    Descriptive Representation and Conflict Reduction: Evidence from India’s Maoist Rebellion* Aidan Milliff † & Drew Stommes ‡ April 19, 2021 Abstract Can greater inclusion in democracy for historically­disadvantaged groups reduce rebel vio­ lence? Democracy­building is a common tool in counterinsurgencies and post­conflict states, yet existing scholarship has faced obstacles in measuring the independent effect of democratic reforms. We evaluate whether quotas for Scheduled Tribes in local councils reduced rebel vi­ olence in Chhattisgarh, an Indian state featuring high­intensity Maoist insurgent activity. We employ a geographic regression discontinuity design to study the effects of identical quotas implemented in Chhattisgarh, finding that reservations reduced Maoist violence in the state. Exploratory analyses of mechanisms suggest that reservations reduced violence by bringing lo­ cal elected officials closer to state security forces, providing a windfall of valuable information to counterinsurgents. Our study shows that institutional engineering and inclusive representa­ tive democracy, in particular, can shape the trajectory of insurgent violence. In all, she wrote scripts for twelve films, the most notable among them ◊iddµ, Buzdil, Sån® kµ ≤µ∞y≥, and Garm Hav≥. She also acted in Shyam Benegal’s Jun∑n. Khawaja Ahmed Abbas made a name for himself as director and producer for his own films and also by writing scripts for some of Raj Kapoor’s best- known films. Manto, Krishan Chandar and Bedi also wrote scripts for the Bombay films, while all of the above-mentioned poets provided lyrics for some of the most alluring and enduring film songs ever to come out of India. In remembering Kaifi Azmi, Ranjit Hoskote says that the felicities of Urdu poetry and prose entered the consciousness of a vast, national audience through the medium of the popular Hindi cinema; for which masters of Urdu prose, such as Sadat [sic] Hasan Manto, wrote scripts, while many of the Progressives, Azmi included, provided lyrics.

These films actualize region as a cinematic imaginary through its authenticity markers – caste/ist practices explicitly, which earlier films constructed as a ‘trope’. The paper uses the concept of Heterotopias to analyse the recurrence of spectacle spaces in the construction of Madurai, and the production of caste in contemporary films. In this pursuit, it interrogates the implications of such spatial discourses. Spectacle spaces: Production of caste in recent Tamil films To foreground the study of caste in Tamil films and to link it with the rise of ‘caste- gestapo’ networks that execute honour killings and murders as a reaction to ‘inter-caste love dramas’ in Tamil Nadu,1 let me narrate a political incident that occurred in Tamil Nadu – that of the formation of a socio-political movement against Dalit assertion in December 2012.
