NOT DIGITISED BY REQUEST OF THE UNIVERSITY The Social Agency of Postage Stamps: Abstract This thesis is concerned with evaluating postage stamps as social agents, using Japan as a case study. For the period 1937-1988 it identifies various messages about Japanese identity implied by the symbolism used by Japanese Governments in their postage stamp designs and by their choice of special issues. It explores the extent to which those messages have been received by both Japanese and British collectors of these stamps and the reasons why their communication has been found to be largely ineffective. The study identifies the tendency of stamp users to appreciate stamps aesthetically, as art objects, rather than as symbols and the practices of stamp collecting as the major obstacles to the recognition of their symbolic messages. The view that stamp collecting is a social practice which is defined by the cultural traditions of the collectors’ societies is questioned. Evidence is offered for the ‘globalisation’ of this form of collecting and for the evolution of postage stamps from being utility items largely confined to their issuing societies into ‘collectibles’ designed for a global market. The implications of: Governments’ acceptance of this change in postage stamps’ status; the moves to privatise postal services; and the availability of new technology, both for Governments’ continued use of stamps as ‘little diplomats’ and for theories of collecting are shown to need further study. My thesis suggests that the social agency of postage stamps has been more effective in helping to establish the self-identity of their collectors as collectors rather than in giving those collectors insight into the identities of the countries issuing them and that the social agency of material objects is determined more by their users than by their producers. The Social Agency of Postage Stamps 1 Introduction This research was occasioned by discussions in a seminar at Oxford Brookes University, held by Professor Joy Hendry for her graduate students of the social anthropology of Japan, about the social significance of various everyday objects. It became apparent that material objects which are insignificant in themselves but very commonplace have the potential to play a significant role in the formation and structuring of society. Despite stamps being such commonplace items in most societies I was surprised to discover that they had received very little attention from social scientists in general and seemingly none from social anthropologists. Postage stamps should be of interest to anthropologists because they are widely used in all kinds of societies and play a role in communication within and between them which is not always that intended by their creators. They are also a part of material culture in the growing ‘collectibles’ sector. Examination of the social sciences periodical literature1 and indices of the subjects of UK and US PhD theses2 over the past twenty years failed to find any evidence of anthropologists being concerned with the social roles of postage stamps. There was a scattering of articles by geographers and political scientists / historians which took postage stamp designs as their raw material but only to discuss them in a political context. For example D.M. Reid published a paper in 1984 [Reid, 1984] in which he discussed the symbolism of postage stamps in the Middle East through the numerous political changes since the Ottoman Empire issued its first stamp in 1863. He used communications theory, as developed by Lasswell, Lemer and Speier to analyse their meanings. He summarised the crucial questions as ‘who is saying what to whom and why?’ and claimed that ‘stamps resemble monuments, coins, paper money, flags, national anthems, nationalised newspapers and ambassadors

No one of the military rulers tried to move the emperor out of Kyoto to the place where they resided. Kyoto remained the "capital" (miyako) although its primacy was only nominal. The imperial palace stayed in Kyoto even when the city was torn by internal warfare and the palace was impoverished. Going to Kyoto was all the time called "going up" (noboru) and going from Kyoto was all the time called "going down" (sagaru).

However, Japanese and Chinese simplifications frequently differed, resulting in the existence of multiple forms of the same character being used in different places. This study investigates the differences between the Japanese and Chinese simplifications and the effects of the simplification techniques implemented by each side. The more conservative Japanese simplifications were achieved by instating simpler historical character variants while the more radical Chinese simplifications were achieved primarily through the use of whole cursive script forms and phonetic simplification techniques. These techniques, however, have been criticized for their detrimental effects on character recognition, semantic and phonetic clarity, and consistency – issues less present with the Japanese approach. By comparing the Japanese and Chinese simplification techniques, this study seeks to determine the characteristics of more effective, less controversial Chinese character simplifications.

The Japanese written language has something that most languages do not; namely a total of ​ ​ three writing systems. First, there is the Kana writing system, which consists of the two syllabaries: Hiragana and Katakana. The two syllabaries essentially figure the same way, but are used for different purposes. Secondly, there is the Rōmaji writing system, which is Japanese written using latin letters. And finally, there is the Kanji writing system. Learning this is often at first an exhausting task, because not only must one learn the two phonematic writing systems (Hiragana and Katakana), but to be able to properly read and write in Japanese, one should also learn how to read and write a great amount of logographic signs; namely the Kanji. For example, to be able to read and understand books or newspaper without using any aiding tools such as dictionaries, one would need to have learned the 2136 Jōyō Kanji (regular-use Chinese characters). With the twentieth century’s progress in technology, comparing with twenty years ago, in this day and age one could probably theoretically get by alright without knowing how to write Kanji by hand, seeing as we are writing less and less by hand and more by technological devices.

    Institutional Change in Japan After four decades of rapid growth that transformed Japan into a wealthy country at the world’s technological frontier, the decade of the 1990s brought prolonged economic stagnation. The rapid run-up in asset prices in the late 1980s, followed by their collapse in the early 1990s, left a debt overhang that paralyzed the economy. Policy reforms were initially half- hearted, and businesses were slow to restructure as the global economy changed. Indeed, Japan’s struggle has called into question the ability of the country’s economic institutions – originally designed to support factor accumulation and rapid development – to adapt to the new economic environment of the twenty-first century. Institutional Change in Japan analyzes institutional change within this period of economic transition. It addresses the origin, development, and recent adaptation of core institutions, including financial institutions, corporate governance, lifetime employment, the amakudari system and marriage and family. Importantly this analysis is grounded in a broad historical and international context, with comparisons made to Meiji Japan as well as to recent economic and financial reforms in Korea, Switzerland and New Zealand. A leading field of international contributors contend that, contrary to conventional wisdom, there has been significant institutional change over the last decade.     STAMP HISTORY Christmas 1971 Date of issue: 13 OCTOBER 1971 The Post Office first issued Christmas stamps in 1966, so by 1971 such stamps were expected by the public to use on Christmas mail. It was agreed that a Christmas stamp be issued from the very beginning of discussions on the 1971 stamp programme. The Stamp Advisory Committee (SAC) first discussed the 1971 programme on 21 October 1969 when J R Baxter, a member of the Operations and Overseas Department (OOD) and Secretary of the SAC, proposed stamps marking the bi-centenary of the birth of Walter Scott, the 50th anniversary of the Northern Ireland Parliament and another in the architecture series. It was not until 6 May 1970 that the SAC discussed the Christmas issue deciding on a religious theme and that an air letter would also be issued. INSTRUCTIONS TO ARTISTS On 11 September the Committee agreed the ‘Instructions to artists’, issued to invited stamp designers as a guide to requirements and conditions. On 17 September invitations were sent to John Sutherland Hawes, Julian Gibb and Rauri McLean to submit designs for three special postage stamps and a commemorative air letter to be issued in November 1971. The instructions stated that the stamps were to have a religious theme but this could be either the artist’s own work or depict a religious tapestry or sculpture. Stamps depicting the traditional crib scene, the shepherds, the wise men and the angels had already been issued and so a different approach was required for at least two of the stamps.

The pro- cess of developing new stamps and determining the final stamp design Thas never been addressed in detail in historical literature.1 This article first addresses the stamp-selection process and then looks at the specific case of the Palace of the Governors stamp issued in summer 1960. After sketching the history of the Palace, this work discusses the influence of local, regional, and national groups and politicians, and examines the role of the Citizens’ Stamp Advisory Committee. Special attention is paid to previously unseen images and artwork created by New Mexican artists and used to design the final stamp. This paper sheds new light on the involvement of local, state, and national leaders in a deliberative process that resulted in the issuance of many U.S.
