Photo 430-3 (40) ISLAM IN AFGHANISTAN In mediaeval times, the territory now known as Afghanistan generally formed part of the Persian world, both culturally and politically. But while Iran has been predominantly Shi‘ite since the early 16th century, when the Safavid dynasty came to power, the Afghans or Pathans, have continued to be Sunni Muslims, like most of their neighbours in the Central Asian republics. In general, Afghan Islam is marked by conservatism, including steadfast adherence to Prayers and invocations. Persian MS. Or. 14257 the Hanafi school of law. Religious leaders have traditionally provided the chief inspiration for resistance to foreign occupation. Popular handbooks of worship and doctrine in the Pashto language include Makhzan al-Islam, by Akhund Darweza (d. 1638), and Rashid al-bayan, in verse, completed in 1716 by Mulla Rashid of Langarkot. The high standards of penmanship and manuscript illumination attained in the 15th to 16th centuries are exemplified in a collection of prayers and invocations, copied in 1512 by Hamid, a calligrapher from Herat. Sufism, or Islamic mysticism, continues to enjoy substantial influence, in cities as well as in rural areas. In most respects, the ideology of the Taliban regime was at the opposite extreme. Eminent religious figures of Afghanistan’s past include scholar-poets such as Khwaja ‘Abd Allah Ansari (d. 1088), whose shrine at Gazurgah outside Herat is still a favourite place to worship, meditate, or just visit; Shaykh Ahmad-i Jam (d. 1141); and Hakim Sana’i of Ghazni (d. ca. 1131). The mosque and tomb of Ghulam Husayn Hazratji, a 17th century saint, at Kandahar attracted many visitors.

    THE INSTITUTION OF ROYAL ENGINEERS PROFESSIONAL PAPER 2009 No 1 The Bala Hissar of Kabul Revealing a fortress-palace in Afghanistan by Brigadier C W Woodburn The Institution of Royal Engineers has been undergoing a number of changes recently, to meet the professional needs of members of the Corps of Royal Engineers. Whilst we are shaping the Institution for the future, we still wish to retain our strong links with the past. So it is not inappropriate that this monograph, the first of a new series of Professional Papers Royal Engineers, has a heritage theme. Brigadier Bill Woodburn, a former Royal Engineer, has for many years been studying historic fortified architecture in Europe and Asia. In this paper he examines the premier fortress-palace of Afghanistan, the Bala Hissar of Kabul, with which Royal Engineers were involved in the two Anglo-Afghan wars of the nineteenth century. Drawing on European archives, particularly the resources that this Institution holds in its Museum and Library, a clear description emerges of what that fortress-palace was like before much of its structure was lost. The paper is enhanced with reconstruction drawings by Ian Templeton, an architect who also served in the Royal Engineers during his National Service. Currently the Royal Engineers are again involved in Afghanistan; this time assisting its government and people. Although that country is rightly looking to the future, it is also trying to preserve aspects of its historic environment. To that end, this paper makes a contribution towards a clearer understanding of a site of central importance in Afghan history; the Bala Hissar of Kabul.

Reading the accounts of previous British and Russian Wars in Afghanistan, I was initially disconcerted with the prevailing view that any outside intervention in Afghanistan constituted a ‘graveyard of empires’. My reservation was reinforced with the brutal experiences of the ‘fighting season’ during the summer of 2009 in southern Afghanistan. Some weeks later I was puzzled when one of my supervisors commented that I was obviously adopting a Namierite approach to history. A considerable time elapsed before I made the connection with Sir Lewis Namier’s innovative history of the eighteenth century British Parliament, based on detailed biographical information for every member, gathered from a wide range of sources. When I arrived in New Zealand in 1989 I met a kindred spirit in the shape of Rex Wright-St Clair. Rex had spent more than three decades collecting data on more than 3000 men and women who had begun practising medicine in New Zealand between around 1840 and 1930. We quickly established we had adopted similar methodologies, utilising what public health officials used to described as “shoe-leather detection” when they were in search of the locus of an outbreak of infection.
