और, उ ारुप अिधसूचना म अंतिवर् राजप की ितयां तारीख 16 नवम्बर, 2015 को, जनता को उपलब्ध कराई गई थी; और, उ ारुप अिधसूचना के उर म सभी िय और पणधािरय से ा आक्षेप और सुझाव पर के न्ीय सरकार ारा सम्यक रुप से िवचार िकया गया; और, सागरेर वन्यजीव अभयारण्य (हाल ही म नाम बदलकर यशवंतराव चव्हाण सागरेर वन्यजीव अभयारण्य रखा गया ह)ै जो महारा राज्य े क सांगली िजला म 17º06’35’’´´ उ0 -17º09’40’’´´ उ0 अक्षांश और 74º20’20’’ और 74º24’20’’ ´पू0 दशाे ंतर के बीच अविस्थत ैह और 10.87 वग र् िकलोमीटर क्षे तक फै ला हुआ ह ै ; और, यशवंतराव चव्हाण सागरेर अभयारण्य ंरक्षकस े क दलु र्भ योगो म स एक ह ै जहाँ संपूणर् अभयारण्य, वनीकरण कायर्म के तहत िबना िकसी बारहमासी जल ोत के िनिमर्त खेती वन ह;ै 3157 GI/2017 (1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और, अभयारण्य म पाए गए वन के कार जो दिक्षणीुष्क श िमित पणर्पाती के रूप म ह ै और घास के मैदान से ढके हुए पहाड़ी ढलान े क साथ दिक्षणी कांटेदार वन ह; और, अभयारण्य िक ज्यादातर वन्यजीव जाित को 1980 म कृ िम रुप से लाया गया ह ै और मुख्य वन्य पशु म काला िहरण (एंटेलोप किवर्कापरा), भेिडया (कै िनस लूपास पिल्लप्स), िसयार (कै िनस ऑिरयस), चीतल (एिक्सस एिक्सस), सांभर (सवुर्स यूनीक्लोर), जंगली सुअर (सस स्ोफ़ा), साही (हाइिरिक्स ंिडकाइ ) सिम्मलत ह;ै और, टीक (टेक्टोना िडस), तद ु (डायिस्परोस ेमलानॉिक्सयालोन), िससो (डाल्बिगर्या िससो), एगेवे (एगेवा अमेिरकाना), खैर (अगािकया कै टेचु), करंज (पगािमया िपाटा), बीबा (सेमेकरपस एनकाडर्म), आमला (एमिब्लका ऑिफिसनािलस), ऐन (टिमर्निलया टेमटोसा) अप्टा (बहुिनया िरसेमोसा), िचंच (तामारइंडस इंिडका) आिद; और, इस क्षे का पिररक्षण और संरक्षण करना आवश्यक है तथा िजसकी सीमा के क्षे और चौही को इस अिधसूचना के पैरा 1 म यशवंतराव चव्हाण सागरेर वन्यजीव अभयारण्ये क संरिक्षत क्षे के चार ओर पािरिस्थितक और पयार्वरण की दिृ से पािरिस्थितक संवेदी जोन के रूप म िविनदर् िकया गया ह ै और उोग या उोग के वग को तथा उनकी संिया और िया को उ पािरिस्थितक संवेदी जोन म ितिष करना ह ै ; अतः अब, के न्ीय सरकार, पयार्वरण (संरक्षण) िनयम, 1986े क िनयम 5 के उपिनयम (3) और पयार्वरण (संरक्षण) अिधिनयम, 1986 (1986 का 29) की धारा 3 की उपधारा (2)े क खंड (v) और खंड (xiv) और उपधारा (3) के साथ पिठत उपधारा (1) ारा द शिय का योग करते हुए, महारा राज्य म यशवंतराव चव्हाण सागरेर वन्यजीव अभयारण्य की सीमा से 100 मीटर के िवस्तार े क क्षे को यशवंतराव चव्हाण सागरेर वन्यजीव अभयारण्य पािरिस्थितक संवेदी जोन (िजसे इसम इसके पात् पािरिस्थितक ंवस ेदी जोन कहा गया ह)ै के रूप म अिधसूिचत करती ह,ै िजसका िववरण िनानुसार ह,ै अथार्त् :- 1. पािरिस्थितक सवं दीे जोन का िवस्तार और उसकी सीमाएं--(1) पािरिस्थितक संवेदी जोन यशवंतराव चव्हाण सागरेर वन्यजीव अभयारण्य की सीमाे स 100 मीटर तक फै ला हुआ है । िजसका िवस्तार 3.68 वगर् िकलोमीटर ह ै । (2) पािरिस्थितक संवेदी जोन के साथ संरिक्षत क्षे का मानिच उपाबंध I क और उपाबधं ख के रूप म उपाब ह ै । (3) पािरिस्थितक संवेदी जोन अक्षांश और दशाे ंतर के साथ उपाबधं II के रुप म संल ह।ै (4) महारा राज्य े क िजला सांगली के पािरिस्थितक सवं ेदी जोन के अंतगर्त आने वाले ाम की सूची उपाबधं III के रुप म संल ह।ै 2. पािरिस्थितक सवं ेदी जोन के िलए आंचिलक महायोजना – (1) राज्य सरकार, पािरिस्थितक संवेदी जोन के योजन के िलए राजप म इस अिधसूचना के काशन की तारीख से दो वषर् की अविध के भीतर, स्थानीय िय के परामशर् से और इस अिधसूचना म संलग्न अनुबंध के सामंजस्य से और राज्य सरकार म सक्षम ािधकारीे क अनुमोदन से आंचिलक महायोजना तैयार करेगी । ¹Hkkx IIμ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 (2) राज्य सरकार ारा पािरिस्थितक संवेदी जोन के िलए आचंिलक महायोजना इस रीित म, इस अिधसूचना म िविनदष्र् ट रूप तथा सु गतं क ीय और राज्य िविधय के सामंजस्य और क ीय सरकार ारा जारी मागर्िनदश, यिद कोई ह, ारा तैयार होगी । (3) आंचिलक महायोजना, पयार्वरणीय और पािरिस्थितक िवचार को समाकिलत करने के िलए राज्य सरकार के सभी संब िवभाग के परामशर् से तैयार होगी, अथार्त्:-- (i) पयार्वरण; (ii) वन और वन्यजीव; (iii) कृ िष ; (iv) राजस्व; (v) नगर िवकास; (vi) पयर्टन; (vii) ामीण िवकास; (viii) िसंचाई और बाढ़ िनयंण; (ix) नगरपािलका; (x) पंचायती राज; (xi) लोक िन मार्ण िव भाग। (4) आंचिलक महायोजना अनुमोिदत िवमान भू-उपयोग, अवसंरचना और ियाकलाप पर कोई िनबधन अिधरोिपत नह करेगी जब तक िक इस अिधसूचना म िविनदष्र् ट न हो और आचंिलक महायोजना सभी अवसंरचना और ियाकलाप म और अिधक दक्षता और पािरिस्थितक अनुकू लता का संवधर्न करेगी । (5) आंचिलक महायोजना म अनाच्छािदत क्षे के जीणार, िवमान जल िनकाय के संरक्षण, आवाह क्षे के बंधन, जल-संभर के बंधन, भूतल जल के बंधन, मृदा और नमी संरक्षण, स्थानीय समुदाय की आवश्यकता तथा पािरिस्थितक और पयार्वरण स े सबं ंिधत ऐस े अन्य पहलू, िजन पर ध्यान दनाे आवश्यक ह,ै के िलए उपबंध हग े । (6) आंचिलक महायोजना सभी िवमान पूजा स्थल, ाम और नगरीय बंदोबस्त, वन े क कार और िकस्म, कृ िष क्षे, ऊपजाऊ भूिम, हिरत क्षे जैसे उान और उसी कार के स्थान, उान कृ िष क्षे, फलोउान, झील और अन्य जल िनकाय का अभ्यकं न करेगी और इस योजना के मानिच ारा िवमान और स्तािवत भूिम के उपयोग का िववरण िकया जाएगा । (7) आंचिलक महायोजना स्थानीय समुदाय की जीवकोपाजर्न को सुिनिश्चत करने के िलए, पािरिस्थितक संवेदी जोन म िवकास को पािरिस्थितक अनुकू ल िवकास के िलए िविनयिमत करेगी । (8) आंचिलक महायोजना इस अिधसूचना म िदए गए उपबंध के संबंध म अपने काय के बाहर ले जाने के िलए मानीटरी सिमित के िलए एक संदभर् दस्तावेज तैयार करेगी । 3. राज्य सरकार ारा िकए जान े वाले उपाय-- राज्य सरकार इस अिधसूचना के उपबंध को भावी करने के िलए िनिलिखत उपाय करेगी, अथार्त् :-- (1) भ-उपयोगू - पािरिस्थितक संवेदी जोन म वन, उान-कृ िष क्षे, कृ िष क्षे, आमोद-मोद के योजन के िलए िचिन्हत िकए गए पाक और ुलख े स्थान का वािणिज्यक और औोिगक संब िवकास ियाकलाप के िलए 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC.

    38 Dharwad District CHAPTER 2 HISTORY he district of Dharwad has played a pre-eminent role in the history of Karnataka. It was the T core region of the major dynasties that ruled in Karnataka such as the Badami Chalukyas, Rashtrakutas, Kalyana Chalukyas and the Adilshahis of Bijapur. To establish their hegemony in the fertile region of Belvola-300, there have been pitched battles between the Seunas and the Hoysalas. Whenever Marathas invaded the South, they made use of the district as the highway. As the hinterland growing cotton, Hubli (Rayara Hubli or Old Hubli) was a major industrial centre. When the British in their early years of trade had founded a factory at Kadwad on the banks of the Kali, the supply of textile to the factory was through old Hubli. There was a land route from Hubli to Kadra, the higher point of the Kali (till which the river was navigable) and it was through this route that merchandise from Dharwad, Bijapur and Raichur was transported. Products of thousands of textile looms from Dharwad, Bijapur and Raichur could reach the port through Hubli. In the south, Haveri and Byadgi had communication with the Kumta port. Chilly cultivation introduced into India by the Portuguese was raised here and after the British took over, transportation of cotton and chillies was made through Kumta from Byadgi and Haveri. Haveri was the main centre of cardamom processing and for final transport to Kumta. Byadgi chilly earned the name Kumta chilly due to its export from Kumta port. In England Kumta cotton was a recognised variety though it came from the Dharwad region.

The Code of Civil Procedure (Amendment) Act, 1951 (No. Changes in II of 1951) has substituted new Sections 83 to 87B in the Law. Code for the old sections 83 to 87. The changes made in the law on the subject should be carefully studied. 2. (1) Alien friends may sue in any court of competent Aliens. jurisdiction as if they were citizens of India. Alien enemies can also sue in the like manner but with the permission of the Central Government Provided they are residing in India. Every person residing and carrying on business without a licence of the Central Government in a foreign country at war with India, is for this purpose, deemed to be an alien enemy residing in a foreign country (Section 83). (2) The Provisions in this part of the Code are silent as to suits against aliens, whether friends or enemies. Such suits would be governed by the general provisions of Civil Procedure Code. 3. (1) Any 'foreign State' can sue in a competent court in Foreign States and Foreign India to enforce a private right vested in the Ruler or Rulers. in any of its officers in his public capacity. (Section 84.) The Central Government can appoint recognised agents for such Foreign Rulers by whom appearances, acts and applications under the Code may be made on behalf of such Ruler. The appointment can be for a specified suit or suits or for all such suits in which the Ruler may be a party.

    Chapter 3 Buildings for the District Libraries CHAPTER - III BUILDINGS FOR THE DISTRICT LIBRARIES A suitable library building plays vital part in bringing the library's material into the lives and thinking of those who normally might not make use of this treasure-house of knowledge. It is true that fundamentally a library is not a building but a service organisation. But public library building exemplifies the spirit of service that is library service. It offers to the community a compelling invitation to enter, read, look, listen and learn. The interior and exterior features of the library building should be such as to attain functional efficiency and beauty. In providing library service, therefore, the convenience and comfort of the people should be given primary consideration. Author describes in this chapter geographical environment of the district, establishment of library, change of name and development of library building of district libraries. Ratnagiri Zilla Nagar Vachanalaya : (Ratnagiri Library) Geographical Environment of Ratnagiri District : Ratnagiri district has an area of 8249 sq. km. with nine talukas. As per 1991 census total population of the district is over 15 lakhs. Literacy rate is 62.70 (Rural 60.57%, Urban 83.90%). It has nine talukas viz., Man- dangoda, Dapoli, Kheda, Guhagar, Chipalun, Ratnagiri, Sangameshwar, Rajapur and Lanje. Establishment : Ratnagiri Book Society was established on 18 August 62 1828 ^ . In the same year institution demanded newspapers and periodicals free of cost to the government. Its name was changed to 'Native General Library'. In 1888 one of the British officers suggested a change in the name of the library as 'General Library' as he wished to become a member.
