Event Background 2.1. The Hong Kong Cyclothon was debuted in 2015 in the theme of “Sports for All” and “Exercise for a Good Cause”. Over the past years, the event attracted more than 20,000 local and overseas cyclists to participate in various cycling programmes, as well as professional cyclists from around the world to compete in the International Criterium Race, which was sanctioned by the Union Cycliste Internationale (UCI) and The Cycling Association of Hong Kong, China Limited (CAHK). The 50km Ride is the first cycling activity which covers “Three Tunnels and Three Bridges (Tsing Ma Bridge, Ting Kau Bridge, Stonecutters Bridge, Cheung Tsing Tunnel, Nam Wan Tunnel, Eagle’s Nest Tunnel)” in the route. 2.3. Besides, all the entry fees from the CEO Charity and Celebrity Ride and Family Fun Ride and partial amount of the entry fee from other rides/ races will be donated to the beneficiaries of the event.

    - 1 - CAVERN MASTER PLAN – INFORMATION NOTE STRATEGIC CAVERN AREA NO. 09 – TING KAU This Information Note describes the characteristics, key development opportunities and constraints of Strategic Cavern Area No. 09 - Ting Kau (the SCVA). It indicates the potential land uses suitable for cavern development within the area, but would not pre-empt other possible land uses put forward by the project proponents with justifications. It also denotes the extent of potential portal locations. The spatial context of the SCVA is illustrated in the Reference Drawing appended to this Information Note. Reference should be made to the Explanatory Statement of the Cavern Master Plan for its background and purposes, as well as the definition and delineation criteria of SCVAs. 1. Location Plan Information Note (SCVA09 – Ting Kau) - 2 - 2. Strategic Cavern Area Details Outline Zoning Plans (OZPs): Approved Tsuen Wan West OZP No. S/TWW/19 Approved Tsuen Wan OZP No. S/TW/33 Area: 82.2 ha Maximum elevation in the SCVA: +418 mPD Minimum elevation in the SCVA: +11 mPD 3. District Context Location The SCVA is located at Ting Kau in the western part of the New Territories. Yau Kom Tau is to the east of the SCVA, Sham Tseng is to the west, Tai Lam Country Park is to the north and Tsing Yi across Rambler Channel is to the south. The SCVA is generally hilly with a maximum elevation of about +418 mPD. The majority of the SCVA, including its northern and central portions, encroaches onto Tai Lam Country Park. Surrounding the SCVA, Ting Kau is a residential area with low-rise residential developments, including Royal Dragon Villa (about 50 m to the south of the SCVA) and a local village namely Ting Kau Village (about 150 m to the southwest of the SCVA).

It indicates the potential land uses suitable for cavern development within the area, but would not pre-empt other possible land uses put forward by the project proponents with justifications. It also denotes the extent of potential portal locations. The spatial context of the SCVA is illustrated in the Reference Drawing appended to this Information Note. Reference should be made to the Explanatory Statement of the Cavern Master Plan for its background and purposes, as well as the definition and delineation criteria of SCVAs. 1. District Context Location The SCVA is located at the southern portion of Tsing Yi Island, which is situated to the west of Kwai Chung and Tsuen Wan. It occupies the areas of Nam Wan and Nam Wan Kok. Sai Shan is to the north of the SCVA, Chun Fa Lok is to the east, and the coastal areas facing Ma Wan Channel is to the south and west. The SCVA is generally hilly with a maximum elevation of about +334 mPD. Within the SCVA, Tsing Yi South Fire Station is located at the western portion, Tsing Yi South Fresh Water Service Reservoir and an ex-chemical works are located at the southern portion.

    Chapter 10 Tuen Mun Road Tuen Mun Road INTRODUCTION 10.1 Tuen Mun Road was designed during the period between the late 1960’s and the early 1970’s as a high capacity dual three-lane carriageway connecting Tsuen Wan with Tuen Mun. Construction of the 15 km long carriageway commenced in 1974 and was completed in 1983. Since completion, a number of improvement works have been carried out to enhance the road to meet the growing needs. A general layout of the Tuen Mun Road, from south of Tuen Mun Town (Wong Chu Road) to Tsuen Wan Road, is shown in Figure 10.1. Figure 10.1 – Layout of Tuen Mun Road 113 Chapter 10 10.2 The section of Tuen Mun Road where the July incident occurred was widened in the mid 1990’s to accommodate the slip road leading to the Tai Lam Tunnel approach road of the Tsing Long Highway. The Panel notes that the location of the July incident is not an accident blackspot. Prior to the July incident, there was no history of any fatal or major traffic accident at this location. 10.3 In order to assess the safety performance of Tuen Mun Road, the Panel has reviewed the accident statistics of the road for the past ten years (1993 - 2002). The Panel then examined in depth the traffic engineering standards adopted and management measures implemented along Tuen Mun Road. The Panel has also studied carefully public suggestions to enhance the safety of Tuen Mun Road. Where appropriate, the Panel has made recommendations for further improvements on the basis of these suggestions.
