    Howard J. Garber Letter Collection This collection was the gift of Howard J. Garber to Case Western Reserve University from 1979 to 1993. Dr. Howard Garber, who donated the materials in the Howard J. Garber Manuscript Collection, is a former Clevelander and alumnus of Case Western Reserve University. Between 1979 and 1993, Dr. Garber donated over 2,000 autograph letters, documents and books to the Department of Special Collections. Dr. Garber's interest in history, particularly British royalty led to his affinity for collecting manuscripts. The collection focuses primarily on political, historical and literary figures in Great Britain and includes signatures of all the Prime Ministers and First Lords of the Treasury. ARTICLE BILLS OF ATTAINDER Matthew Steilen* ABSTRACT What are bills of attainder? The traditional view is that bills of attainder are legislation that punishes an individual without judicial process. The Bill of Attainder Clause in Article I, Section 9 prohibits the Congress from passing such bills. But what about the President? The traditional view would seem to rule out application of the Clause to the President (acting without Congress) and to executive agencies, since neither passes bills. This Article aims to bring historical evidence to bear on the question of the scope of the Bill of Attainder Clause. The argument of the Article is that bills of attainder are best understood as a summary form of legal process, rather than a legislative act. This argument is based on a detailed historical reconstruction of English and early American practices, beginning with a study of the medieval Parliament rolls, year books, and other late medieval English texts, and early modern parliamentary diaries and journals covering the attainders of Elizabeth Barton under Henry VIII and Thomas Wentworth, earl of Strafford, under Charles I.

December igio r HE finest reproductions in black and white ever produced were those made by the XVIII century mezzotint engravers or more properly "Scrapers". Their work translated the tones and values of the orig­ inals so perfectly that one even feels their color. To arrive at this result it required more than the ordinary mechani­ cal skill; they could not make use of a photograph, as they do to-day to assist them, for this process had not then been discovered. The increasing demand and consequent diminished supply of fine impressions has made it almost as difficult to procure certain examples as it is to secure the original paintings. NOTE—First impressions, Artists Proofs, number of­ ten less than 30 perfect copies, owing to the softness of the copper plates. In this epoch they were not steel faced; the discovery not being made until the early part of the XIX century. Unfortunately, very few historians of sailing warfare have considered sailing warship capability beyond the question of windward performance, and there remains much of significance that is not widely known. With our accepted understanding so dominated by the question of windward performance, it has been all too easy to associate negative connotations with the broader question of sailing warship capability. It is, furthermore, a sad fact that the only characteristics of sailing warship capability that are generally understood are those that are based on a superficial comparison with steamships. A steamship has an engine that provides head or sternway and a rudder that controls lateral movement. It explores a number of trajectories embarked upon by Boydell and his artists in their collective attempt to promote an English aesthetic. It broadly argues that the Shakespeare Gallery offered an antidote to a variety of perceived problems which had emerged at the Royal Academy over the previous twenty years, defining itself against Academic theory and practice. Identifying and examining the cluster of spatial, ideological and aesthetic concerns which characterised the Shakespeare Gallery, my research suggests that the Gallery promoted a vision for a national art form which corresponded to contemporary senses of English cultural and political identity, and takes issue with current art-historical perceptions about the 'failure' of Boydell's scheme. The introduction maps out some of the existing scholarship in this area and exposes the gaps which art historians have previously left in our understanding of the Shakespeare Gallery.
