The table of contents is arranged categorically by rulemaking activity and alphabetically by agency within each category. Rulemaking activity consists of proposed or adopted new rules; amendments to or repealers of existing rules; and rules promulgated by emergency or peremptory action. Executive Orders and Proclamations issued by the Governor; notices of public information required by State Statute; and activities (meeting agendas; Statements of Objection or Recommendation, etc.) of the Joint Committee on Administrative Rules (JCAR), a legislative oversight committee which monitors the rulemaking activities of State Agencies; is also published in the Register. The Register is a weekly update of the Illinois Administrative Code (a compilation of the rules adopted by State agencies). The most recent edition of the Code, along with the Register, comprise the most current accounting of State agencies' rulemakings. The Illinois Register is the property of the State of Illinois, granted by the authority of the Illinois Administrative Procedure Act [5 ILCS 100/1-1, et seq.]. O’Kelly A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of Media and Information Studies - Doctor of Philosophy 2016 ABSTRACT BUT WILL IT PLAY IN GRAND RAPIDS? THE ROLE OF GATEKEEPERS IN MUSIC SELECTION IN 1960s TOP 40 RADIO By Leonard A. O’Kelly The decision to play (or not to play) certain songs on the radio can have financial ramifications for performers and for radio stations alike in the form of ratings and revenue. This study considers the theory of gatekeeping at the individual level, paired with industry factors such as advertising, music industry promotion, and payola to explain how radio stations determined which songs to play. An analysis of playlists from large-market Top 40 radio stations and small-market stations within the larger stations’ coverage areas from the 1960s will determine the direction of spread of song titles and the time frame for the spread of music, shedding light on how radio program directors (gatekeepers) may have been influenced in their decisions. By comparing this data with national charts, it may also be possible to determine whether or not local stations had any influence over the national trend. The role of industry trade publications such as Billboard and The Gavin Report are considered, and the rise of the broadcast consultant as a gatekeeper is explored. This study will also analyze the discrepancy in song selection with respect to race and gender as compared to national measures of popularity.

I understand that my thesis may be made electronically available to the public. ii Abstract As a period of American History, the 1960s has provided historians and academics with a wealth of material for research and scholarship. Presidents John F. Kennedy, Lyndon B. Johnson and Richard Nixon, the Vietnam War, the hippie era, and the Civil Rights Movement, among other topics have received thorough historical discussion and debate. Music was another key aspect in understanding the social history of the 1960s. But unlike the people and events mentioned above, historians have devoted less attention to music in the historical landscape. The British Invasion was one such key event that impacted America in the 1960s. Bands such as the Beatles, the Rolling Stones, and the Who found their way into the United States and majorly impacted American society. Using secondary sources, newspaper articles, interviews and documentaries on these bands, this thesis explores the British Invasion and its influence in the context of 1960s America. This thesis explores multiple bands that came in the initial wave. It follows these bands from 1964-1969, and argues that the Beatles, the Rolling Stones, and the Who shared common multiple factors that allowed them to attain the traction to succeed and to maintain that success in the United States.

Pamela Pulice met radio legend Dick Biondi back in 1961. She was 13. Shy. Awkward. Consumed by the nagging self-consciousness of adolescence. Not exactly the poster child of a Dick Biondi fan. “The Wild I-tra- lian,” the radio disc jockey dubbed himself, one of the fi rst “scream- ers” whose wild on-air persona saw him shouting — often with unfi l- tered fi re — about the music he played. But Pulice was drawn to Biondi, she says, and opportunities to meet him were plentiful. With the dawn of rock ‘n’ roll, DJs like Biondi embarked on many a “record hop,” turning up at schools or clubs to promote music, in some instances with the performers themselves. The fateful event that linked Pulice to Biondi emerged at a local shopping center, one that included a carnival.
