Comunidad de Madrid Investors Presentation Normative protection of Debt payment The Community of Madrid´s debt is included in the scope of State debt . Article 135 of the Constitution states ... ". Loans to meet payment on the interest and capital of the State’s Public Debt shall always be deemed to be included in budget expenditure and may not be subject to amendment or modification as long as they conform to the terms of issue.". In terms of Organic Law Article 14.5 of the Law on Financing of the Autonomous Communities states: "The public debt of the autonomous communities and the securities of an equivalent nature issued by them shall be subject, to the same rules and shall enjoy the same benefits and conditions as the Public Debt of the State" . Article 14 of the Organic Law 2/2012 of 27 April on Budgetary Stability and Financial Sustainability provides: "The payment of interest and principal on the debt of public administrations shall have absolute priority over any other expenses” In practice, the Spanish Government has provided financial support to regions that have experienced budgetary difficulties or access to the financial market Since 2012 the Treasury has implemented mechanisms such as the FLA (Autonomous Liquidity Fund) and FFPP (Payment Provider Fund) to provide liquidity to the regional governments and local authorities to enable them to cope with their payment obligations (Royal Decree-Law 17/2014).Ultimately, the Government of Spain is the ultimate guarantor of debt amortization. 2 The community of Madrid: Total Debt -

There is a lack of studies on both aspects regarding urban populations. Our study evaluates the secular trends and the disparities in height of conscripts born between 1915 and 1953 and called-up at the age of 21 between 1936 and 1969, living in districts with low versus middle and high socio-economic conditions, in the city of Madrid, Spain. -

Transportation Research Center – TRANSyT, Universidad Politécnica de Madrid CIVITAS ECCENTRIC FOSTER ACTIVE MOBILITY IN MADRID THROUGH IMPROVEMENTS IN THE PUBLIC SPACE ABSTRACT CIVITAS ECCENTRIC is a European project focused on sustainable mobility in peri-central areas and innovative urban freight logistics. It comprises more than 50 measures related to active mobility, the use of public transport, electric mobility and urban freight logistics. These measures have been evaluated in 5 laboratory areas, located in the cities of Stockholm (Sweden), Madrid (Spain), Munich (Germany), Ruse (Bulgaria) and Turku (Finland). 11 measurements were carried out in Madrid, many of them in the laboratory area: the districts of Puente and Villa de Vallecas. With the outbreak of the health crisis, measures related to the promotion of active mobility (MAD 2.8, MAD 4.6 and MAD 4.7) have gained importance. The project obtained significant results through specific improvements in public space, such as the implementation of pedestrian and bicycle routes, improvements in accessibility at pedestrian crossings, tactical urbanism actions, a smart signage system addressed to pedestrians and cyclists, etc. 13% of the affected population that live within a 400m band along the streets included in the measure MAD 4.6 declared to have changed to walking, resulting in 273,150 additional trips per month (or 9,105 additional trips per day). 30% of them were influenced by the street improvements on their choice for walking. The lack of a connected and safe cycling infrastructure acted as a barrier to the choice of the bicycle as a transport option. -

“Diagnóstico de Convivencia vecinal e intercultural” Distrito de Tetuán COMISIÓN DE ESTUDIOS MESA CONTRA LA EXCLUSIÓN Y POR LOS DERECHOS SOCIALES 1 El Objetivo del presente diagnóstico de la Comisión de Estudios de la Mesa contra la Exclusión y por los Derechos sociales(1) es realizar una evaluación de la situación actual de la Convivencia vecinal e intercultural en el distrito de Tetuán, incidiendo especialmente en las situaciones de exclusión social existentes en el mismo. Relaciones de Convivencia-Coexistencia-Conflicto. Entendemos por “convivencia” las formas de relación (cómo nos tratamos/nos vemos) existentes entre los diversos habitantes del distrito en el contexto social actual. Para afrontar este estudio de las relaciones interpersonales adoptamos la clasificación de los modos de sociabilidad propuesta por Carlos Giménez (2005), según la cual existe un continuum entre las relaciones de convivencia (respeto a la diversidad, confianza y comunicación), coexistencia (relaciones pacíficas pero distantes, sin interés por lo diverso, poca comunicación y evitación del conflicto) y conflicto u hostilidad (incomunicación, confrontación, desconfianza e interés en excluir al otro). Nuestro Foco de interés son las personas y colectivos en situación de exclusión o emergencia social (cómo son tratados/percibidos desde fuera; cómo se sitúan/ven las cosas ellos mismos). A lo largo de este Diagnóstico nos proponemos analizar como inciden una serie de factores determinantes de la exclusión en las relaciones de convivencia. El diagnóstico intenta abordar las causas estructurales que están en la base de los problemas de convivencia en el espacio público (desigualdad social, violencia estructural, paro y precariedad laboral, problemas de vivienda, alimentación, pobreza energética…) Metodología. -
