Introduction Introduction La mobilité ou la migration de la main-d’œuvre est un phénomène commun au cours du développement économique. Dans la plupart des pays en voie de développement, la main- d’œuvre se déplace normalement de la région rurale vers la région urbaine et du secteur agricole vers le secteur non agricole, ce qui définit l’exode rural. L’exode rural dans les pays en voie de développement accompagne leur décollage économique. Dans les années 60-70, le miracle du développement économique des « quatre dragons asiatiques » a confirmé pratiquement la théorie des « stades du développement économique » de Rostow. En Chine, « Depuis la reforme et l’ouverture, la trajectoire réelle du développement économique rapide montre la cohérence étonnante avec la théorie de Rostow »1. Le développement économique et la croissance économique constituent les sujets essentiels des recherches des économistes du développement. Considérant de fait qu’il existe de manière générale un « dualisme » de la structure socio-économique dans les pays en voie de développement, ce qui consiste en un contexte théorique de la recherche de l’économie du développement sur la relation entre le déplacement de la main-d’œuvre rurale et le développement économique. 1 .Dongtao Zou (2009), Chine : 30 ans de réforme et ouverture (1978-2008) , Social Sciences Academic Press (Beijing). 1 Selon Lewis (1954), dans les pays en voie de développement, il y a une coexistence d’un secteur de l’industrie moderne et un secteur de l’agriculture traditionnelle, dont la productivité et les revenus moyens de ce premier sont supérieurs à ce dernier, cela causse la main-d’œuvre rurale excédentaire à se déplacer vers le secteur non agricole. La surpopulation est déjà devenue un problème majeur pour la plupart des nations et, pour les pays en voie de développement comme la Chine, le problème est encore plus dramatique. Le problème de la main-d’œuvre rurale excédentaire constitue un fardeau très lourd ralentissant le décollage économique agricole chinois 2 Les causes en sont très diverses. Certaines sont presque les mêmes que dans tous les pays en développement, comme l'insuffisance de l'épargne, de l'investissement, et une productivité qui n'est pas assez élevée pour fournir des quantités de céréales en surplus. D'autres sont particulières à la Chine. Par exemple, en matière de politique économique et sociale, le manque de prévoyance du plan d'ensemble du gouvernement est évident : - Il a privilégié l'industrialisation et les succès ont été nombreux, mais la Chine subit un grand retard dans le domaine de l’urbanisation ; - Pendant une longue période (de 1949 jusqu'à la fin des années 1960), ont été encouragées les naissances. Les résultats obtenus ont été bons, mais le taux d'analphabétisation à la campagne reste encore très élevé aujourd'hui ; - L’accent a été mis sur la mécanisation agricole, mais l'économie diversifiée en milieu rural a été limitée de façon stricte pendant longtemps. Depuis 1949, en Chine, la superficie totale des terres arables n'a pas beaucoup augmenté, tandis que la population en milieu rural s'est accrue rapidement 3. Jusqu'à fin 1978, on n'a pas pris conscience de la pression de l'importante main-d’œuvre rurale excédentaire, 2. N° 1. 2 parce que l'on travaillait encore en collectivité, en payant peu les paysans, et parce que l'on a limité sévèrement l'exode rural. A cette époque, la main-d’œuvre rurale excédentaire présentait les caractéristiques du " chômage déguisé " : il y avait des paysans qui travaillaient dans les champs collectifs, ne contribuant virtuellement à aucune production. En termes techniques, la productivité marginale du travail, sur une grande étendue est nulle, voire négative 4. A partir de la fin de 1978, on a commencé à appliquer le système de responsabilité forfaitaire au niveau des foyers paysans en milieu rural. Le travail collectif a été remplacé par le travail en famille ou individuel, et les paysans ont retrouvé le droit, dans une certaine mesure, de disposer de leur temps de travail. Dans les champs, il n’y avait pas assez de travail pour toutes les familles. Ainsi, le problème de l'exode rural est apparu brusquement. Pour limiter les effets déstabilisateurs de l'exode rural, les autorités ont encouragé la diversification des activités agricoles et le développement d'entreprises dans les villages, les cantons et les bourgs 5. L'expression de "main-d’œuvre rurale excédentaire" a commencé également à être citée dans les documents gouvernementaux et dans les articles et ouvrages des économistes chinois. Pour trouver des solutions au problème d'excédent de population rurale, les économistes du monde entier ont fait beaucoup de recherches. Lewis a souligné qu'il fallait augmenter l’investissement et la production dans les zones urbaines 6, Myint a indiqué qu’il ne fallait pas négliger l'utilisation de techniques efficaces pour élever la productivité agricole 7 . Parmi les diverses théories, le modèle Fei-Ranis est considéré, par beaucoup d’économistes occidentaux, comme la vérité universelle. 4. NURKSE R. (1973), The economics of the developing countries , Fourth (revised) edition, London, chapter 6. 3 En Chine, dans les années 50, un sociologue a voulu attirer l'attention du gouvernement sur le problème de la main-d'œuvre rurale excédentaire, mais, étant donné la situation politique et économique de l'époque, rien n'a été fait. Au début des années 80, les solutions suivantes concernant le problème de la main-d’œuvre rurale excédentaire ont été avancées par les économistes chinois: - augmenter les rendements et diversifier les activités agricoles pour résoudre ce problème de main-d’œuvre. - encourager les gens à entreprendre des activités économiques non agricoles, comme par exemple, créer des entreprises au niveau des villages, des cantons et des bourgs. C'est ce que l'on appelle en Chine 离土不离乡(" quitter la terre sans quitter le pays "). - chercher des occasions de travailler dans des villes de grande et moyenne importance. Ce modèle est appelé 离土又离乡 (« quitter la terre et village ») et s’est reflété ces dernières années sur le 农民工 (ouvriers ruraux). La Chine est un pays en voie de développement dont la situation actuelle est très particulière. D'abord, la population rurale constitue à peu près 60 % de la population totale et, qui plus est, son niveau d'instruction est très bas. D'autre part, en milieu urbain, il y a beaucoup de " jeunes en attente d'emploi " et de chômage déguisé. De plus, les conditions de logement, les réseaux de transport, et les équipements de base concernant la vie quotidienne des citadins sont très insatisfaisants. Pour résoudre le problème de la main-d’œuvre rurale excédentaire, il ne faut donc pas négliger les aspects suivants : En premier lieu, l'urbanisation et l'industrialisation sont les voies normales du développement des sociétés. La Chine ne peut pas faire exception à ce principe. En ce qui 4 concerne les voies de l'urbanisation, en même temps que des mesures seraient prises pour élargir les espaces de l'emploi dans les grandes villes et les villes moyennes, il faudrait s'appuyer sur les bourgs et les petites villes déjà existants en milieu rural. Il serait intéressant de créer peu à peu de nouvelles villes dans les régions où la densité de l'habitat rural est relativement élevée en vue d'y transférer la population rurale. En ce qui concerne l'industrialisation, il faut prendre en considération le rôle des entreprises rurales qui ont employé en 2009 155.88 millions de personnes 8. En second lieu, maintenant à l'échelle mondiale, il y des pays, comme les Etats-Unis, le Japon, la France et l'Allemagne, par exemple, qui ont déjà complètement réalisé l'industrialisation et l'urbanisation dans leur pays. Egalement, il y a beaucoup de pays comme la Corée du sud, Singapour et le Mexique, qui ont presque atteint la phase finale de développement. En ce cas, nous trouvons qu'il est important d'étudier leurs réalisations. En troisième lieu, pour résoudre le problème de l'excédent de main-d'œuvre rurale, il faut d'abord réformer le système économique en milieu rural afin de centraliser autant que possible les terres, tirer avantage de la modernisation de l'agriculture et augmenter la productivité agricole. En quatrième lieu, il faut mettre l’accent sur l’éducation et la formation de la main- d’œuvre rurale afin d’améliorer leur qualité professionnelle et qualité globale. Il y des éléments différents qui empêchent le déplacement de la main-d’œuvre rurale excédentaire dans le domaine non agricole et le transfert de main-d’œuvre rurale dans les villes. Cependant, nous pensons que le faible niveau éducatif et professionnel constitue le problème essentiel. A la campagne, l’agriculture biologique et le développement durable représentent l’avenir du développement rural. Le problème auquel nous devons faire attention est que si la 8 . Immediately after Xi Jinping assumed the position of party secretary general (PSG), he launched a large-scale top-down antiwaste campaign amongst the Chinese cadre corps. Compared with similar policies announced by Xi’s predecessors, this campaign has distinct features that entail substantial political costs for the PSG. Why did Xi choose this risky strategy? Drawing on recent literature on authoritarian regimes, we argue that, amongst all possible objectives, an authoritarian leader such as Xi can use this type of policy campaign to demonstrate his power. In particular, the inherent importance of informal politics, the recent developments in Chinese politics, and Xi’s personal background have increased his incentive and capacity to signal power by implementing this seemingly risky campaign.

Does democracy foster economic growth? Or is an authoritarian regime in a better position to promote material welfare? The conventional wisdom, as detailed in Adam Przeworski et al (2000), is that the regime type has no impact on economic growth. Democracy neither fosters nor hinders economic development. However, the cases of India and China seem to suggest otherwise. In the past three decades, India—the largest democracy in the world—has sustained a moderate rate of economic growth while China—the largest authoritarian regime— has witnessed an unprecedented period of economic expansion. Using data on economic growth at the state/provincial level from India and China, this study attempts to understand the impact of political regimes on economic development. The chapter will review the literature on regimes and economic development, highlight the contrast in economic growth between India and China in the past six decades, examine the two countries at the state/provincial level, and explore the impact of local leadership on economic development in a comparative framework.     Hainan – State, Society, and Business in a Chinese Province This book examines the complex relationship between the state, society, and business in China, focusing on the experience of the island province of Hainan. This island, for many years a provincial backwater, was given pro- vincial rank in 1988 and became the testing ground for experiments of an economic, political, and social nature that have received great attention from Beijing, in particular the “small government, big society” project. This book provides a full account of this transition, showing how Hainan casts important light on a number of highly topical issues in contemporary China studies: central–local relations, institutional reform, state–society relations, and economic development strategies. It provides detailed evidence of how relations between party cadres, state bureaucrats, businesses, foreign in- vestors, and civil society play out in practice in China today. It argues that despite the liberalization of recent years, especially in the economic sphere, the party state remains the most powerful actor in Chinese society, and that path-breaking reform experiments such as in Hainan remain highly vulner- able due to the central government’s hesitation to commit the resources and unequivocal political support needed for the experiments to be successfully realized. Kjeld Erik Brødsgaard is Professor and Director at the Asia Research Center, Copenhagen Business School. He has held visiting research appointments in China, Singapore, and the US, and is a member of the Advisory Board of the EU-China Academic Network (ECAN).
