Tribute to Hon. W E Teare MHK and thanks for parliamentary service The President: William Edward Teare – and it sounds a bit like I am about to pass a sentence (Laughter) – better known as Eddie, came here having had almost a full working lifetime in banking. He came here in 2004, at a by-election in Ayre, in succession to Edgar Quine, and despite the initial disadvantage of sitting next to me and next to David Cannan on the back bench, went on, despite early attempts at indoctrination, to greater things. I think it was in DHSS, when I was Minister, you joined and it was your first Government post, in charge of Social Security – and, my word, your financial acumen became very apparent then. You went on to fight successfully elections in 2006 and 2011, serving during all your time here variously as DHSS Minister until 2010, as Education Minister from then until 2011, and of course since then as Treasury Minister. You were also Chairman of the MEA at a very critical time, when you put in, unpaid, very long hours and helped turn that body around. You have been known, I think, as a prodigious worker of long hours, and Steady Eddie has been your nickname, but certainly within the business community you have earned terrific respect, as you have done internationally in the way you have presented the Isle of Man, not least to finance ministers at very important gatherings. You have also, sadly, paid somewhat of a price for being in public life, with Irene your wife, with the appalling anonymous threats that were made. Justice at least has been done on that score, but we must always remember, Hon. Members, all of us are subject too often to anonymous comment and misplaced comment 24/7 by the modern phenomenon that is social media. Freedom of speech is a very special privilege and is not something that should be abused in a way that makes people suffer, particularly personally, and those of us who venture into public life and politics would make a plea for greater understanding by those who would resort to anonymous comment, and particularly when it leads to distressing threats. So, Eddie, as you leave for retirement with Irene, our best wishes and thanks for all you have done. [Members applauded] Tynwald 21/07/2016 .

DIRECTOR Dr Carmel McLaughlin Communications Commission Oaseirys Çhellinsh Director Dr Carmel McLaughlin Response to Ofcom’s Second Public Service Broadcasting Review Phase Two: Preparing for the digital future 4 December 2008 1. Executive Summary The Communications Commission welcomes this opportunity to respond to Ofcom’s Second Public Service Broadcasting Review. The review contained the proposal to merge Border and Tyne Tees news but with separate 15-minute sequences in the main weekday programme for viewers in the Border and Tyne Tees areas and separate late-evening bulletins which would directly affect the Isle of Man (Section 7 and Annex 1 of Ofcom’s review). Following publication of Ofcom’s review, the Commission conducted a public consultation inviting views on proposals to change ITV’s regional news coverage. The issue was reported and debated on the radio, internet and in the Island’s newspapers. In total we received 120 responses from Members of Tynwald, Government Departments, Statutory Boards, Parish Commissioners, Women’s Institutes, Manx Radio and other organisations and individuals from across the Island. The Commission thanks everyone who took time to respond to the consultation and for their considered responses. This submission summarises the responses to the consultation. The Commission, Tynwald and the great majority of respondents to our consultation are of the opinion that viewers and the Island would be better served by the Island’s transmitters switching to ITV Granada rather than being part of the Border/Tyne Tees proposal. The Isle of Man while not part of UK has cultural, economic and social links with the North West of England rather than Border and the North East of England.

T y n w a l d H o n o u r s C o m m it t e e Second Report 2004/2005 SECOND REPORT OF THE TYNWALD HONOURS COMMITTEE 2004/2005 At the sitting of Tynwald Court on 16* December 1998 it was resolved that - (1) Nominations for inclusion in the Manx Patriots' Roll of Honour be vetted by a Committee of seven Members appointed by Tynwald (to be called the Tynwald Honours Committee) and that the Members of that Committee should be - (a) The President of Tynwald ex officio; (b) The Speaker of the House of Keys ex officio; and (c) Five other Members of Tynwald, elected by Tynwald. (2) The Tynwald Honours Committee should be required to report to Tynwald at least once during the life of each House of Keys but not necessarily to make a recommendation; (3) Any recommendation made by the Tynwald Honours Committee should be subject to the approval of a majority of the whole of Tynwald sitting in public and voting as one body. (4) (a) The Manx Patriots' Roll of Honour be maintained in a prominent position in the public part of the Precincts of Tynwald; (b) A plaque should be placed in a prominent position at a site in the Island appropriate to the person concerned; (c) The Committee should be responsible for the erection and ongoing maintenance of the Manx Patriots' Roll of Honour and plaques; and (d) Where appropriate the Tynwald Honours Committee should consider presenting a suitable memento to the family of the person concerned.

NEWSLETTER Autumn 2014 Editor – Douglas Barr-Hamilton London Manx meet in Ramsey London Manx Society got Homecoming Week off to a good start on 2nd July by organising a cooish at Harbour Lights' Ramsey restaurant which opened specially so its Island members, most now retired to the Island, could have a reunion of their own to which they could invite members of kindred societies and the World Manx Association assembled for the celebration. Sadly neither of its Ramsey residents could attend: Clare Crellin was in Spain and Mike Devereau, would you believe, had to be in London. From the other side of the world, however, came Australia's Lynn Cupitt. The United States was represented by Margaret Martinson and her cousin both from Chicago. The London Society's President and Secretary were both able to come: Alastair Kneale and Douglas Barr-Hamilton being on the Island for a few days. And the Island was represented in force by David and Mavis Bell who moved to Peel from Hertfordshire only a couple of weeks ago, Terence and Chrissie Brack, Clare and Carole Christian, Mona Fargher, Pauline Jackman (nee Cowley), Ella Slack and all their guests. Twenty-three people in all enjoyed dinners, individually booked and ordered to ensure easy organisation and Harbour Lights' manager and staff made certain everything went with a swing. There was much reminiscing, of course: Carole reminded the London officers how she had appreciated a visit from Maisie Sell through its Almoner Service when she had been in a London hospital; many recalled past cooish, mhelliah and sundry outings; all reflected on happy times on the Island while renewing old acquaintances and establishing new ones along with the inevitable revelation of family roots.
