdence surrounding the way developed democracies operated with regard to other countries’ experiences 20 years ago. This Russian case study is more about the policies of democratic governments than about the feld practice of diplomats. It is a study whose amendment in coming years and decades will be constant. RUSSIAN FEDERATION, et al., Defendants. MEMORANDUM OPINION (November 26, 2007) Presently before the Court is an action brought by a group of investors who own or used to own an interest in a Russian company called Yukos. The investors claim that the Russian Federation, acting in combination with senior Russian government officials and several Russian energy companies (and several executives of those companies), expropriated Yukos beginning in 2003. The Defendants allegedly levied illegal and confiscatory taxes on Yukos, forced a sham sale of Yukos’s most important asset, seized a majority of Yukos shares, intimidated and harassed Yukos executives, and used bankruptcy proceedings to paralyze Yukos’s non-Russian- based management team. These and other allegations contained throughout Plaintiffs’ 116-page, 424-paragraph Complaint tell a troubling story if proven true. Notwithstanding the foregoing, this Court is one of limited jurisdiction. Defendants have brought four Motions to Dismiss arguing, inter alia, that this Court lacks jurisdiction to hear Plaintiffs’ claims. The Motions decry Plaintiffs’ decision to file a Complaint in this Court when the case involves the conduct of the Russian government, senior Russian government officials, Russian companies, and Russian citizens. After a thorough and dedicated review of the Parties’ Case 1:05-cv-02077-CKK Document 74 Filed 11/26/07 Page 2 of 51 lengthy submissions and the exhibits attached thereto, the record as a whole, applicable case law and statutory authority, the Court finds that it cannot reach the merits of Plaintiffs’ claims based on the doctrines of sovereign immunity and personal jurisdiction. -

Testimony of Ambassador Michael McFaul1 Hearing of the House Permanent Select Committee of Intelligence Putin’s Playbook: The Kremlin’s Use of Oligarchs, Money and Intelligence in 2016 and Beyond March 28, 2019 When the Soviet Union collapsed in 1991, the worldwide ideological struggle between communism and liberalism – in other words, freedom, democracy, capitalism – also ended. Thankfully, the ideological contest between Moscow and Washington that shaped much of world politics for several decades in the twentieth century has not reemerged. However, for at least a decade now, Russian president Vladimir Putin has been waging a new ideological struggle, first at home, and then against the West more generally, and the United States in particular. He defines this contest as a battle between the decadent, liberal multilateralism that dominates in the West and his brand of moral, conservative, sovereign values. I define this contest as one between autocracy, corruption, state domination of the economy, and indifference to international norms versus democracy, rule of law, free markets, and respect for international law. This new ideological struggle is primarily being waged not between states, but within states. At home, Putin has eroded checks and balances on executive power, undermined the autonomy of political actors, regional governments, the media, and non-governmental organizations (NGOs), and strengthened state ownership throughout the Russian economy. To propagate his ideas and pursue his objectives abroad, Putin has invested in several powerful instruments of influence, many of which parallel those used for governing within Russia, including traditional media, social media, the weaponization of intelligence (doxing), financial support for allies, business deals for political aims, and even the deployment of coercive actors abroad, including soldiers, mercenaries, and assassins. -

As Vladimir Pozner's Eyewitness puts it, our imag~ of the coup leaders is that of "faceless party hacks ••• Hollywood-cast to fit the somehow gross, repulsive, and yet somewhat comical image" of the typical Communist bureaucrat.(p. 10) Well, that image is false. More than that, it obscures the big story of the coup .and its consequences for Russia and the world. By falling back on a cold-war caricature ' and . accepting what Shevardnadze calls "the export version" of perestroika, the U.s. press, and Western media generally, may have missed the story of the decade. .' Nona Mikhelidze Abstract The 2012 Russian presidential election and the future of the Medvedev-Putin tandem have started to dominate political debate inside and outside the country. Several developments in Russia’s domestic politics have made predictions on the future president particularly arduous. These include Russia’s so-called modernization initiative; Mikhail Prokhorov’s debut on the Russian political scene, and the new presidential decree on the “Security Council Questions”. Yet, analysing these developments suggests that whether Putin will return to the presidency or whether he will remain the de facto leader is unlikely to have major repercussions on Russian domestic policy. For Russia, the priority today is the need to maintain internal stability and formal democracy, necessary to attract foreign technologies and thus advance the modernization initiative as well as to guarantee elite continuity through an internal balance between the siloviki faction and the liberals. Both a renewed Medvedev-Putin tandem and a return of Putin to the presidency fulfil these goals. While much debated, the personality of the future Russian president is unlikely to represent a major game changer in Russia today. The most important thing is that he did not make any sweet promises; but he could have given a more interesting analysis of the year. There was an open letter to Gorbachev from Ulyanov, Baklanov, Gelman, Klimov, Sagdeev, and Granin in the Moskovskie Novosti [Moscow News]. It is a new genre. We already know about the letters to Stalin, Dear Nikita Sergeyevich and Leonid Ilyich. But this letter has a position and voices demands. By the way, they remind him that back in the day, anybody at any leadership position who conducted the Party line sloppily, against personal convictions, and strained to make the bare minimum effort would be removed, if not shot. During the perestroika, however, we allow the vast majority to operate like this. January 15, 1989. Today the list of candidates for the CPSU People’s Deputies was published in newspapers. My last name is on the list. It was a great surprise to me to see my name among the “suggestions” that were handed out at registration to the CC Plenum participants. I am the only one of the General Secretary’s assistants who is among that hundred of guaranteed candidates. People noticed this. Moreover, I am the only one from the CC apparatus.
