[email protected]. Holmes: “A Striking Thing” James Holmes, a former battleship sailor, is an associate professor in the Strategy and Policy Department of the Naval War College. He was previously a senior research associate at the Center for International Trade and Se- curity, University of Georgia School of Public and Inter- national Affairs. He earned a doctorate in interna- tional relations from the Fletcher School of Law and Diplomacy, Tufts University, and is the author of Theodore Roosevelt and World Order: Police Power in International Relations (2006), the coauthor of Chi- nese Naval Strategy in the 21st Century: The Turn to Mahan (2007), and the coeditor of Asia Looks Sea- ward: Power and Maritime Strategy (2007).
