ADJOURNMENT 1 COMMUNITY PLANNING MONTH PROCLAMATION WHEREAS, change is constant and affects all cities and community planning and plans can help manage this change in a way that provides better choices for how people work and live; and WHEREAS, community planning provides an opportunity for all residents to be meaningfully involved in making choices that determine the future of their community; and WHEREAS, the full benefits of planning requires public officials and citizens who understand, support, and demand excellence in planning and plan implementation; and WHEREAS, the month of October is designated as National Community Planning Month throughout the United States of America and its territories, and WHEREAS, American Planning Association and its professional institute, the American Institute of Certified Planners, endorse National Community Planning Month as an opportunity to highlight the contributions sound planning and plan implementation make to the quality of our settlements and environment; and WHEREAS, the celebration of National Community Planning Month gives us the opportunity to publicly recognize the participation and dedication of the members of planning commissions and other citizen planners who have contributed their time and expertise to the improvement of the City of Pleasant Hill; and WHEREAS, we recognize the many valuable contributions made by professional community planners of the City of Pleasant Hill and extend our heartfelt thanks for the continued commitment to public service by these professionals; NOW, THEREFORE, BE IT RESOLVED THAT, the month of October 2019 is hereby designated as Community Planning Month in the City of Pleasant Hill in conjunction with the celebration of National Community Planning Month. CALL TO ORDER/ROLL CALL Mayor Sara Kurovski called the Pleasant Hill City Council meeting to order on September 24, 2019 at 6:00 p.m. in the City Council Chambers. PRESENT: Ross Grooters, Curt Gause, Dean Cooper, and Barb Malone. ABSENT: Mark Konrad. 2. APPROVAL OF AGENDA Grooters/Gause moved to approve the agenda. Second reading of Ordinance 864 – Amending Chapter 156 Building Code Grooters/Malone moved to approve Second reading of Ordinance 864 – Amending Chapter 156 Building Code. City Manager Ben Champ explained that the International Code Council updates building codes every three years to clarify and clean up the language used and to make changes based on safety regulations, new methods and new products introduced to the construction world. The Central Iowa Code Consortium (CICC) is an organization assembled with the goal of unifying the building codes across the greater Des Moines area. The CICC goes through a process of proposing and reviewing amendments to each code in the cycle for individual municipalities to adopt. The following recommendations from the CICC have been reviewed by staff and discussed with the City Council at the September 3 work session to compile the modifications as presented. These ordinances would be effective January 1, 2020. Chapter 156 addresses the building code adoption and amendments enforced by the City’s Building Department. The proposed chapter modifications update the building codes to adopt the 2018 edition of the International Building Code and the 2018 edition of the International Residential Code and amendments recommended by the CICC. The proposed codes would require schools to provide a storm shelter large enough to house all occupants of the building and would allow residents a larger footprint for accessory structures without frost protection. Second reading of Ordinance 865 – Amending Chapter 157 Electrical Code Cooper/Malone moved to approve Second reading of Ordinance 865 – Amending Chapter 157 Electrical Code. City Manager Ben Champ explained that Chapter 157 focuses on the electrical code adoption and amendments enforced by the City’s Building Department. The proposed chapter modifications update the electrical code to 3 adopt the 2017 edition of the National Electrical Code and amendments recommended by the CICC. The proposed changes would prohibit electrical supply lines to pass through from one townhome to another unless a recorded easement is placed in the attic space. Second reading of Ordinance 866 – Amending Chapter 158 Plumbing Code Malone/Cooper moved to approve Second reading of Ordinance 866 – Amending Chapter 158 Plumbing Code. City Manager Ben Champ explained that Chapter 158 adopts the plumbing code and the amendments enforced by the City’s Building Department. The proposed chapter modifications update the plumbing code to adopt the 2018 edition of the Uniform Plumbing Code and the amendments recommended by the CICC. The changes to the plumbing code would include the requirement to replace the entirety of a sewer line composed of “Orangeburg” pipe if there is a failure to the line at any point. Second reading of Ordinance 867 – Amending Chapter 159 Mechanical Code Gause/Malone moved to approve Second reading of Ordinance 867 – Amending Chapter 159 Mechanical Code. City Manager Ben Champ explained that Chapter 159 pertains to the mechanical code adoption and amendments enforced by the City’s Building Department. The proposed chapter modifications update the mechanical code to adopt the 2018 edition of the International Mechanical Code and the 2018 edition of the International Fuel Gas Code and amendments recommended by
