Executive Summary Macau Became a Special Administrative Region
Executive Summary Macau became a Special Administrative Region (SAR) of the People's Republic of China (PRC) on December 20, 1999. Macau's status, since reverting to Chinese sovereignty, is defined in the Sino-Portuguese Joint Declaration (1987) and the Basic Law, Macau's constitution. Under the concept of “One Country, Two Systems” articulated in these documents, Macau enjoys a high degree of autonomy in economic matters, and its economic system is to remain unchanged for fifty years. The Government of Macau (GOM) maintains a transparent, non-discriminatory, and free-market economy. The GOM is committed to maintaining an investor-friendly environment. In 2002, the GOM ended a long-standing gaming monopoly, awarding two gaming concessions to consortia with U.S. interests. This opening has encouraged substantial U.S. investment in casinos and hotels, and has spurred exceptionally rapid economic growth over the last few years. Macau is today the undisputed gaming capital of the world, having surpassed Las Vegas in terms of gambling revenue in 2006. U.S. investment over the past decade is estimated to exceed US$10 billion. In addition to gaming, Macau is positioning itself to be a regional center for incentive travel, conventions, and tourism. The American business community in Macau has continued to grow. In 2007, business leaders founded the American Chamber of Commerce of Macau. 1. HONG KONG'S ENDGAME AND THE RULE OF LAW (II): THE BATTLE OVER "THE PEOPLE" AND THE BUSINESS COMMUNITY IN THE TRANSITION TO CHINESE RULE JACQUES DELISLE* & KEVIN P. LANE- 1. INTRODUCTION Transitional Hong Kong's endgame formally came to a close with the territory's reversion to Chinese rule on July 1, 1997. How- ever, a legal and institutional order and a "rule of law" for Chi- nese-ruled Hong Kong remain works in progress. They will surely bear the mark of the conflicts that dominated the final years pre- ceding Hong Kong's legal transition from British colony to Chinese Special Administrative Region ("S.A.R."). Those endgame conflicts reflected a struggle among adherents to rival conceptions of a rule of law and a set of laws and institutions that would be adequate and acceptable for Hong Kong. They unfolded in large part through battles over the attitudes and allegiance of "the Hong Kong people" and Hong Kong's business community. REVIEW ARTICLE REVIEW OF PUBLIC PRIVATE PARTNERSHIP IN HEALTH CARE IN HONG KONG Cynthia Lau, Ben Yuk Fai Fong School of Professional Education and Executive Development, College of Professional and Continuing Education, The Hong Kong Polytechnic University Correspondence: [email protected] ABSTRACT Public Private Partnership Programme is a cooperation between different healthcare professionals in both public and private sectors in Hong Kong. Over the decades, many programmes have been developed which cover various diseases, including chronic conditions and surgery for cataracts, as well as vaccinations. However, these programmes are not successful because of the unsatisfactory service charges in the private sector, overlapped aims and resources and wrong estimation of needs. To become successful, programmes reform is required by rearranging resources, annual reviews, more financial support and extending the coverage of diseases. Promotions of programmes are beneficial to all stakeholders. Overall, better coordination between both sectors is the essential factor which can lead the programme to success and maintain a better health care system in Hong Kong. COUNTRY REPORT Hong Kong Macau At a glance: 2001-02 OVERVIEW The increasing number of protests by various disgruntled interest groups in recent months indicates the potential for increased social discontent, which has remained low-key in recent decades. Tung Chee-hwa’s five-year term of office as chief executive ends in 2002. As he is not directly elected, it is conceivable that he will be returned for a second term even if his current unpopularity is maintained. Real GDP is estimated to expand by 9.7% in 2000, before slowing to 4.8% in 2001 and 4.5% in 2002. After falling by an estimated 3.4% in 2000, consumer prices are expected to start recovering in 2001, rising by 2.3% in 2001 and 3.7% in 2002. The Hong Kong dollar will remain fixed to the US dollar. The current-account surplus is expected to narrow in 2001-02, with the surplus likely to total around US$0.8bn (0.5% of GDP) and US$0.4bn (0.2% of GDP) in 2001 and 2002 respectively. Key changes from last month Political outlook • Speculation is growing that the administration will enact the Basic Law Article 23 provisions, which require the SAR “on its own” to legislate against treason, subversion, sedition and secession. This would undermine press freedoms in the territory. Economic policy outlook • Competition and competitiveness issues have dominated much discussion in the press and among business and government officials over the past quarter, and look set to continue. Pressure for either comprehensive competition policy laws or more active sectoral laws to regulate competition is increasing. -

CHINA (INCLUDES TIBET, HONG KONG, AND MACAU) 2018 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The People’s Republic of China (PRC) is an authoritarian state in which the Chinese Communist Party (CCP) is the paramount authority. CCP members hold almost all top government and security apparatus positions. Ultimate authority rests with the CCP Central Committee’s 25-member Political Bureau (Politburo) and its seven-member Standing Committee. Xi Jinping continued to hold the three most powerful positions as CCP general secretary, state president, and chairman of the Central Military Commission. Civilian authorities maintained control of security forces. During the year the government significantly intensified its campaign of mass detention of members of Muslim minority groups in the Xinjiang Uighur Autonomous Region (Xinjiang). Authorities were reported to have arbitrarily detained 800,000 to possibly more than two million Uighurs, ethnic Kazakhs, and other Muslims in internment camps designed to erase religious and ethnic identities. Government officials claimed the camps were needed to combat terrorism, separatism, and extremism. International media, human rights organizations, and former detainees reported security officials in the camps abused, tortured, and killed some detainees. Environmental Report 2007 Food and Health Bureau Profile of Key Responsibilities The Health, Welfare and Food Bureau (HWFB) was re-organised and renamed as Food and Health Bureau (FHB) with effect from 1 July 2007. The policy portfolios of elderly, women and welfare matters under the then HWFB were transferred to the Labour and Welfare Bureau on the same date. After the reorganisation, the Food and Health Bureau is responsible for policy areas of food and environmental hygiene, and health issues. It aims to formulate and coordinate policies and programmes: (i) to improve environmental hygiene and ensure food safety in the territory; and (ii) to safeguard and promote public health and to ensure that no one is prevented, through lack of means, from obtaining adequate medical treatment. 2. The Food and Heath Bureau is organised into two branches for the following responsibilities: Food and Environmental Hygiene matters z Policy matters relating to food safety, environmental hygiene, agriculture, fisheries, animal welfare and management. Health matters z Policy matters relating to medical and health services, including provision of hospital services, fees and charges of public medical and health services, health promotion and - 2 - prevention of communicable and non-communicable diseases, regulation, self-regulation and development of medical nursing, dentistry and allied health professional and regulation of drugs. z Policy matters relating to the development of primary health care services, long-term health care policies, regulation of medical technologies and research, development of Chinese medicine outpatient services, development of large-scale public health information systems, health policy research and anti-smoking and tobacco control policy.
