    Delegation to Richmond City Council February 25, 2019 My name is Phil Dunham and I live in Steveston. Don Creamer and I are speaking on behalf of the Richmond Poverty Response Committee or PRC. We are here to ask City Council to approve the #All On Board transit campaign resolution tonight, which is to endorse the campaign and advocate to the Mayors’ Council and the BC government to implement the following improvements to the transit fare system: Free transit for 0-18 years Sliding scale fares for low-income individuals Changes to Translink fines program Free transit for children and youth will ‘raise-a-rider’ and develop enthusiastic transit users over time. Sliding scale fares will give disadvantaged residents access to public amenities that we all pay for. And changes to the transit fines programs can mean local non-profits won’t have to use grant funds to pay their clients’ fines. New Westminster, Port Moody and Vancouver have all approved resolutions in support of #AllOnBoard. The campaign is now pushing forward in Burnaby, North Vancouver, Port Coquitlam, Delta and White Rock. Richmond could be next! Now Don Creamer will speak on his experience with fines. The advent of horse-drawn omnibus services, followed by horse-drawn tramways in the mid-19th Century, then electric tramways and later motor buses, rail rapid transit and integrated transit networks, are foundational in societal mobility across Canada. Chronicling this history and sharing it with Canadians at a local and national scale was the goal of the Canadian Transit Heritage Foundation’s Canada 150 campaign, conducted in collaboration with the Canadian Urban Transit Association (CUTA). Public transit is inherently one of the most visible and publicly accessible forms of mobility and social engagement. It is a social enabler, connecting people to employment, education, recreation, health care and personal opportunity. Canada’s public transit systems carry over 2 billion trips annually. Canadian cities and communities have evolved and grown with a backbone of transportation systems, and the evolution of public transit has been critical in that history. CUTA has established a Hall of Fame, consisting of some 60 individuals – including transit system personnel, policy makers, elected or appointed officials and private citizens – who have made a sustained contribution to the Canadian transit industry. The Canadian Transit Heritage Foundation is the only national organization supporting and celebrating Canada’s transit heritage.

    The Big Move Baseline Monitoring Report September 2013 AN AGENCY OF THE GOVERNMENT OF ONTARIO Prepared for Metrolinx by The Big Move Baseline Monitoring Report Executive Summary Introduction The Big Move is the Greater Toronto and Hamilton’s (GTHA’s) multi-modal long-range regional transportation plan. Since 2008, this plan has been providing strategic direction for planning, designing and building a regional transportation network that enhances our quality of life, our environment, and our prosperity. To support this 25-year plan, it is important to regularly take stock of collective efforts to fulfill The Big Move, and to monitor its implementation. On May 27th, 2013 Metrolinx released an Investment Strategy recommending revenue sources to continue to pay for the major aspects of The Big Move. During that consultation, the public indicated that public accountability is a priority, confirming the importance of one of The Big Move’s goals of fairness and transparency. Understanding how the region is doing, and setting a baseline to measure continuous improvement is an important aspect of understanding the region’s progress in an efficient, accountable and transparent way. The Big Move Baseline Monitoring Report establishes a foundation for monitoring progress, using a set of Key Performance Indicators (KPIs) to measure achievement of The Big Move’s goals. Five years is a short time to complete the bold changes set out in The Big Move, but taking a regional scan and compiling the available data now helps, going forward, to define regional trends and catalogue individual initiatives that contribute to successfully achieving the goals, objectives and vision of The Big Move.
