Goldzwig 8 I do not believe that any of the Presidents who have been involved with Viet- nam, Presidents Truman, Eisenhower, Kennedy, Johnson, or President Nixon, foresaw or desired that the United States would become involved in a large scale war in Asia. But the fact remains that a steady progression of small decisions and actions over a period of 20 years had forestalled a clear-cut decision by the President or by the President and Congress—decision as to whether the defense of South Vietnam and involvement in a great war were necessary to the security and best interest of the United States. —Senator John Sherman Cooper (R-KY), Congressional Record, 1970 n his 1987 doctoral thesis, General David Petraeus wrote of Vietnam: “We do not take the time to understand the nature of the society in which we are f ght- Iing, the government we are supporting, or the enemy we are f ghting.”1 After World War II, when the United States chose Vietnam as an area for nation building as part of its Cold War strategy, little was known about that exotic land. -

And nothing I read in Kai Bird's new biography of the Bundy brothers, The Color of Truth: McGeorge Bundy and William Bundy-Brothers in Arms , changes my opinion. Weaving a rich history of government documents-some recently declassified, some still classified-with interviews and a fresh look at available sources, Bird delivers the definitive assessment of two Cold Warriors. Neither Bundy topped the antiwar movement's enemies list. Those lofty perches were reserved for Lyndon Johnson, Richard Nixon, Robert McNamara, Henry Kissinger and William Westmoreland. Yet Mac Bundy, as Bird reminds us, "was a prime architect of the Vietnam War." And over their careers as intellectual bureaucrats, the moral compass of each Bundy was revealed to lack key points, especially when it came to using weapons of mass destruction in Asia. "Ultimately," Bird writes, "the Bundys were policy intellectuals shackled by Cold War shibboleths which they could not quite bear to break." David Dellinger, the pacifist leader of the antiwar movement, knew Mac Bundy in 1937, when they were classmates at Yale. -

Guilmartin __________________ Professor William R. Childs Advisor Department of History ABSTRACT The atomic bomb created a new military dynamic for the world in 1945. The bomb, if used properly, could replace the artillery fires and air-delivered bombs used to defeat the concentrated force of an enemy. The weapon provided the U.S. with an unparalleled advantage over the rest of the world, until the Soviet Union developed its own bomb by 1949 and symmetry in warfare returned. Soon, theories of warfare changed to reflect the belief that the best way to avoid the effects of the bomb was through dispersion of forces. Eventually, the American Army reorganized its divisions from the traditional three-unit organization to a new five-unit organization, dubbed pentomic by its Chief of Staff, General Maxwell D. Taylor. While atomic weapons certainly had an effect on Taylor’s reasoning to adopt the pentomic organization, the idea was not new in 1956; the Army hierarchy had been wrestling with restructuring since the end of World War II. Though the Korean War derailed the Army’s plans for the early fifties, it returned to the forefront under the Eisenhower Administration. The driving force behind reorganization in 1952 was not ii only the reoriented and reduced defense budget, but also the Army’s inroads to the atomic club, formerly the domain of only the Air Force and the Navy. -

A COUNTRY AT WAR THE ORIGIN, EVOLUTION, AND FUTURE OF CIVIL-MILITARY RELATIONS IN THE UNITED STATES by Joseph Luis Harper Viñas A thesis submitted to Johns Hopkins University in conformity with the requirements for the degree of Master of Arts in Government Baltimore, Maryland December 2018 © 2018 Joseph Luis Harper Viñas All Rights Reserved ABSTRACT The purpose of this research is to study the erosion of civil-military relations in the United States in order to determine whether it affects national security. The overall construct is regarding civil-military relations, not only between civilian and military government officials, but also those relationships with the citizenry in the United States. In order to study this, civil-military relations will be looked at through three different lenses. First of all, it is important to learn about the origins of civil-military relations in the United States and what the Founding Fathers thought of these relations. In order to do this, a look at the separation of powers between the Executive and Legislative branches of government will be examined, as well as what the Founding Fathers felt regarding having a standing army in the United States during times of peace. The second point regarding these relations will be studied by looking at the evolution of civil-military relations with regards to the civil-military gap. Accession numbers provided by the Department of Defense will be analyzed in order to determine if the US military is representative of its citizens. Accession numbers from the post-Vietnam all volunteer force up until recent times will be used. -

One nation tried to reduce the power of other. Indirectly the competition between the super powers led to the Cold War. It is a type of diplomatic war or ideological war. The Cold War was a period of geopolitical tension or conflict between two superpowers i.e., the United States of America and USSR, after World War-II. 2 The period is generally considered to span the Truman Doctrine (1947) to the dissolution of the Soviet Union (1991), but the first phase of the Cold War began immediately after the end of the Second World War in 1945. The conflict was based around the ideological and geopolitical struggle for global influence by the two powers. United States of America was a representative of Capitalistic ideology and Soviet Union was a representative of Socialist ideology. The United States created the NATO military alliance in 1949 in apprehension of a Soviet attack and termed their global policy against Soviet influence containment. The Soviet Union formed the Warsaw Pact in 1955 in response to NATO. -

Eisenhower’s Post-Presidential Papers reveal the wide range of contacts and the busy schedule which he maintained during the 1960s. A large volume of mail kept his small secretarial staff busy, and he was in great demand as a public speaker. Correspondence in the Post-Presidential Papers offers some interesting insights into Eisenhower’s thinking on numerous issues. No longer burdened by the responsibilities of public office, he felt freer, perhaps, to express himself on various topics. Among the issues discussed in documents found within the 1961 Principal File are the space program, the Berlin situation, Republican party politics, the U.S. economy and monetary policy, and the 1960 elections. Additional topics discussed include Cuba and the Bay of Pigs disaster, foreign aid, taxes, the alleged missile gap, the 1952 campaign, the U.S.I.A.’s mission, the Electoral College, Laos, Latin America, and public housing. Eisenhower’s correspondence in the 1961 Principal File reflects a virtual Who’s Who of both foreign leaders and prominent Americans. Konrad Adenauer of Germany, John Diefenbaker of Canada, Anthony Eden, Harold Macmillan, and Queen Elizabeth of Great Britain, Prime Minister Menzies of Australia, President Mateos of Mexico, and King Saud of Saudi Arabia are among the foreign leaders who stayed in touch with the ex-president. Many prominent Americans maintained contact with the former president as well. He corresponded with numerous former members of his administration, including Dillon Anderson, Ezra Taft Benson, Arthur F. Burns, Andrew Goodpaster, James Hagerty, Bryce Harlow, Gabriel Hauge, C.D. -

In conjunction with the other services, the Army has fought in support of a national policy of assisting an emerging nation to develop governmental processes of its own choosing, frpe of outside coercion. In addition to the usual problems of waging armed conflict, the assignment in Southeast Asia has required superimposing the imniensely sophisticated tasks of a modern army upon an under- developed environment and adapting them to demands covering a wide spectrum. These involved helping to fulfill the basic needs of an agrarian population, dealing with the frustrations of antiguerrilla operations, and conducting conventional campaigns against well- trained and determined regular units. Although this assignment has officially ended, the U.S. Army must prepare for other challenges that may lie ahead. While cognizant that history never repeats itself exactly and that no army ever profited from trying to meet a new challenge in terms of the old one, the Army nevertheless stands to benefit immensely from a study of its experience, its shortcomings no less than its achievements. Aware that some years must elapse before the official histories will provide a detailed and objective analysis of the experience in South- east Asia, we have sought a forum whereby some of the more salient aspects of that experience can be made available now.
