An Overview

Heavy tasks were scheduled in 2010: inspecting environmental security for the World Expo, making a final dash towards the fulfillment of pollutants discharge reduction targeted by the Eleventh Five-Year Plan, drawing up a new plan of environmental protection for the period of the Twelfth Five-Year Plan, and tackling the thorny problems remaining in the fourth round of the Three-Year Action Plan of Environmental Protection. Under the leadership of the Shanghai Municipal Committee of CPC and the Shanghai Municipal Government, the whole society has corporately exerted efforts to enforce environmental protection. Taking hosting the World Expo as the core assignment, aiming at “Regulating Organizational Structure and Promoting Transformation”, and carrying out the Three-Year Action Plan of Environmental Protection focusing on reducing pollutant discharge, the work of environmental protection in Shanghai has achieved remarkable results.

- Environmental security for the World Expo was fully successful; - All the goals of environmental protection mapped out by the Eleventh Five-Year Plan have been accomplished as scheduled; - Tasks of reducing pollutants discharge have been overfulfilled ahead of time; - The fourth round of the Three-Year Action Plan of Environmental Protection was progressing smoothly; - Eco-environmental quality in the entire range of the city was further improved: rate of excellent/good ambient air quality reached 92.1%, having been over 90% for two years in succession; the overall quality of water environment, especially the water quality of the Huangpu River and the Suzhou Creek, has turned for the better; the quality of sonic environment remained in a stable condition; and the quality of radiation in surroundings kept in normality.

State of Environmental Quality The Suzhou Creek

Among the 15 districts/county, water quality at all the monitored sections in Fengxian and Chongming has 1.50 2006 met the requirement of the functional area of water environment; that in a part of sections in Pudong, Jinshan, 2007 Ynagpu, Baoshan, Jiading and Songjiang did the same; and that in all the monitored sections in the other six 2008 districts failed to do so. In 2010, two more qualified sections appeared in Pudong; one more, in Baoshan and 1.00 2009 2010 Jiading; one reduced in Yangpu; and the number of qualified sections in the other 11 districts/county has not changed.

Sections Where Water Environment Quality Monitored

In 2010, water environment quality was monitored at 58 sections in 41 waterways in the fifteen districts/county of Xuhui, Changning, Putuo, , Hongkou, Yangpu, Baoshan, Minhang, Pudong, Jiading, Jinshan, Songjiang, Fengxian, Qingpu and Chongming. The composite indexes of water pollution (selecting dissolved oxygen, index of potassium permanganate, bio-chemical oxygen demand in five days, ammonia-nitrogen and total phosphorus as main pollutants and computed according to the quality standards of water at Level 3) were between 0.43 and 4.18, while the average composite index of water pollution was 2.03, indicating that on the whole, water quality remained almost the same as in 2009.

The indexes of water pollution at the monitored sections in central urban area were between 1.05 and 4.18 while the average one was 2.32 being basically the same as in 2009;

Road Traffic Noise

In 2010, the average equivalent sound intensity of road traffic noise in Shanghai at daytime was 69.8 dB (A), remaining the same as in 2009; at night it was 64.3 dB (A), 0.1 dB (A) lower than that in 2009. The average traffic flow on main roads and communication arteries at daytime and night were respectively 1,744 vehicles per hour and 899 vehicles per hour, and compared with those in 2009, 98 vehicles fewer per hour at daytime and 49 vehicles fewer per hour at night.

The data monitored in the past five years (2006—2010) showed that from 2006 to 2008 road traffic noise in Shanghai has never met the standard required for different functional areas; but since 2009 road traffic noise at daytime has successfully met it and become lighter. Electromagnetic Radiation
