Organisation for Economic Co-operation and Development Directorate for Education Education Management and Infrastructure Division Programme on Institutional Management of Higher Education (IMHE) Supporting the Contribution of Higher Education Institutions to Regional Development Peer Review Report Jutland-Funen in Denmark John Rushforth, Peter Arbo, Jaana Puukka and Jakob Vestergaard June 2006 The views expressed are those of the authors and not necessarily those of the OECD or its Member Countries. 1 This Peer Review Report is based on the review visit to the Jutland-Funen in Denmark in February 2006, the regional and institutional Self-Evaluation Reports and other background material. As a result, the report reflects the situation up to that period. The preparation and completion of this report would not have been possible without the support of very many people and organisations. OECD/IMHE and the Peer Review Team for Jutland-Funen wish to acknowledge the substantial contribution of the region, particularly through its Coordinating Team, the authors of the regional and institutional Self-Evaluation Reports, and the steering group of the Science and Enterprise Network (ForskerKontakten), which acted as the Regional Steering Committee in this review. 2 TABLE OF CONTENTS PREFACE....................................................................................................................................................... 5 EXECUTIVE SUMMARY ............................................................................................................................ 6 ABBREVIATIONS AND ACRONYMS ....................................................................................................... 8 1. The first is the people working together for the development of Jutland-Funen and the new emerging regions of North Jutland, Mid- Jutland and South Jutland. We hope that the report will support them in their endeavour. Secondly this report is for those in the Danish government who have regions as part of their political interest or administrative responsibilities, particularly the Ministry of Science, Technology and Innovation, the Ministry of Education, and the Ministry of Economic and Business Affairs. We believe this report
