Foreword

I am delighted to learn that Bangladesh Bureau of Statistics (BBS) has successfully completed the ‘District Statistics 2011’ under Medium-Term Budget Framework (MTBF). The initiative of publishing ‘District Statistics 2011’ has been undertaken considering the importance of district and level data in the process of determining policy, strategy and decision-making. The basic aim of the activity is to publish the various priority statistical information and data relating to all the of Bangladesh. The data are collected from various belonging to a particular district.

The Government has been preparing and implementing various short, medium and long term plans and programs of development in all sectors of the country in order to realize the goals of Vision 2021. For any pragmatic approach in formulating and evaluating development plans and programs reliable statistics are indispensible. BBS has been performing the major responsibility of supplying comprehensive and accurate statistics at the national level.

The present government, in line with its commitment to decentralize administration, has declared upazila as the focal point of administration regenerating upazila parishad through participatory elections. However, upazila level official statistics are still very inadequate. It is praiseworthy that BBS has undertaken timely program of publishing ‘District Statistics 2011’ where data representing socio- economic characteristics of upazilas of all districts will be available. I am confident that this publication will be of invaluable help to the planners, administrators, researchers, field level officers as well as other users. Various government, non-government and international organizations closely related to policy formulation and implementation may also find this publication useful.

I sincerely thank Mr. Golam Mostafa Kamal, Director General, BBS for bringing out the publication of ‘District Statistics 2011’. I hope that in future ‘District Statistics’ will be published in much more improved form to make it more effective and informative.

Preface

The ‘District Statistics 2011’ is mainly a compilation work of Bangladesh Bureau of Statistics (BBS). The decentralization policy of government has enhanced demand for timely, qualitative and comprehensive statistical data both for administrative and development requirements. The major regular publications of Bangladesh Bureau of Statistics like Statistical Pocketbook of Bangladesh, Statistical Yearbook of Bangladesh and Agricultural Yearbook of Bangladesh provide aggregate data mainly at the national and regional level. Data for smaller administrative unit like upazila often remains absent in such publications. The ‘District Statistics 2011’ emphasises to provide upazila level data.

The ‘District Statistics 2011’ provides both structural and flow-type information of almost all of the priority sectors of our national economy depending on data availability both from published and unpublished sources.

The publication of ‘District Statistics 2011’ would have not been feasible without the wholehearted co- operation of the various government, semi-government, autonomous, non-government offices and other organizations. In particular, the district and upazila level officials extended their total support and supplied all data. I like to express my sincere thanks to them and hope such co-operation will continue in future.

District at a Glance

Background: Brahmanbaria is a district in east-central Bangladesh.It was formerly a sub-division of district. Brahmanbaria got shape as a separate district on 5th February, 1984. Brahmanbaria literally means the place where Brahmins reside. It is believed that in the long past, an influential man namely Kazi Mohammad Khandkar was rehabilitated some ‘Brahman’ families in the present headquarters of the district. In consequence of which the distrct was named as Brahmanbaria.

Geographic Area and Location: Brahmanbaria district is a part of the Division.It is surrounded on the north by Kishoreganj and districts, on the east by , on the south by and on the west by , and Kishoreganj districts. It lies between 23°39’ and 24°16’ north latitudes and between 90°44’ and 91°51’ east longitudes. The total area of the district is 1,927.11 sq. km (726.00 sq. miles). The Brahmanbaria town was turned into a municipality in 1869. The tomb of Hazrat Syed Kazi Mahmud Shah (R.) is located at Kazipara of the town. During the invasion of Munipur by the British in 1824, Brahmanbaria town was their military headquarters.

Temperature and Rainfall: The geography of the district is characterized by low-lying land with small hills and hillocks of red soil. Annual average temperature of the district is maximum 34.3°C and minimum 12.7°C.Total annunal rainfall is 2551 mm. Main Rivers: Meghna and Titas, Buri and Haora are the main rivers of the district. Mehedi and Akashi are notable haors of Brahmanbaria district.

Cultural Heritage: Brahmanbaria district has a rich tradition of nurturing of art, education and culture. It is often called the cultural capital of Bangladesh. Ustad Allauddin Khan, the great musical talent of the sub continent and the father of 'Maihar Gharana' of classical Indian music was born in this district in 1862.Ustad Ayet Ali Khan established the Alauddin Music College in 1957 in Brahmanbaria and Shilpacharya Zainul Abedin established the Alauddin Sangitayan in 1975. Mohorshee Monomohan Dutta is also a remarkable name for his "Molaya" music. Sachin Dev Burman (better known as SD Burman) the renowned musician of the sub continent spent some time in Brahmanbaria. Umesh Chandra Roy was one of the greatest musicians of Alauddin Music institute.Other renowned musicians of the district are Ustad Bahadur Hussain Khan, Ustad Abed Hussain Khan, Ustad Khadem Hussain Khan, Ustad Raja Hussain Khan, Amar Paul, Ustad Khurshid Khan, Ustad Subal Das and Ustad Afjalur Rahman.

Archaeological Heritage and Relics: Among the archaeological heritage and relics,Arphail Sagardighi Mosque,Twin Graves (sixteenth century, Sarail), Arphannesa Mosque (1662, Sarail), Bhadurghar Shahi Mosque (1084), Ulchapara Mosque (sixteenth century), tomb of Kalla Shahid (R, Akhaura), Kalbhairab Mandir (Brahmanbaria), Sree Sree Anandamoye Ashram (seventeenth century), Satidaha Mandir (Biddakut), Shiva Mandir (Natghar), Sarvadharma Samanya Mandir (Kalikachha), Jagannath Mandir (Nasirnagar), Bishnu Statue (Baghaura), Buddhist Viharas (Devgram), Kailaghar Jangal (Kasba), Hatir Pool (elephant bridge) at Baraiura, Bari of Haripur, Basudeva Statue (Kalikachha), Nabinagar Math, Haraspur Zamindar Bari are notable.

Historical Events: Brahmanbaria was a part of Janapada of the ancient . The first and temporary capital of Isha Khan was at Sarail on the north of Brahmanbaria Town. When the Swadeshi Movement began in the wake of the partition of Bengal (1905), revolutionist Ullaskar Datta (Aviram) was convicted for throwing bomb explosion and was deported to the Andamans. During the 19th century, Brahmanbaria is proud of great nationalist leaders like Nawab Syed Shamsul Huda, who became president of All India Muslim League in 1921 and Barrister Abdur Rasul, a front ranking leader of . On 14 December 1931 Suniti Chowdhury, Shanti Ghosh and Gopal Deb killed the then District magistrate CCB Stevens at his residence by gun shot.Upon encouragement of Oli Ahad, a pioneer Language Movement leader who hailed from Brahmanbaria, the movement obtained momentum in this district in 1952.Mostafa Kamal (Bir Sreshtho) obtained martyrdom in an encounter at Daruin of Akhaura during the War of Independence in 1971.

Marks of the War of Liberation:Mass graves and slaughter places are adjacent places to Pairtala Railway Bridge, west side of Judge Court, Kautali Wapda Office, west side of Asuganj Silo, west bank of Gangasagar Dighi (Akhaura), Asuganj Igmn Steamer Ghat, Lalpur Bazar, Shahbajpur Titas Bridge, (Kasba) and Kella Pathar (Kasba).The famous memorial monuments are Shahid Smriti Shaudha (Faruki Park), Shaudha Hiranmaya (Kautali), Shahid Samadi Complex, Bijoy Statue (Asuganj), playground of Sarail Degree College and grave yard of Bir Shreshta Mustafa Kamal (Mogra).

Main Crops: Paddy, jute, wheat, mustard seed, potato, onion, garlic, chilli, pulses, brinjal, kakrol and patal are the main crops of ths district. Extinct or nearly extinct crops are linseed, sesame, tobacco, chaplaish and arahar and kaun.

Main Fruits: Mango, jackfruit, black berry, papaya, coconut, guava, olive, lemon, litchi, bilimbi and banana are the Brahmanbaria district.

Traditional Transport: Palanquin, horse carriage and bullock cart are traditional transport found in this district.

Natural Resources: Titas gas, Meghna gas and Saldandi gas fields are notable natural gas fields in this district.

Main Exports: Jute, paddy, mustard seed, vegetables, cotton fabrics, handicrafts, natural gas and leather.

Economic Situation: The economy of Brahmanbaria is predominantly agricultural. Out of total 465.720 holdings of the district 55.28% holdings are farms that produce varieties of crops namely local and HYV rice, wheat, vegetables, jute, spices, cash crops, pulses, oilseeds and others. Various fruits like banana, mango, jackfruit, coconut etc. are grown. Fish of different varieties are caught from rivers, tributary channels and even from paddy fields during rainy season.

The Titas Gas field is situated in the district. This natural gas plays very important role in the . It has national importance in its widespread diversified use particularly in generating electricity, producing fertilizer and household fuel consumption.

Flora: Brahmanbaria is one of the mid-east districts of the country. The topography and the soil of the district have got similarities with the bordering districts to a considerable extent and as such plants and trees growing in the district are similar to those growing in the adjoining districts.

The soil of the district mainly formed by olive grey silty loam and dark grey silty loam which is very rich and fertile. The vast areas on both banks of the rivers of the district belong to the cultivators, continuously flooeded almost every year and thus grow crops like rice, jute, wheat, sugarcane, pulses and oil seeds. The district has got some hilly areas with a small elevation in the eastern boarder mainly in the akhaura and kasba Upazilas.

The principal trees of the districts are banyan trees (Ficus benghalensis) commonly known as the bat tree; the pipal or ashwatha (Ficus religlosa), the neem (Azadirachta indica), the bel (Aegle marmelos). The fruit is eaten and used medicinally, the rana or petraj (Aphanamixls polystachia), the jarul (Legerstroemia speciosa), the mandar (Erythrina variegata), several species of palms, the kadamba (Anthoephalus cadamba), the gab (Diospyros precatorius). The juice of the fruit mixed with harcoal is used in chalking boats nets etc. The Jalpai or olive (Elaeocarpus tectorius), the fruit is used in curries by the natives. The simul (Bombax ceiba), the karpas is used for staffing mattresses and pillows and has a silky appearance. The jamun ( Enginer jambolan), the fruit is eaten, the wood is hard and useful for building purpose. The amly-tentul (Tamariandus indica) wood is hard and the fruit is used for seasoning food, the leaves medicinally. The mango (Mangifera indica) of the district is not of superior quality, the wood is of inferior quality, yet

owing to its being in the in the abundance, it is much used. The date palm (Phoenix sylvestris) is valuable tree, the juice of the tree is extracted and made into gur, the leaves are made into mats. The palmyra palm (Borassus flabellifer), the wood is used for posts of houses and building purposes, the leaves are used for making fans of different sizes. The betel nut (Areca Catechu), the tree grows scatteredly and plantations are found abundantly towards the west and the south of the country. The coconut or narkel (Cocos nucifera) are grown abundantly throughout the district. In terms of utility, it is one of the most important members of the vegetables kingdom. The cane or the bet (Calamus spo.) grows spontaneously all over the district, the are split and made into baskets and such other things, the are also used for binding and thatching.

In the district there are few timber trees of commercial valu. The amaltus is used for the rough furniture while jarul is used for the boat building. Although there is no organized forest area but some scattered indigenous trees include karoi (Albizza procera), garjan (Dipterocarpus turbinatus), jarul (Legerstroemia speciosa), shimul (Bombax ceiba), etc are found in the district. In recent days, various exotic trees like teak, mehagani (Sweitenia mecrophylla), sisoo (Salbergia sissoo) etc. have been introducted as wayside trees as well as farm forestry.

Fauna: At present there is practically no wild animal in the district but about 100 years back there were a good number of barking deer, leopard, tiger, wild hog and virous species of wild cat. A large number of jackals in the district share with crows the duties of village scavenger. Previously, vultures also used to perform the same function. Of late, the vulture is rarely found in the district as in any other place of the country. Once Sarail Upazila was famous for its Hounds Dogs with their long body and face but with short hair. Earlier, this variety of dog was used to be grown almost on commercials basis. The dogs are still there in a limited number.

The Mongoose (Herpestes edwardsi) are common, there are few monkeys (Macaca mullata) and squirrels (Callosciurus pygerythrus) to be seen. Bird life is luxuriant. Almost all varieties of birds that are seen all over Bangladesh are also commonly seen in the district. Fish eagles, kites and kingfishers (Alcedo atthis) are coomon. Most of the road side and other trees in the village remain crowded with small birds, golden oriole, king crows (Corvus macrorhynchos), wood packers (Picus myrmecophoneus) sun-birds, sparrows (Passer domesticus), a host of little fly catchers and ubiquitous moyna (Acridotheres tristis). At nightfall the air is resonant with their clamour and even later the silence is broken by the deep toned hoot of the barn owl (Tytoalba). The game birds of the districts include jungle fowl (Gallus gallus murghi), wild duck, teal, golden plover and snipe that offer fair sport in the winter months. In fact due to lack of organized forest and natureal calamities and kinds of carnivore and mammals are becoming rare in the district.

The inhabitants along the banks of the large rivers live more or less fishing, but only a few exclusively fishing communities appear to exist in the district and the fisheries are conducted in a rude manner. The demand for fish being considerable, various modes of the catching fish are practiced. When the lands are inundated during the rainy months, fish is very scarce and the poor resort to the ditches and swamps.

Many varieties of sea and fresh water fish are available in the district. Most of the supply comes from ponds and tanks, anals and low lying areas in-undated by rain water. Some of the commonly available fishes are ruhi of salmon (Labeo Rohita), mrigel (Cirrhinus mrigala), kalbous (Labeo

calbasu), katla or carpo (Catla catla), etc. Shoal fish (Channa striatus), shing (Heteropneustes fossilis) are also found in large quantity in beels and khals. Many other spieces of river and fresh water fishes are also found in the district. Of these the principal varieties are boal/sheat fish (Wallago atttu), tapsi dhain, chital (Notopterus chitala), ghona, airh ( Mystus aor), baghair (Bagarius bagariuis_, pangas (Pangasius pagasius), rita (Rita rita), bain or eel (Mastacembelus armatus), chapila (Gudusia chapro), gulsha (Mystus bleekeri), tengra (Mystus vittatus), chanda (Mene muculata), Kachki, Baila, bheda, batashi, gulsha (Mystus bleekeri), kakila (Strogylura strogylura), phalli or flat fish (Notopterus notoppterus), pabda or butter fish (Ompok pabda), chela (Chela atpar), gangchela, gajal, koi or climbing fish (Anabas testudineus), kholisha (Colisa fasciatus), puti (Barbus puntius), sharputi (Puntius sarana), taki (Channa punctatus), walking fish (Ophicephaalus striaxtus), malandi, bashpata, kakra, meani, shrimps, and prawn are found in the district. However, some of these varieties, specially those which inhabit the marshes and tanks, are dwindling due to over catching and other reasons such as use of insecticdes and pesticides for crop production etc.

In addition, some exotic varieties of fish such as telapia (Oreochromis mossambicus), nilotica (Oreochromis niloticus), silver carp (Hypophthalmicthys molitrix), grass carp (Cteopharyngodon idella) are also cultivated in the district and they are also becoming very popular.

Concepts and Definitions

1. Population and Housing Census 2011

The population and housing census is the unique source of reliable and comprehensive data about the size of the population of the country, major socio-economic and socio-demographic characteristics.

It is the total process of collecting, compiling, evaluating, analyzing and publishing or otherwise disseminating demographic, economic and social data pertaining, at a specified time, to all persons in a country. The essential features of a population census are individual enumeration, universality within a defined territory, simultaneity and defined periodicity.

The population and housing census provides information on the geographic and administrative distribution of the population and household in addition to the demographic and socioeconomic characteristics of all the people in the country. The data from the census are classified, tabulated and disseminated so that political leaders, election officials, planners, national organizations including NGOs and civil society, regional and international organizations can use the data in decision-making.

The purpose of community report is to disseminate census data by communities (ward/mahalla in urban area and union/mauza/village in rural area). Data on all key variables namely area, household, population by sex and age group, ethnic population, literacy rate, marital status, school attendance, employment status and religion as well as physical facilities such as source of drinking water, sanitation, electricity and dwelling units have been presented in this report. The planners, researchers and policy makers as well as development partners and community administrators will find this report as a valuable reference for use in advising plans and programs for advancing welfare and well-being of the common people, in particular and the community in general.

Household

Persons, either related or unrelated, living together and taking food from the same kitchen constitute a household. A single person living and eating alone forms one-person household.

Literacy

It denotes ability to write a letter in any language. Literacy status assessment is made for population 7 years and over.

Community

It refers to the following five lower geographic, administrative or revenue units:

i) Union: Smallest administrative rural geographic unit comprising of mauzas and villages and having union parishad institution.

ii) Mauza : Mauza is the lowest administrative unit having a separate jurisdiction list number (J.L. Number) in revenue records. Every mauza has its well-demarcated cadastral map. Mauza should be distinguished from local village since a mauza may consist of one or more villages.

iii) Village: Lowest rural geographic unit either equivalent to a mauza or part of a mauza.

iv) Ward: Smallest administrative urban geographic unit comprising of mahallas and having ward council institution.

v) Mahalla: Lowest urban geographic unit having identifiable boundaries.

Urban Area

It corresponds with area developed around a central place having such amenities as metalled roads, improved communication, electricity, gas, water supply, sewerage, sanitation and also having comparatively higher density of population with majority population in non-agricultural occupations.

i) City Corporation: It includes city corporation area declared by the Ministry of Local Government.

ii) Paurashava/Municipality Area: It includes paurashavas incorporated and administered by local government under Paurashava Ordinance, 1977.

2. Agriculture Census year and reference period

The census year extends over twelve consecutive months having for different census items the different reference periods or days of data collections. Some items have a year or week reference period. Some others have a specific reference day.

The census year covered twelve months from 1 Baishak to 30 Choitra, 1414 Bangla Shal (BS). The year was the reference period for such census items as operated land use, crops, agriculture employment, livestock & poultry deaths and agriculture loan. A single reference day was used for items like holdings, farm size, land tenure, farm population, livestock & poultry inventories and agriculture implements. The different census items by their reference periods or days are shown below:

Agriculture holding

An agriculture holding is a techno-economic unit of agricultural production under single management comprising all livestock kept and all land used wholly or partly for agricultural production purposes without regard to title, legal form or size. Single management may be exercised by either an individual holder or jointly by two or more individuals or holders or by a judicial person such as a corporation, co-operative or government agency. A holding may consist of one or more parcels (fragments of land) located in one or more areas or mauzas or in more than one administrative unit or division provided that all separate parcels of fragments form parts of same technical unit under operational control of same management.

The definition covers practically all holdings/households engaged in agricultural production of both crops and livestock. Some agriculture holdings may have no significant agricultural land, e.g. holdings keeping livestock, poultry and hatcheries for which land is not an indispensable input for production.

Farm holding

A farm holding is defined as being an agricultural production unit having cultivated land equal to or more than 0.05 acres. Farm holdings are classified into following three broad groups:

(a) small: Farm holdings having minimum cultivated land 0.05 acre but operated land more than this minimum but upto 2.49 acres.

(b) medium: Farm holdings having operated land in between 2.50 to 7.49 acres.

(c) large: Farm holdings having operated land 7.50 acres and above.

Small cultivated land 0.04 acre or less is generally used for kitchen garden growing mainly vegetables. Often seeds of white gourd, water gourd, pumpkin and other strains are sown on households; but these creepers spread out around house roofs and other structures. As such, the minimum cultivated land considered for qualifying to be a farm holding is 0.05 acres.

Non-farm holdings

A non-farm holding is defined as being the one which has neither cultivated nor operated land or has cultivated land less than 0.05 acre.

Tenancy

Owner holdings are those having and operating their owned land and who may or may not be leasing out land. Tenant holdings are those having no owned land but operating land taken from others on share cropping basis or on other terms.

Owner-cum-tenant holdings are those having owned land and who may or may not be leasing out their own land to others and who may be taking land from others on share cropping basis or on other terms.

Agriculture work

Agriculture work signifies all activities of holder and his/her labour force doing planning, management, and operation of a holding. It includes land preparation, sowing, weeding, harvesting, feeding and tending livestock & poultry, kitchen gardening, supervising agricultural workers, keeping farm records & accounts, preparing agriculture products for marketing (including packaging), repairing farm equipment, constructing farm buildings & fences, and engaging in land reclamation and improvement and other related activities. It excludes home and other family domestic chores.

Area under pond

The pond area remains under water almost through out the year. Normally, households use pond water for various domestic and sometimes agriculture purposes. Ponds are also generally used for fish culture.

In the census the pond area data were collected separately for both single ownership and joint ownership of households.

Area under temporary crops

It is the land area planted to crops having growing cycle or length of life less than one year. These are the temporary crops such as paddy, wheat, jute, cotton, tobacco, sugarcane, pulses, oil seeds, potato, vegetables and other seasonal crops. A list of temporary crops for which data were collected separately was given in back page of “Tally Sheet”. The minimum area recorded for a temporary crop was 0.01 acre. Area under temporary crops and temporary-crops net area are equivalents.

Area under permanent crops

It is the land area planted to crops which remain standing for a long period of time and do not need to be replanted after a seasonal harvest. Mango, jackfruit, coconut, guava, lemon, and other fruit varieties are all permanent crops.

Current fallow

It is land brought into cultivation but left out uncultivated in census year for fertility regaining and improvement or for other reasons.

Net cultivated area

This is land area actually cropped during the census year regardless of number of crops grown plus current fallow. It includes areas under temporary and permanent crops and also current fallow.

Permanent fallow

It is land not available for cultivation due to coming into residence and commercial & other uses. Play ground, graveyard, wild shrubs and jungles, marshy land, and the like fall in this category.

Irrigated area

This is area of total land brought under irrigation coverage for growing crops with irrigations done through mechanical or manual means. Irrigated area classifications fall into two categories: (1) surface water irrigation with main water sources being rivers, canals, beels, ponds, and other water bodies; and (2) underground water irrigation with water lifted by shallow tube-wells, deep tube- wells, and country traditional devices. The irrigation equipments are run by electricity, diesel or petrol, or manual labour.

Cattle and Buffalo

Cattle and buffalo heads owned by households on day of enumeration were counted.

Goats and Sheep

Goats and sheep owned by households on day of enumeration were counted.

Fowls, Ducks and Pigeons

Fowls, ducks, and pigeons owned by households on day of enumeration were counted.

Temporary crops gross area

Areas aggregated for all temporary crops grown in the census year have made temporary crops gross area greater than temporary crops net area since the latter has within it the same land cropped more than once in different seasons of a year.

Intensity of cropping

It is percentage of temporary crops gross area in comparison with temporary crops net area. It is expressed as follows: Temporary crops gross area Intensity of cropping = × 100 Temporary crops net area

Cereals

Main cereals are rice and then wheat. Other cereals are jab, barley, cheena, maize, kaun, bajra and joar.

Pulses

Main and common pulses are gram, mung, lentil, arhar, gari kalai, khesari and pea.

Oil seeds

Main oil seeds are rape and mustard, sesamum, linseed, groundnut, soybean, sunflower and castor.

Vegetables

Farmers grow both summer and winter vegetables. Main vegetables are potato, brinjal, raddish, arum, lady's finger, cauliflower, cabbage, bean, tomato, patal, gourd, cucumber, pumpkin, knoll- kal-turnip, dhundal, barbati, khirai, chichinga, carrot, kakrol and sak.

Cash crop
