DIRECTOR Dr Carmel McLaughlin Communications Commission Oaseirys Çhellinsh Director Dr Carmel McLaughlin Response to Ofcom’s Second Public Service Broadcasting Review Phase Two: Preparing for the digital future 4 December 2008 1. Executive Summary The Communications Commission welcomes this opportunity to respond to Ofcom’s Second Public Service Broadcasting Review. The review contained the proposal to merge Border and Tyne Tees news but with separate 15-minute sequences in the main weekday programme for viewers in the Border and Tyne Tees areas and separate late-evening bulletins which would directly affect the Isle of Man (Section 7 and Annex 1 of Ofcom’s review). Following publication of Ofcom’s review, the Commission conducted a public consultation inviting views on proposals to change ITV’s regional news coverage. The issue was reported and debated on the radio, internet and in the Island’s newspapers. In total we received 120 responses from Members of Tynwald, Government Departments, Statutory Boards, Parish Commissioners, Women’s Institutes, Manx Radio and other organisations and individuals from across the Island. The Commission thanks everyone who took time to respond to the consultation and for their considered responses. This submission summarises the responses to the consultation. The Commission, Tynwald and the great majority of respondents to our consultation are of the opinion that viewers and the Island would be better served by the Island’s transmitters switching to ITV Granada rather than being part of the Border/Tyne Tees proposal. The Isle of Man while not part of UK has cultural, economic and social links with the North West of England rather than Border and the North East of England. -

The Committee's remit was extended by resolution of Tynwald sitting in June 2003 to include an investigation of the announcement by Isle of Man Post of its intention to relocate the Ballasalla Post Office, and produce findings in a joint report. The powers, privileges and immunities relating to the work of a committee of Tynwald are those conferred by sections 3 and 4 of the Tynwald Proceedings Act 1876, sections 1 to 4 of the Privileges of Tynwald (Publications) Act 1973 and sections 2 to 4 of the Tynwald Proceedings Act 1984. Manx Heritage Foundation Oral History Project Mr Clifford Irving talking with Mr David C Doyle 1997 Mr Doyle: Mr Irving, you were born in Peel on the 24th day of May 1914 and today we are going to try and cover the years 1914-1926 but before we get to the birth could you tell us something about your parents, please? Mr Irving: Yes, like many other young people at that period my father Willie Irving, as he was known in Peel, emigrated to South Africa with his friend George Moore, later of the Raggatt, near Peel, and Member of the Keys for Peel. My mother, a Miss Cottier, joined my father in South Africa where they were married near Kimberley. In fact I was conceived in South Africa. My parents returned to Peel where I was born in my grandfather’s house. My grandfather was Edward Cottier, the draper, and during all my life in Peel I always lived with my grandparents. My parents lived nearby and I probably spent as much time in their house as with my grandparents. It was a very happy situation and especially after my mother died when I was six years old my grandparents were still very anxious that I should stay and live in their house. I had a brother, Frank, who unfortunately died in the past few years. So, between my grandparents and my parents it was a very happy situation. We all got on very well indeed. Mr Doyle: Can you recall your earliest memories of being brought up in Peel, in the west of the Island? Mr Irving: Oh dear, oh dear. -

And he drew attention to the number of university degrees, professional qualifications there were in that House of Keys by comparison with err ... with today. But of course, many of the things like exempt companies, exempt insurance companies and what have you, that was all before. -

T y n w a l d H o n o u r s C o m m it t e e Second Report 2004/2005 SECOND REPORT OF THE TYNWALD HONOURS COMMITTEE 2004/2005 At the sitting of Tynwald Court on 16* December 1998 it was resolved that - (1) Nominations for inclusion in the Manx Patriots' Roll of Honour be vetted by a Committee of seven Members appointed by Tynwald (to be called the Tynwald Honours Committee) and that the Members of that Committee should be - (a) The President of Tynwald ex officio; (b) The Speaker of the House of Keys ex officio; and (c) Five other Members of Tynwald, elected by Tynwald. (2) The Tynwald Honours Committee should be required to report to Tynwald at least once during the life of each House of Keys but not necessarily to make a recommendation; (3) Any recommendation made by the Tynwald Honours Committee should be subject to the approval of a majority of the whole of Tynwald sitting in public and voting as one body. (4) (a) The Manx Patriots' Roll of Honour be maintained in a prominent position in the public part of the Precincts of Tynwald; (b) A plaque should be placed in a prominent position at a site in the Island appropriate to the person concerned; (c) The Committee should be responsible for the erection and ongoing maintenance of the Manx Patriots' Roll of Honour and plaques; and (d) Where appropriate the Tynwald Honours Committee should consider presenting a suitable memento to the family of the person concerned. -
