Hanley – Stoke – Uttoxeter - 0705 - 1812 Every 2 Hours Derby PROPOSED REDEVELOPMENT OF HOUSEHOLD WASTE RECYCLING CENTRE & COMMERCIAL UNIT, PENNYCROFT LANE, UTTOXETER TRANSPORT STATEMENT OCTOBER 2013 OUR REF: 20820 Mewies Engineering Consultants Ltd (M-EC) has been commissioned by East Staffordshire Borough Council to produce a Transport Statement for the proposed redevelopment of a household waste recycling centre & commercial unit at Pennycroft Lane, Uttoxeter, Staffordshire, into a residential development comprising 49 dwellings. A site location plan and indicative site layout plan are appended to this document. This Transport Statement has been produced predominantly to provide an assessment of the number of vehicular trips generated by the existing site use in comparison with those from the proposed residential development. Sustainability, including local services/amenities and public transport facilities is also explored. Existing Site The site location is shown on the image below; The recycling centre/commercial unit is located approximately 0.5km to the north of the centre of Uttoxeter with access taken from Pennycroft Lane which also provides access to a parking court/garages for the flats along Park Street with an industrial unit situated immediately adjacent to the west site boundary. Report Ref. JW/20820 Page 1 Transport Statement – Pennycroft Lane, Uttoxeter Sustainability Existing Public Transport Facilities The site is well served by existing bus services with numbers 4 and 841 serving stops along High Street/Cheadle Road approximately 250m walking distance from the site. Additional services are also available from Uttoxeter Bus Station, providing links to major destinations such as Burton, Derby, Stoke and Stafford, situated approximately 650m walking distance from the site boundary. Details of services operating within the vicinity of the site are presented in Table 1 below and full timetables are appended to this document. Services from this station provide hourly links to destinations including Stoke, Crewe which can be reached within 30 minutes and also Derby which is approximately a 50 minute journey. Amenities within the centre of Uttoxeter are located approximately 550 metres walking distance south of the residential site and can be accessed from a pedestrian link from the site onto Pennycroft Lane and existing footways along Park Street and High Street. St Mary’s First School is situated 0.5km west of the site on Heath Road which can be accessed via Park Street, Cheadle Road and Heath Road. Thomas Alleynes High School is located 0.3km south of the proposed development on Dove Bank which is accessible from existing footways along Park Street, High Street, Bradley Street, Back Lane and Dove Bank. Overall, the site is well situated with regards to pedestrian accessibility to local amenities and also public transport services and therefore it is considered that the opportunity exists to reduce the number of single occupancy vehicle trips generated by the proposed residential development. Trip Generation Existing Land Use – Household Waste Recycling Centre & Commercial Unit In order to record the number of trips generated by the existing land use and Automatic Traffic Counter (ATC) was placed over the access to the recycling centre and commercial unit for a period of 7 days from Tuesday 01st October. The highest number of inbound and outbound trips recorded for the AM and PM peak periods, over the survey period are presented in Table 2, along with a daily total. JW/20820 Page 2 Transport Statement – Pennycroft Lane, Uttoxeter Table 2: Trip Generation Figures for Existing Recycling Centre AM Peak PM Peak Land Use (08.00 – 09.00) (17.00 – 18.00) Daily Total Arrivals Departures Arrivals Departures Recycling 25 trips 11 trips 10 trips 23 trips Centre 365 Total 36 trips 33 trips Despite the ATC results showing that the site as a whole generates the highest number of trips on a Sunday and between the 10.00 and 16.00 during weekdays, the figures presented in Table 2 above show that, a significant number of trips are still generated during the AM and PM peak periods. It should also be noted that the recycling centre is closed every Wednesday and Thursday, however the ATC data shows trips in the region of 30 for the AM peak period and 15 in the PM peak continue to be generated from the commercial unit during this period. Proposed Residential Development – 49 Dwellings In order to predict the number of trips generated by the proposed residential development, TRICS trip rates previously agreed with Staffordshire County Council (SCC) to support a planning application for a residential development on land adjacent to the eastern site boundary off Dove Way have been used and applied to the proposed development quantum. The derived trip rates for the AM and PM peak periods, along with a daily total, are presented below in Table 3. It should also be noted that the proposed residential development will result in the elimination of the need for large vehicles and HGV’s to enter the site via Pennycroft Lane as per the existing land use. Conclusions This Transport Statement has considered the redevelopment of a household recycling centre and commercial unit into a proposed residential development comprising of 49 units at Pennycroft Road, Uttoxeter. In short it is considered that the points to note are as follows: • The site is located within the vicinity of regular bus service and train services providing links to local amenities along with potential employment destinations in major towns and cities surrounding Uttoxeter. JW/20820 Page 3 Transport Statement – Pennycroft Lane, Uttoxeter • The trip analysis undertaken shows that the proposed residential development will generate approximately 8 and 3 fewer trips during the AM and PM peak periods respectively than the existing land use along with an overall reduction of approximately 90 trips through a representative 24 hour period. • It is therefore shown that the proposed development will represent a reduction in overall traffic generated by the site, and along with removing the need for HGV’s to access the site it is considered that the proposed redevelopment would provide betterment over existing conditions. Based on the information provided above and attached, there are no highways or transportation reasons why a proposed development of 49 dwellings off Pennycroft Lane should not be granted planning permission should an application be submitted that includes all of the information detailed within this statement.     Northern Premier League 2020/21 By John Aitken Northern Premier League 2020/21 The National League System have come into effect over the last 40 years but it started with the formation of the Alliance Premier League in 1978/79 season the Northern Premier League, Isthmian Football League and the Southern Football League where the top divisions in the Non-League. The Alliance League later became todays National League and lowered down one level and these became a feeder to the above league. The Northern Premier League was formed in 1968 from teams from the Cheshire County League, Lancashire Combination League, Midland Football League, North Regional League and West Midlands (Regional) League and today it takes promoted teams from Northern League, North East Counties, North West Counties League, Midland Football League and United Counties Football League which are its five feeder leagues to this day. Eleven of the originals either went on to be or were football League members. These leagues were dropped one more level down when North and South Divisions of the Conference were formed in 2004 and the League System started placing leagues to feed these leagues with some other minor leagues feeding two or more off them. From the 2018/19 season the North and South Divisions were changed to Division One East and West with some clubs moving to the new Southern Football League Central & West Premier and Southern Football league Division One North & Central Division from the NPL to save on traveling costs and eight clubs promoted from Step 5 to the Northern Premier Division One Leagues.
