It also conducts numerous ac vi es to enhance scien fi c temper. Interna onal Science Council As per the decision of the Government of India, INSA is the only adhering organisa on that can represent India in the interna onal Science programs of Interna onal Science Council (ISC). Thus, INSA represents India, in 27 interna onal unions of ISC. INSA also caters to the adherence of India in other interna onal programs like the Programs on Polar Ice Caps, Interna onal Geosphere Biosphere Program, and the Future Earth. Indian ac vi es corresponding to each of the Interna onal Union are coordinated through a commi ee of experts selected on the basis of their domain exper se keeping in mind the ins tu onal, regional and gender representa on. The Na onal Commi ees for Interna onal Unions plan for the scien fi c ac vi es in India and for Indian representa on in the ac vi es of the council. This is indeed a terrific achievement and we would be justified in saying that we have laid a strong foundation for a unique scientific institution. However, I strongly feel that we are at a fork in our journey ahead. A number of events over the past years necessitate a reevaluation of the functioning of NCBS for our sustained growth and relevance, and to help us chart a path for our future trajectory.

Indian J Physiol Pharmacol 2005; 49 (2) : 247–250 OBITUARY Autar Singh Paintal (1925–2004) What can I say that can change your lives? Perhaps I should ask you to do something that is very difficult. And so I am going to ask you to try to achieve perfection in your chosen areas of activity. (A.S. Paintal at the Institute Convocation of Delhi University of Technology, 1993) Professor Autar S. Paintal - an internationally acclaimed scientist in the area of cardio-respiratory physiology - died on December 21, 2004. He was born on September 24, 1925 in Mogok, Myanmar, where his father Dr. Man Singh was a physician in the service of the British Medical Service and possessed a strong socialist outlook, while Autar’s mother Rajwans Kaur was a deeply religious lady. Autar’s own life thus came to be moulded by both these systems of belief. At the age of 14, he was sent to Lahore to finish his matriculation, ahead of the evacuation of the family from Burma. Here, besides studying hard and starting on his inexhaustible fund of limericks that he subsequently became famous for, he learnt to row the large country boats that plied on the river Raavi. He stayed on at the Forman Christian College to write the Intermediate Examination of the Panjab University and after that he joined his family in Lucknow where his father chose to settle down. Admission into Medical College in 1943 was an easy matter for him but he needed financial support. Fortunately for him, he still held the status of a ‘Burma Evacuee’ and the Burmese Government came to his support.

Contribution of Five Titans to the Education & Research in pre and post Independent India : A personal perspective Arun K Grover Panjab University, Chandigarh 160014 Desh Bhagat S LAL SINGH Oration Punjab Academy of Sciences - 20 th Science Congress , Feb. 7, 2017 , IET Bhaddal, Punjab Contributions of five titans to the education and research in pre and post independent India: A personal perspective The addition of Punjab to the territories under the British rule in 1849 nucleated the thought of regulation of school education and administration of higher education all across Indian sub-continent. The Universities Act 1904, which applied to the then five Universities of India located at Calcutta, Madras, Bombay, Lahore and Allahabad, enjoined them to appoint Professors and other faculty members to engage in research, concurrent to the teaching. The initiation of IISc. Bangalore (1909) and BHU (1916) spurred the research agenda on behalf of academic institutions in India. The establishment of more Universities after the first World War, through the 1920s, progressed the spread of higher education. The start of second World War in 1939 necessitated the Governmental support to Scientific & Industrial research and manufacturing & product development within India. The war ended with the two atomic bomb explosions in Japan, and this led to the expansion of Governmental support to Atomic Energy research programme within India. The Indian independence in 1947 accelerated the permeation of higher education and research in all the spheres. I shall share a personal comprehension of great contributions made to the education and research in different domains by the five titans, viz., S.S.
