This article examines the Valencian and Sardinian third estates' responses to Phillip IV's monarchical power. During his reign (1621-65), the political autonomy ofCagliari and Valencia was the target ofa special pressure by which their statutory powers, which they had enjoyed since medieval times, were systematically sabotaged. At each session of the kingdom's estates, in which Cagliari and Valencia held institutional and political pre-eminence, motives for friction with the Crown were made evident. At the same time, both cities often maintained tense relations with other royal municipalities, which refused to accept that they were interlocutors given preference by the monarchy when the time came to organize tax contributions. The king, in order to divide the estates and weaken resistance to his requirements, promoted this tension. This study of the structure and internal organization of people in the royal estate (of urban representatives) in the kingdoms of Sardinia and Valencia during the middle of the seventeenth century aims to highlight the similarities between the political and social trajectories of corresponding local oligarchies during a period that was crucial in the process of affirming the power of the Hispanic monarchy in each of its territories. However, such coalitions were an exception in the history of the Valencian Autonomy until 2015, which marked a new stage with the so-called El Botànic governments. Which factors explain this change in the Valencian political system? What are the features of such coalition governments? Can this model be applied to other political systems? This paper addresses these and other issues. First, it looks at what led to coalition governments in both 2015 and 2019. Second, it studies the model of coalition government. The hypothesis tested is this: El Botànic is a coalition government whose success in terms of stability and governmental action is framed within a specific Valencian political context.     El gobierno local en la Comunidad Valenciana: situación y perspectivas de futuro* Joaquín Martín Cubas Profesor de Ciencia Política y de la Administración Universitat de València Resumen El artículo analiza la situación actual del poder local en la Comunidad Valenciana. A tal fin el autor introduce el tema con una primera reflexión sobre el papel de los entes locales en un mundo globalizado. Sitúa, en segundo lugar, la problemática analizada en el marco del proceso autonómico español, deteniéndose especialmente en la coyuntura por la que atraviesa actualmente la distribución territorial del poder en España tras algunas importantes reformas de estatutos de autonomía.     Las Cortes y la Generalidad Valenciana durante el reinado de don Martín* M. Rosa Muñoz Pomer Universitat de València INTRODUCCIÓN No es esta la primera ocasión en la que analizo las Cortes y la Generalidad durante el reinado de don Martín. Mi primera aproximación la llevé a cabo en mi tesis doctoral, defendida a mediados de los ochenta. Me planteé en ella sus orígenes y evolución, su régimen administrativo, organización financiera y sus intentos por asumir la representación del reino en los primeros años del siglo xv, defendiendo el sistema foral, participando en las relaciones exteriores e interviniendo en la pro- blemática del reino. Este análisis inicial hizo evidente tres cuestiones: las diputas entre los brazos, en las que los fueros de Valencia y el donativo juegan un especial protagonismo; el enfrentamiento entre la Generalidad y los estamentos por atribuirse la representación del reino, y que la Generalidad, que asume ese papel a principios del siglo xv, no logra consolidarlo ante la oposición, que le presentan la capital, el rey y los propios brazos que le dieron origen. Esta ponencia intenta incidir en esas cuestiones durante el reinado de don Martín, en el marco de mi proyecto investigador «Cortes, fiscalidad y élites urbanas en Valencia, siglos xiii-xvi», proyecto que se concreta en cinco fases y abarca de Jaime I a Fernando el Católico y tiene como finalidad, aprovechando los trabajos prosopográficos que en los últimos años se han llevado a cabo sobre la sociedad valenciana medieval, tratar de identificar y analizar el papel que los síndicos de la ciudad de Valencia juegan dentro y fuera de las Cortes.

It is an interdisciplinary field at the boundary of political science, sociology, ethnology and linguistics. Language policy, unlike many other disciplines of social science, allows the application of its findings, derived from research into practical policies, which increases both its usefulness and attractiveness. Language policy deserves more attention, because it is an important aspect of everyday life, which directly affects all individuals, and affects the future of entire communities. Language policy is closely linked with decentralization processes in many countries. Decentralization is accompanied with the processes of integration, at least in the European area. The integration process takes place for example in the field of economics and politics within the European Union or for example the Council of Europe.
