The perpetual influence of military overshadowed the civilian in one way or the other. To analyze civil- military nexus accurately, it is necessary to assess how both civil and military leaders handle policy discrepancies between them. The entire concept of the overall civil-military nexus is broadly based on the fact of how to assure civil control over the military. During Musharraf’s regime, various nonmilitary practices with the vested interest of the military as a priority encouraged the military greatly while the civilians were kept in the background. But in spite of such defiance towards the army, a sound political leadership could not be brought forward to stand against military power and to keep them confined to their barracks. The civilian power that has governed the country encompasses two families’ monopoly i.e. the Bhutto and Sharif. Key Words: Civilian, Military, Relations, Dictatorship, Politics, Terrorism, Pakistan. CADET-BHAVIK KASHINATH SURYAWANSHI 48 MAHARASHTRA BATTALION, DHULE Z.B.PATIL COLLEGE, DHULE • “THE KARGIL WAR-1999” THE KARGIL WAR The Kargil War was an armed conflict between India and Pakistan that took place between May and July 1999 in the Kargil district of Kashmir and elsewhere along the Line of Control(LOC). In India, the conflict is also referred to as Operation Vijay which was the name of the Indian operation to clear the Kargil sector. THE KARGIL WAR-1999 CAUSE OF THE KARGIL WAR The cause of the war was the infiltration of Pakistani soldiers and Kashmiri militants into positions on the Indian side of the LOC, which serves as the de facto border between the two states. LOCATION & BACKGROUND The town of Kargil is located 205 km (127 mi) from Srinagar, facing the Northern Areas across the LOC. Pakistani Lieutenant General Shahid Aziz, and then head of ISI analysis wing, has confirmed there were no mujahideen but only regular Pakistan Army soldiers who took part in the Kargil War. Afghanistan and transnational war: Interlocking security dilemmas and strategic challenges Nishank Motwani A thesis in fulfilment of the requirements for the degree of Doctor of Philosophy School of Humanities and Social Sciences UNSW Canberra November 2015 Abstract Following the overthrow of the Taliban regime in 2001, the United States and Afghan governments have sought, with little success, to resolve Afghanistan’s regional problems through a political framework intended to knit the region together. This thesis investigates the reasons why a regional solution to the conflict in Afghanistan has not gained traction. Traditional understandings of the security dilemma are conceptually refined, operationally expanded and thematically analysed. Conceptually, a distinction is drawn between genuine security dilemmas, involving benign actors, and strategic challenges, involving actors with malign intent. Operationally, bilateral formulations of the security dilemma are expanded to demonstrate the occurrence of multiple interlocking security dilemmas. Thematically, a case study method is used to explore these security conditions in terms of the structural, contextual and cognitive dynamics impeding regional cooperation. Three findings emerge. First, Afghan leaders and their backers have failed to address key structural impediments, such as competing notions of security and regional stability, rival strategic interests and opposing power ambitions. The Afghan Taliban’s absolute goals, Pakistan’s malign orientation, and Saudi Arabia’s anti-Iranian and Salafist ideology have proved most debilitating. Second, the metastases of Southwest Asia’s unresolved contextual reality tax an already rickety mechanism. The legacy of fraught historical relations, territorial disputes, state and non-state spoilers, armed conflict, and the effects of the Indian-Pakistani nuclear deterrent taints the politico-social environment, stymieing efforts to allay entrenched suspicions.
