Like the previous two books, Corruption, Power, State III does not include all the activi- ties of the Anti-Corruption Council, but rather a selection of key anal- yses and recommendations made by the Council from 2007 to 2011. Part I of the book includes the most signifi cant papers presented at the Belgrade Transparency Days 2007 conference, organized by the Council in cooperation with the Swiss Embassy in Belgrade and the Basel Institute on Governance, which secured the participation of the most eminent European experts in transparency of public fi nance. Th e aim of the conference was to point out the importance of an independ- ent state audit institution. Th e Law on the State Audit Institution was adopted on 14 No- vember 2005, and its application was to begin within a period of six months from its adoption. However, by March 2007, when the Council organized the Belgrade Transparency Days 2007, the State Audit Insti- tution had not started its work. Th at is why the Council organized this conference, where it was pointed out how an independent state audit institution is important for fi ghting corruption. Th e papers of the for- eign and domestic experts presented at this conference are still topi- cal today, as the State Audit Institution still does not perform its basic function. We also want to take this opportunity to express our special grat- itude to his excellence, Swiss ambassador Mr. Wilhelm Meier as, if it had not been for his eff ort and travail, the Belgrade Transparency Days 2007 conference would not have been held at all. Th e conference was the result of continuous help provided to the Anti-Corruption Council by the Swiss Embassy and Mr. Meier, and their help in the creation of the environment for the establishment and work of anti-corruption in- stitutions in Serbia. A year before, in 2006, the Anti-Corruption Coun- 10 Anti-corruption Council of the Government of the Republic of Serbia cil and the Swiss Embassy, also in cooperation with the Basel Institute on Governance, had organized the international conference, Belgrade Anti-Corruption Days. Part II of the book includes several of the most signifi cant re- ports in which, aft er months-long comprehensive research, the Coun- cil revealed drastic phenomena of the systemic corruption in Serbia. Th ese are the reports on the Horgosh – Pozega highway concession, C- Market privatization, Luka Beograd ownership concentration, Novosti privatization, pressures on and control of the media in Serbia, the sale of Delta Maxi, and the analyses of the Law on Protection of Competi- tion and the Regulation on the Criteria and Procedure for Calculation of Compensation for Conversion of the Rights for Persons Entitled to the Conversion against Compensation. Th e steps that must be taken in order to establish an independ- ent state audit institution, which have not yet been taken even six years aft er the adoption of the Law on the State Audit Institution, together with the analysis of the phenomena of the systemic corruption and its serious negative consequences, provide an answer to the question why and to what extent Serbia is still, in this year, 2011, engulfed in corrup- tion. In order that the problem of corruption in Serbia be presented vividly, Predrag Koraksic Corax has, in his own distinctive and master- ful way, illustrated the book, and we sincerely thank him for that. Th e Law on the State Audit Institution was adopted on November 14, 2005. In accordance with the Law the Institution should have been established within six months from the date of its entering into eff ect. Th e Law on the State Audit In- stitution, however, has not yet been implemented. Due to such circum- stances, the Anti-Corruption Council in cooperation with the Swiss Embassy in Belgrade, and the Basel Institute on Governance organized a Conference Belgrade Transparency Days on March 6 and 7, 2007, discussing the issues of the budget transparency and the state audit. Th e Supreme Audit Institutions are designed to enable the tran- sparency and the integrity of the reports on public fi nances, repre- senting a crucial link in the chain of institutions destined to create conditions for curbing corruption in the public fi nances. Two-day’s Conference Belgrade Transparency Days 2007, tried to consolidate the principles for the establishment of the effi cient and sustainable State Audit Institution in Serbia. Conclusions Th e potential impact of the State Audit Institution on the fi ght against corruption is manifold: 12 Anti-corruption Council of the Government of the Republic of Serbia – Th e chief task of the State Audit Institution (SAI) is to raise the transparency level as well as the integrity of the reports on public fi nances, which represents a key element of anticorrup- tion initiatives, above all in the fi eld of prevention of corrup- tion and detection of the corruptive mechanisms; – Th e professional quality of the SAI could enhance the profes- sional level of other public institutions; – If SAI is to be established in a corruption free fashion, and governed by laws and the Constitution of the Republic of Ser- bia, it may, in that sense, serve as an example for other state establishments; – Th e results of the SAI’s work may off er a signifi cant backup for the judiciary and the National Assembly in control of the work of the executive power; – Creating conditions for the transparency of public institutions, being one of the most important SAI’s tasks should strengthen the role of the public in the control of the authorities and the fi ght against corruption.

The potential to gather 3D inversion results from 2D acquisitioned data is one of many new software options that were not available twenty years ago. Data obtained by ground penetrating radar (GPR) using 500 MHz and 300 MHz frequencies were used to confirm information attained by electrical resistivity tomography, hence the GPR survey was only conducted on a small portion of one profile line. Suitable location of the former communal waste site “Ada Huja” and the degree of possible environmental pollution are one of many reasons why it was crucial to reinterpret the 2D inversion data. Two decades after the initial scanning the data was used to solve the eco-geological problem which is a side effect of the decade long disposal and non-aiding of the communal waste dump. Keywords: 2D inversion; geoelectrical method; Wenner array; ecology; Ada Huja 1 INTRODUCTION The location of the former city waste dump “Ada Huja” was labeled as IBA (Important Bird Area), where refuge was found by some endangered species of birds like the black- headed seagull, big and small cormorant and the white-tailed eagle. Ada Huja, which is located only 4 km from the city center of Belgrade, was under the supervision from the former Federal executive council of SFRY and declared a communal waste dump in the year 1960.

Introduction (1) Background of the Survey The Republic of Serbia sets the first priority on joining the EU, hence securing the river water quality which meets the EU standards is absolutely imperative for this realization. The Government of Serbia formulated “National Physical Plan of the Republic of Serbia” and the City of Belgrade prepared a city master plan, “Master Plan of Belgrade to 2021” which was approved in September 2003 by the city council. Following the city master plan, Belgrade Waterworks and Sewerage prepared “Master Plan of the Belgrade Sewerage System to 2021” for its sewerage development. The Government of Serbia requested the Japanese Government to extend Japanese ODA Loans for a sewerage project, Sewerage System Improvement Project for the City of Belgrade (the Project), which is to implement a part of the said sewerage master plan.

HERBARIUM COLLECTION BY SAVA PETROVIĆ IN THE HERBARIUM OF THE NATURAL HISTORY MUSEUM IN BELGRADE MIROSLAV JOVANOVIĆ Natural History Museum, Njegoševa 51, 11000 Belgrade, Serbia, e-mail: [email protected] The General Herbarium of the Natural History Museum (BEO) includes part of the herbarium material collected by the great Serbian botanist Dr Sava Petrović (1839-1889). Considering the importance of S. Petrović’s work for the botanical science of the 19th century, his herbarium has an important position from both a scientific and a museological standpoint. This herbarium collection has been conserved and inventoried. It was determined that it includes 648 herbarium sheet covers with 629 plant species, and the average age of the museum specimens is around 130 years. Key words: Sava Petrović, Herbarium, Natural History Museum, Belgrade INTRODUCTION The General Herbarium of the Balkan Peninsula at the Natural History Museum in Belgrade (BEO) includes collections of mosses, fungi, lichens and higher plants. The largest collection is the Collection of Higher Plants, 68 JOVANOVIĆ, M.: HERBARIUM COLLECTION BY SAVA PETROVIĆ with over 160,000 herbarium sheet covers and more than 500,000 specimens distributed in 2210 herbarium boxes. In addition to the “A collection” of type material from the treasury of herbarium at the Natural History Museum, the oldest collections prepared by the pioneers of Serbian botany, Dr Josif Pančić and Dr Sava Petrović, must also be mentioned.

The story in which a city begins is most frequently a part of a myth. The myth is the very beginning of everything, the basis of civilisation. How does a city come to be? Where is it conceived? In which civilizational moment of the development of society does it take over the function of the city and how is it different compared to lower rank settlements? Why does it arise on rivers and in vales and why does it last through time? What is determined by and what does it anticipate itself, as the amalgam of things, occurences and influences? As he was an ardent supporter of historical tendencies or eclec sm, he modeled his view of town reconstruc on on a reinterpreta on of the past and the interna onal heritage. Daring ideas in his Plan have been a steady inspira on to genera ons of urban planners, and some of these ideas are s ll employed, with same mo fs but using diff erent technique, dynamism or method. Urban Planning Ins tute of Belgrade is s ll searching for solu ons for: turning the city towards Sava River, estab- lishing and maintaining the old and the New Belgrade city axes, promo on and maintenance of the City’s natural core, waterfront enhancement, dis nguishing signifi cant landmarks and strengthening the city iden- ty through introduc on of City symbols.     Serbia Key Facts Located in Southeast Europe, Serbia represents central part of the Balkan Peninsula, at the inter- section of Pan European Corridors N° 10 and N°7, on the way from Europe to Asia. The Republic of Serbia encompasses an area of 88,412 square kilo- meters. It is divided into 29 districts and the City of Belgrade. City itself is further divided into mu- nicipalities. To the East, Serbia borders with Bulgaria, to the North East with Romania, to the North with Hun- gary, to the West with Croatia and Bosnia and Herzegovina, to the South East with Montenegro and to the South with Albania and FYROM. Serbia in Europe Pan European Corridor N° 10 is one of the most important European highways passing through the country, leading from Salzburg through Bel- grade and Niš and branching to Athens and Sofi a. Another branch of the corridor links the Capital with Budapest. Belgrade Airport represents the main gateway for international air transportation with JAT Airways as major national courier and with 43 direct lines. The capital of Republic of Serbia, Belgrade, is situ- ated on the confl uence of rivers Danube and Sava, with population of 1,576,124 according to the Cen- sus 2002. Total surface of Belgrade area of 3,222 sq km is di- vided into 17 municipalities; among 10 of them be- longs to the urban zone (Vračar, Stari Grad, Savski Venac, Novi Beograd, Čukarica, Zvezdara, Palilula, Zemun, Rakovica, Voždovac), and 7 of them are suburban area (Surčin, Sopot, Grocka, Lazarevac, Mladenovac, Obrenovac, Barajevo).
