Cumpre-nos reafirmar que com enfoque nos objetivos de criar um vasto campo de discussão e aproximação dos Direitos Humanos e Fundamentais; ofe- recer aos estudiosos uma visão atualizada das principais problemáticas jurídicas a serem enfrentadas pelas sociedades contemporâneas; fomentar e disseminar, de modo sistematizado, os estudos científicos realizados nessas áreas; a Revista Direito UFMS possui a missão de inserir as produções científicas de autores (as) convidados (as) nacionais e estrangeiros, do corpo docente e discente da UFMS e demais alunos (as), docentes e pesquisadores (as) das mais diversas instituições de ensino do Brasil e exterior. With the detachment of Chagos from Mauritius as an essential condi- tion for the independence of Mauritius from the British colonial master, the Chagossians have, over the past four decades, endured enormous human rights violations . This article assesses the responsibility of the two states vis-à-vis the Chagossians. A comprehensive factual account is first presented to clarify understanding of the history of Chagos. The legal framework is then analysed to assess the responsibility of each state, before a number of recommendations are made. Key words: Chagos, Mauritius, United Kingdom, British Indian Ocean territories Introduction A Factual account Known as the largest and only inhabited coral island of the Chagos Archipelago (Gifford, 2004: 2), Diego Garcia, the horseshoe-shaped atoll is equally renowned as a site for one of a number of secretive U.S military bases in the Indian Ocean. However, while this latter aspect is frequently prominent, it is typically overlooked in mainstream discussions in relation to militarisation, world peace and security (Boolell, 2010: 29). For example, this issue seems to have been almost wholly ignored during consultations on nuclear disarmament in Africa (Pelindaba Treaty, 1966) even though Mauritius and Diego Garcia irrefutably form an integral part of the African Continent (Collen, 2009).

Film Review: Stealing a Nation Rahat Imran University of the Punjab Lahore, Pakistan Stealing a Nation Director: John Pilger UK, 2004 Reviewed by Rahat Imran University of the Punjab Multiple award-winning journalist and documentarist John Pilger’s award winning participatory documentary film, Stealing a Nation, takes as its subject the small island of Diego Garcia, one of the Chagos Islands in the Indian Ocean, and the forcible expulsion and displacement of its 2,000 strong indigenous Creole population.1 This expulsion was a result of a secret deal struck between the US and Britain under British Prime Minister Harold Wilson’s tenure. Stealing a Nation, as the title suggests, traces the systematic cleansing of the Diego Garcia Island, which remains a British crown colony, “swept” and “sanitized”, to make way for what became America’s largest military base outside of the US, and from where both Iraq and Afghanistan have been attacked in US-led wars and invasions of the respective countries.
