COMMUNICATION FROM CHAIR, INTERGOVERNMENTAL RELATIONS COMMITTEE relative to the City's position on recognizing Guy Gabaldon's accomplishments during World War II and honoring him with the Congressional Medal of Honor.

Recommendation for Council action, pursuant to Resolution (Huizar - Reyes) ,SUBJECT TO THE CONCURRENCE OF THE MAYOR:

RESOLVE to encourage the President of the , the US. Congress and the U.S. Marine Corps, to recognize Guy Gabaldon's accomplishments during World War II and honor him with the Congressional Medal of Honor.

Fiscal Impact Statement: Neither the Chief Legislative Analyst (CLA) nor the City Administrative Officer has completed a financial analysis of this report

Summarv: In a report dated August 30, 2006, the CLA states that Guy Gabaldon was recommended by Captain Joy Schwabe of the 2nd Marines, to be honored and to receive the Congressional Medal of Honor. The Medal of Honor is the highest award for valor in action against an enemy force and can be bestowed upon an individual serving in the Armed Services of the United States.

Guy Gabaldon was born and raised in East Los Angles and served in world War II. For all his accomplishments during World War II, he received the , the third highest award for valor, and was later elevated to the Navy Cross. The Navy Cross is the highest honor conveyed by the Navy, Marine Corps and Coast Guard. Guy Gabaldon also served as an advisor to troops in Iraq on the humane treatment of prisoners and he continues to be an inspirational speaker across the country, on behalf of the Armed Services of the United States.

:At a regular meeting of the Intergovernmental Relations Committee, on September 22, 2006, Councilmember Smith, Chair, approved the CLA's recommendation and now forwards the matter to Council for its consideration.
