IOM IMMIGRATION AND BORDER MANAGEMENT

As the leading intergovernmental organization in the field of migration, IOM is increasingly called upon by States to support in addressing complex border management challenges. In support of IOM’s strategy, border management activities in Burundi are directed at supporting the government to effectively respond to diverse migration challenges, to institute appropriate migration governance and to improve collaboration and coordination with neighbouring countries, while engaging border communities. This includes:

Humanitarian border Ebola virus disease Human security Trainings and management (HBM) (EVD) preparedness capacity building

Reinforcement Establishment of a border Community engagement and of equipment management information system awareness-raising sessions

IOM Burundi has been contributing to the efforts of the Government of Burundi to manage migration effectively through a variety of border management activities with the support from the Regional Office in Nairobi, technical experts in Moshi from the African Center for Capacity Building as well as its field offices throughout the country.

KEY ACTIVITIES

- Carrying out assessments at Points of Entry (POEs) to identify gaps and understand the main needs on Humanitarian Border Management at the borders between Burundi and DRC, Rwanda and Tanzania, including the Melchior Ndadaye International Airport. The assessments focused on administration, regulatory frameworks, operations, information management system, border information management system, equipment and infrastructure.

- Developing a Standard Operational Procedures manual for Humanitarian Border Management.

- Facilitating fortnightly inter-agency coordination meetings and cross-border meetings between Burundi and the United Republic of Tanzania, as well as with the Democratic Republic of Congo, to reinforce collaboration and foster inter-service coordination on best practices in border management.

- Improving existing border infrastructure through the rehabilitation of electricity systems, the provision of office and IT equipment, the installation of software to facilitate the registration of travelers, ensure the security of the country and reinforce Ebola Virus Disease (EVD) preparedness.

- Training for immigration and border management officials onHealth, Border and Mobility Management (HBMM) with IOM’s health department, as well as training on Humanitarian Border Management (HBM), registration system, document fraud, prevention and investigation of organized crime, including human trafficking and migrant smuggling.

- Townhalls between police officers and border communities, as well as awareness-raising sessions on trafficking in persons, migrant smuggling and other organized crimes.
