SEE is very familiar to me, hence I prefer to replace the term “Western Bal- kans”, whenever appropriate, by using “South- east Europe” instead: “Western Balkans” was effectively coined at an EU-forum in 1999 and has come to be established. However, it blurs the geographic picture and stresses the term Balkans, which carries a somewhat derogato- ry connotation. I received many positive reac- tions: language is powerful; words reflect re- alities – but they also help to shape them. Let me therefore use “Southeast Europe” - and feel free to emulate this exercise! Of course, I can understand the scepticism con- cerning the current developments in SEE, as voiced in some EU capitals. Nevertheless, the EU cannot be complete without the integration of all the countries in Southeast Europe. My conviction is not derived from lofty principles or romantic dreams, and neither does it stem from Austria’s geographic vicinity and histor- ical links to the region.     REPORT ZAGREB MUSEUMS SUFFER HEAVY DAMAGES IN THE RECENT EARTHQUAKE THAT HIT THE CITY DURING THE COVID-19 PANDEMIC RESTRICTIONS When disasters strike, we are always reminded how emergency preparedness is a crucial procedure that every institution has to take care about. We are also reminded how vulnerable we are and how fragile our heritage is. Only a month ago the international conference on risk management held in Dubrovnik and organised by the Ministry of Culture within the Croatian EU presidency showed numerous threats, including those for museums, that have to be addressed by authorities and experts showed what should be done to reduce existing risks. However, when a real thing occurs, we can testify how poorly we are prepared. All the weaknesses became obvious and we can clearly see what the biggest challenges are and what a long-lasting neglect to invest in prevention can do. A strong 5.5 magnitude earthquake hit Zagreb at 6.24 on Sunday, March 22nd 2020. Luckily the streets of Croatia’s capital were empty and all institutions closed thus human casualties were avoided except a 15-year old girl who died from severe injuries caused by falling objects. Only a few seconds transformed the historic centre of Zagreb. Fallen facades and chimneys, damaged roofs, crashed vehicles that were parked on the streets were piling on a demolished property-lists. The town centre, which is home to many Croatian museums, was hit in the worst way. Buildings with poor construction could not resist the earthquake in spite that the magnitude was not the highest.

    THE CITY WITH A MILLION HEARTS ZAGREB A brief history of Zagreb Zagreb’s history dates back to the Roman times when the urban settlement of Andautonia, inhabited the location of modern Ščitarjevo. The name Zagreb first came into existence in 1904 with the founding of the Zagreb bishopric of Kaptol. In 1242, it became a free royal town and in 1851 it had its own Mayor, Janko Kamauf. In 1945, Zagreb was declared the capital of Croatia. Today's Zagreb has grown out of two medieval settlements that for centuries developed on neighbouring hills. The first written mention of the city dates from 1094, when a diocese was founded on Kaptol, while in 1242, neighbouring Gradec was proclaimed a free and royal city. Both the settlements were surrounded by high walls and towers, remains of which are still preserved. During the Turkish onslaughts on Europe, between the 14th and 18th centuries, Zagreb was an important border fortress. The Baroque reconstruction of the city in the 17th and 18th centuries changed the appearance of the city. The old wooden houses were demolished, opulent palaces, monasteries and churches were built. The many trade fairs, the revenues from landed estates and the offerings of the many craft workshops greatly contributed to the wealth of the city. Affluent aristocratic families, royal officials, church dignitaries and rich traders from the whole of Europe moved into the city. Schools and hospitals were opened, and the manners of European capitals were adopted. The city outgrew its medieval borders and spread to the lowlands. The first parks and country houses were built.
