History

The UTENA UAS originates itself from Utena Republic Medical School (later - Utena Medical School in Further Education) founded in 1954 and the Evening Department of Utena Branch of Vilnius Electromechanical Technical School founded in 1962. (later – Utena in Further Education). Those educational institutions have changed their names, profiles and statuses in the course of their development and became Utenos Kolegija (Utena College) on 1st September 2000. On the basis of the former schools the faculty of Business and Technologies and the faculty of Health Care and Social Care were established. In 2010 the College celebrated the 10th anniversary of its activity, but following the activity succession it counts the 57th year of its activity. In 2012 an external institutional assessment of the quality of the College activity took place which resulted in accreditation of the College for its further activity. Following the Law on the Amendment and Supplement of the Law on Higher Education and Research No X-769, issued 8th July 2006, the College graduates were started to be awarded with the professional bachelor’s qualification degree.

Utena University of Applied Sciences is a state higher education institution offering higher college studies directed towards practical activity, applied research and professional activities. Upon completion of the studies, the graduates are awarded professional bachelor’s qualification degree, diploma of Higher education and Diploma Supplement which is used in European Union and where information on the contents of the studies and results achieved is listed. Graduates of Utena University of Applied Sciences have the possibility to get a double diploma with higher education institutions in Great Britain and Bulgaria. Today the institution offers 19 study programs.. Study programs are well assessed by the national and international experts. Utena University of Applied Research is the only institution in Lithuania providing problem teaching/learning system. Theoretical knowledge and practical skills are transferred to the students by excellent professors, associated professors and professionals-practitioners. The studies are executed by demand of the labor market of Lithuania and

European countries. Our graduates integrate into the labor market and build their professional career successfully. 9 study programs are based on modular study system with problem - based learning approach. Utena University of Applied Sciences is awarded by the EUROPEAN QUALITY AWARD; it has extended ERASMUS UNIVERSITY CHARTER, partnership with national and European institutions of higher education in Latvia, Bulgaria, Greece, Norway and other countries. Students can participate in international mobility programmes, international projects. Utena University of Applied Sciences has excellent material resources, including the advanced conference and educational halls, a library, modern computer classes, the Career Centre, Distance Learning Centre. Students have good conditions for self-expression; they are actively involved in cultural and sports activities. Unique study programs, development of students’ international and intercultural competences, good facilities for studies, information and technological base make Utena University of Applied Research attractive to Lithuanian and international students.

The mission– to educate and train professionals of various areas possessing higher college education, meeting the demands of the regional, national and European labour markets and to create conditions for continuous education by educating person’s abilities to learn continuously and act under the conditions of knowledge society being formed. The vision– amodern anddynamic state institution of higher education, acknowledged nationally and internationally, promoting and cherishing the need for knowledge and creativity of the academic staff, based on high quality demands of all the areas of activity and innovation, developing partnership and actively involved in the life of Aukštaitija Region and Lithuania. The main aim is to educate and train professionals of various areas possessing higher college education and professional qualification and meeting the socio- economical needs of Utena Region and the whole Lithuania.

The Faculty of Business and Technologies is a structural part of the College the main purpose and competence of which is to organise the studies, carry out applied research and train the professionals possessing higher education and professional qualification in the study fields of Business Management, Law, Tourism and Leisure, Accounting, Agriculture Sciences, Engineering, Informatics Engineering, Polimer And Textile, Electronic And Electronic Engineering, Food Technology.

Welcoming Word by the Dean of the Faculty of Business and Technologies

The history of the faculty dates back to 1966 when an evening Polytechnic School was founded in Utena which has grown into Utena Technical School of Further Education. After the reorganisation of 2000, the founded Faculty of Business and Technologies is a modern faculty offering the most popular study programmes. The Faculty of Business and Technologies focuses strongly on the development of the study programmes, flexibly applies new teaching/learning methods, participates in scientific applied research, improves and strengthens teaching/learning resources and learning environment. The community of the faculty is an active member of a number of international associations - EURHODIP, SPACE, BMDA, EUROPEN and other international initiatives. The teachers of the Faculty educate and train their students for practical activity by developing their creative and critical thinking, professional and general skills. The students may apply their theoretical knowledge in practice and train their skills in College laboratorines. The Faculty students actively participate in the national contests, such as “Profas”, Stekas – Apskaita”, scientific- practical conferences and other events.

The Faculty graduates are highly valued by employers and easily find their place in the labour market. Rich intellectual and teaching/learning resources allow the Faculty of Business and Technologies playing an important role in the training of qualified professionals’ practitioners for Utena Region and the country.

The faculty of Health Care and Social Care of Utena College originates from Utena Medical School and counts the 57th year of its activity. The gained experience and awareness of the future developments enable the faculty to play a significant role in the training of competent professionals of health care and social care. Our study programmes are well assessed by national and international experts, while the qualifications of the graduates are appreciated by employers. The faculty values its teachers, professionals- practitioners and takes pride in students’ achievements. The faculty constantly updates its study and learning environment and recourses, it has established a modern Training Centre for the Professionals of Odontologic Care, closely cooperates with national and regional social care and health care institutions which host our students for their practice placements. Under the mobility action of Erasmus programme faculty teachers and students visit similar foreign institutions in Latvia, Estonia, Bulgaria, Norway and other countries.

The projects implemented within the faculty play a significant role in the solution of social and wellness problems in the region and the country. The faculty of Health Care and Social Care of Utena College is actively involved in the activity of a number of associations and organisations: Lithuanian Association of Social Workers, Lithuanian Association of Social Pedagogues, Lithuanian Rehabilitation Association, Lithuanian Organisation of Health Care Professionals, Lithuanian Dental Chamber and develops social partnership with other institutions of higher education.

INFORMATION ON LITHUANIAN HIGHER EDUCATION SYSTEM

Higher Education System

Higher education can only be acquired in higher education institutions. Studies at higher education institutions in Lithuania can be of two types: college and university studies. A Lithuanian diploma is recognized in all countries which have signed the Lisbon Convention. There are three modes of studies: full time, part-time and evening studines.

Higher Education Institutions

There are two types of higher education institutions in Lithuania: universities and colleges. Studies are conducted according to the study programmes registered by the Ministry of Education and Science. The quality of study programmes as well as educational and scientific activities of higher education institutions are periodically assessed by the Centre for Quality Assessment in Higher Education.

At college there are undergraduate studies, first cycle, focused on practical activities and aimed at acquiring a professional bachelor’s degree and/or a professional qualification, testified by the professional bachelor diploma or higher education diploma. The duration of studies is 3-4 years. University studies are organised in three cycles: first cycle – under-graduate (Bachelor), second cycle – graduate (Master’s

or specialized professional) and third cycle – postgraduate (doctoral, residency or postgraduate art). Integrated studies are aimed at acquiring qualification of the second cycle, when studies of the first and second cycles are combined in succession.

Academic calendar

The academic year is divided into two semesters: autumn (beginning in September) and spring (beginning in February). Each semester usually covers 20 weeks. The last 4 weeks are allotted to examination sessions.

Admission procedure

Admission to all Lithuanian institutions of higher education is subject to competition. In order to enter the first cycle university studies, a Maturity Certificate (school leaving certificate) or comparable qualification is required. Applicants should take the following steps:  apply to the Centre for Quality Assessment in Higher Education (CQAHE) for an assessment;  and academic recognition of education acquired abroad;  make an application to the chosen institution of higher education;  pass a Lithuanian language test (if the chosen course is taught in the Lithuanian language);  pass entrance examinations (if any);  submit documents in time to the chosen institution of higher education.

Foreign citizens planning to study in Utena UAS are advised to start the application procedure as early as possible due to the fact that document recognition and subject equivalence identification procedure may take up to one month and sometimes longer. Forms of assessment and grading system

Studies of every subject (module) are completed with an exam or an assessment of student’s independent work (project). The most common form of assessment in the College is an exam or project, depending on the results of the study programme. Studies achievements in all study subjects are assessed on the principle of cumulative score whose composition is calculated according to proportions set in the description of the subject. The examination session takes place according to the schedule coordinated with the dean and approved by the head of the Department of Studies. There must be at least a 2-day interval between exams.

The Commission assesses the level of achievement of the results of the study programme, and awards a student who

Students at Utena UAS are evaluated on a ten point scale, although actually on a seven point scale, because examinations with 1, 2, 3, 4 points received are considered failing and must be retaken.

Every course in a subject should be assessed by one of three means: examination, graded credit test or credit test (pass/fail).

Either of the three can be oral or in writing. An examination is evaluated by a mark. A graded credit test is similar to an examination, only less time is allowed for preparation, and scope of the material covered is usually much narrower than in an examination. As for credit test, they are either pass or fail, and even less time is given for preparation. Only in exceptional cases students may choose the means of assessment. Usually it is unequivocally determined by the curriculum.

ECTS CREDITS

The European Credit Transfer and Accumulation System (ECTS) is the only credit system which has been successfully tested and used across Europe. It is a student-centred system based on the student workload required to achieve the objectives of a programme, objectives preferably specified in terms of the learning outcomes and competences to be acquired. ECTS is based on the principle that 60 credits measure the workload of a full-time student during one academic year. The student workload of a full-time study programme in Europe amounts in most cases to around 1500-1800 hours per year and in those cases one credit stands for around 25 to 30 working hours. Credits in ECTS can only be obtained after successful completion of the work required and appropriate assessment of the learning outcomes achieved. Learning outcomes are sets of competences, expressing what the student will know, under- stand or be able to do after completion of a process of learning, long or short.

Student workload in ECTS consists of the time required to complete all planned learning activities such as attending lectures, seminars, independent and private study, preparation of projects and examinations. Credits are allocated to all educational components of a study programme (such as modules, courses, placements, etc.) and reflect the quantity of work. Each component requires to achieve its specific objectives or learning outcomes in relation to the total quantity of work necessary to complete a full year of study success-fully. The performance of the student is documented by a local/national grade. The ECTS grading scale ranks the students on a statistical basis. Therefore, statistical data on student performance is a prerequisite for applying the ECTS grading system. At Utena UAS each training programme takes three years of studies (full time studies) and four years of studies (part time studies). Each year has a workload of 60 ECTS credits. Consequently, the whole curriculum (three years) amounts to 180 ECTS credits. One ECTS credit is the equivalent of 60 study hours of the student.

OVERVIEW OF THE ACADEMIC YEAR

Start of school year is usually September 1st. The School year is divided into two semesters: Spring and Fall. Usually one semester takes 16 weeks. Usually the duration of the studies varies little and depends on the length of each curriculum. No courses during two-week holiday period around Christmas and New Year are given. All studines are student- centred.

DEPARTMENT OF STUDIES

The Department deals with the issues concerning the organisation of the study process, is involved in the formation of the database on the studies and students, organises and executes admission of entrants to Utena College.

DEPARTMENT OF STRATEGIC DEVELOPMENT

The Department coordinates the development and implementation of the projects under the EU Structural and other funds, execution of applied scientific research at the College, and non-formal adult education.

THE CENTRE OF CAREER

The Centre informs school-leavers about study fields and programmes offered by the College, consult students on the strategy and tactics of job search, provides methodological consultations on employment and practice placement, organises practice placement of the College students.

THE LIBRARY

The library (56 J. Basanavičiaus Str.) is an integral part of the College which provides free information services for the members of the College community. The library of Utena College consists of a general reading room with 36 workplaces,

an Internet reading room with 20 computerized workplaces, a reading room of periodicals with 20 workplaces, a foreign languages reading room where there are 5 computerized workplaces. 20 students share one computer. The funds of the library satisfy lecturers and students’ professional-information needs. In the funds there are paper documents: textbooks, periodicals; audio and video records, CD-ROMs, the database of subscribed EBSC full-text periodicals, the database of subscribed LITLEX legal acts and UAB „Pačiolis“ digests which are renewed on a regular basis. Existing funds are constantly reviewed and the need for required literature is estimated. Access to electronic databases. Since 2004 the library has been subscribing to EBSCO global database. According to the license agreement the number of users is not limited as well as the number of users linked at the same time. For the readers of the library information offered by EBSCO Publishing is accessible anywhere where there is an Internet access. Full-text database are most frequently used, such as: Academic Search Premier, Business Source, BusinessWire News, MEDLINE, Health Source, ERIC and others. The library also subscribes to LITLEX legal acts search system

The books and serial publications of the library are included into the library Aleph catalogue of Lithuanian colleges (https://aleph.library.lt ), which helps readers to readily find necessary literature. Literature in the library funds is found for readers by the library staff

ADMISSION PROCEDURE FOR EXCHANGE STUDENTS

Foreign Exchange Student application form (application form has to be completed electronically and sent per e-mail and per regular post to Utena UAS - handwritten applications are not

acceptable and has to be sent before the deadline by the Erasmus Coordinator of home university.)

For every student it is mandatory to mention the following data: family and first name; sex; valid e-mail address; exchange period (winter/spring semester) and number of months.

Deadline: 30 June (fall semester or full academic year); 10 December (spring semester).

Learning Agreement ( LA is required during the application process. However, please remember that timetables are not finalized until the beginning of the new semester. Just after your arrival some changes may be Introduced to the LA.)

A social worker operates in an institution, thus the ability to organize the activity, the structure of the institution is very important for the opportunity to develop and change it. During

the course of this module, students will learn to prepare the social care process documentations, social programmes and projects. The main aim of the social work at institution is to organize and provide support for people, that is why the institutional psychology, team work and social worker assistant and voluntary activity management knowledge and skills in the communication process with clients and colleagues is significant.

Module The elderly people are the fastest growing part of the annotation (not residents in the entire world. Students will be familiarized with the environment of the social care providing institutions and social partners communication, will identify the social worker and other related specialist activity directions and professional competences boundaries. During the Social Work studies programme training practice students will be able to select appropriate activity methods and social service in the particular situation case under the supervision of the institution practical work co-coordinator. This module is aimed at the analysis of the social work with the most problematical client groups which cannot or are not able to look after themselves due to different reasons, suffer from discrimination, they need various forms of state care and support. It is a social work with the risk group individuals, low income, immigrants and etc. Since Lithuania has joined the EU and also due to some certain economical, public changes, the social work in communities area has become more evident, the groups in need of social care have grown wider and varied thusthe social care process requires advanced knowledge and skills from the support providing people. The subjects of this module have a common aim to form an individual attitude towards the work in a community, providing students with the knowledge of the work in community methods, developing the knowledge and skills of the group-work. The subject topics of the social work practice work in a foreign country are integrated into the Social Politics and Economics subject, develop students attitude towards the work in communities, opportunities, encourage them to aim for implementation of the human welfare required means. ABOUT LITHUANIA

Lithuania is a new and active member of the European Union (since May 1, 2004) and the North Atlantic Treaty Organization (since March 29, 2004). It is the only Baltic country with a tradition of nearly eight hundred years of statehood. Its name was first mentioned almost one thousand years ago, in 1009. Wedged on the dividing line between Western and Eastern civilizations, Lithuania battled dramatically for its independence and survival. Once in the Middle Ages, Lithuania was the largest state in the entire Eastern Europe, crafts and overseas trade prospered.

In 1579, Vilnius University, an important scientific and education a centre on a European level, was founded. In the 16th century, Lithuania adopted its First, Second and Third Statutes. The Statutes not only were the backbone of the legislative system of the country, they also had a major impact on the legislation of other European states of the time. Despite losing its independence, Lithuania managed to retain its Third Statute in effect for as long as 250 years, and it was instrumental in the preservation of the national and civic self- awareness of the public. The Constitution of Lithuania-Poland, together with the French Constitution, both adopted in 1791, were the first constitutions in Europe.

Vilnius has always been a multinational, multilingual, and multicultural European city. Trying to position itself as an informal political leader of the Baltic countries, it shares its experience in democratic development with other countries of the post-Soviet bloc, and takes an active part in the EU renewal process.

The State of Lithuania. Independent and democratic republic. The powers of the State are exercised by the Seimas (the Parliament), the President of the Republic, the Government, and the Judiciary. The scope of their powers is defined by the Constitution. National Emblem. As of march, the National Emblem has been a white Vytis (a mounted armed knight with a raised sword) against a red background.

National Flag. The colours of the State Flag are yellow, green, and red. The tricolour's stripes are horizontal.

Administrative Regions. The country is divided into 10 counties, spanning the country's 60 administrative districts and towns.

Total area: 65,300 sq. km. Nearly one third of the country is covered by forests, and 4.5% by inland waters. There are over 2,800 lakes larger than 0.5 hectares in size, and 18 rivers longer than 100 kilometres in.

Climate: Maritime/continental. Average temperature in July is +17°C, in January -4.9°C. However, temperatures can soar up to +30°C in summer, and drop to -32°C in winter. Summers are pleasantly mild, whereas not every winter offers an abundance of snow.

Local Time: Lithuania lies in the Central European Time zone (GMT +2 hours, or the same as, for instance, Helsinki, Riga, and Tallinn).

Population: 3.37 million.

Capital: Vilnius. The city was officially founded in 1323. But a fortified castle at the confluence of the rivers Neris and Vilnia was built earlier. The Old Town of Vilnius is one of the largest (360 ha) and prettiest in East and Central Europe and is included on the UNESCO World Heritage List. The city boasts excellent public transport with trolleybus, bus and minibus routes; plenty of taxis are available.

Ethnic Composition: Lithuanians 83.5%, Polish 6.7%, Russians 6.3%, Belarusians 1.2%, others 2.3%. Lithuania is home to as many as 115 ethnic groups.

Religion: Predominantly Roman Catholic (approximately 80% of the total population). Other confessions include Orthodox, Old Believers, Lutheran, Reformed, Judaist, Sunni, Karaite and other communities.

Language: the state language is Lithuanian. All correspondence and official communication is conducted in Lithuanian. National Currency and Payments: The National currency is the Lithuanian Litas (LTL). It is pegged to the Euro at an exchange rate of EUR 1 = LTL 3.4528. Cash payments will be accepted only in the Litas; however many shopping centres and other service outlets take credit cards.

UTENA - THE LAND OF LAKES

The City of Utena

The current coat of arms of Utena was approved by decree of the President of the Republic of Lithuania on 26 September 1996. Utena (pop. 33.1 thousand), the present capital of the Aukštaitija ethnographic region, was first mentioned in written sources in 1261. In 1599 the town was granted a trade privilege. Destroyed during the Nordic War, Utena started reviving in the 19th century when the Kaunas-Daugavpils highway and, somewhat later, a branch of the Panevėžys- Švenčionys narrow gauge railway were built.

Utena started developing at a rapid pace after Lithuania became an independent state in 1918. In several years, 400 houses were constructed and around 30 km of streets were

built. A market place housed 34 shops and 3 mills were in operation. The oldest building of Utena that survived till the present is the Post-office Station in the Classicist style (1835). The Russian tsar Nicholas I with his son Alexander, the Russian painter Ilya Repin, the famous French writer Honore de Balzac visited the station and exchanged their horses here. Presently, the building of the Post-office houses Art School and Picture Gallery. Utena boasts the nice Ascension Church of the 19th century in Neo-Baroque style, whose interior is decorated with valuable works of the Italian school painters and local masters. Utena region had plenty of folk artists who would sculpture the crucifix. The Utena Local Lore Museum stores a rich collection of wood carvers’ works, which has been collected since 1929. The oldest sculptures made by cross makers date back to the 17th-19th centuries.

Utena is crossed by the rivulets of Utenėlė, Krašuona, Vieša and Rašė, and adorned with two of the District’s 186 lakes, the tranquil Dauniškis and Vyžuonaitis. The Kloviniai Pond and the Hill of Wedding, where folk artists put up sculptures representing scenes from the old Lithuanian wedding ceremonies, attract crowds of holidaymakers. Utena

County boasts Lithuania’s oldest Aukštaitija National Park rich in lakes, forests and ethnographic villages. The Aukštaitija Culinary Heritage is a member of the European Culinary Heritage. Utena is also famous for its tasty beer

General living cots – It should be possible to live in Utena on a monthly allowance of 700 Lt (203 Euro). This sum includes the price of room, but not the price of clothes or travel expenses. Most of the shopping centres you can use a credit cards such as Visa, MasterCard. However, the usage of the credit cards in come situations is limited thus you have to be prepared to have some cash. Accommodation – We offer you accommodation at the student’s hostel. A large choice of students rooms is available in the town. Many students rent apartments in private flats or houses at reasonable price. The price of room depends on its size, the quality of its furniture and number of facilities (private shower or bathroom, kitchen, etc.). The room differ from what one can find in European countries, but they are clean and safe. The owner of a room or apartment will ask a student to pay at the end of the moth. The student and the owner can also decide between themselves on the day of payment. Students

usually pay rent of a room at or home certain day that will be told to a student upon arrival. Meals – On each campus of our university, salads and/or warm meals obtained at very reasonable price. Drinks and between-meals, snacks are obtained at college cafeterias. In the immediate neighbourhood of each campus, there are a number of snacks bars, cafes and simple restaurants where can be obtained.

The Monetary System

The official currency of Lithuania is the litas (LTL). One litas is made up of 100 cents (ct). LTL 1 = ct. 100. There are six denominations of banknotes: 10, 20, 50, 100, 200, 500. The litas is linked to the euro at a rate of LTL 3.4528 to EUR 1. Debit and credit cards can be used for settling transactions at many points of sale and services. Accommodation The price of a room in a hostel is about LTL 200 a month and you should contact the International Relations Department of in order to enquire about accommodation.

The Mobile Telephone Network

There are three main mobile telephone network providers, Omnitel, Bitė GSM and Tele2, in Lithuania, which ensure a perfect network not only in Lithuania but also in many other countries around the world. Air transport. The country has three international passenger airports, in Vilnius (www.vilnius-airport.lt), Kaunas (www.kaunasair.lt), and Palanga (www.palanga-airport.lt).

Water transport. Ferries connect Klaipėda, the biggest Lithuanian seaport, to ports in Sweden, Denmark, Germany and Poland, by six different routes (www.lisco.lt, www.scandlines.lt), and internally, ferries connect Klaipėda to the Curonian Spit (Smiltynė; www.keltas.lt).

Public transport. The following means of transport can be used in Lithuanian cities: buses, trolleybuses (in the larger cities), minibuses, taxis. Students who have student card are eligible for a discount of 50% to 80% on public transport.
