EUROPEAN PARLIAMENT 2009 - 2014 Committee on Employment and Social Affairs 2009/2116(DEC) 25.2.2010 OPINION of the Committee on Employment and Social Affairs for the Committee on Budgetary Control on the discharge for the implementation of the budget of the European Agency for Safety and Health at Work for the financial year 2008 (C7-0187/2009 - 2009/2116(DEC)) Rapporteur: Ingeborg Gräßle AD\804572EN.doc PE430.900v02-00 EN United in diversity EN PA_NonLeg PE430.900v02-00 2/4 AD\804572EN.doc EN SUGGESTIONS The Committee on Employment and Social Affairs calls on the Committee on Budgetary Control, as the committee responsible, to incorporate the following suggestions in its motion for a resolution: 1. Draws attention to the Court of Auditors’ confirmation that the annual accounts for a budget of EUR 14.9 million fairly present the Agency’s actual financial position as at 31 December 2008 and that the Agency’s operations and cash flows for the financial year 2008 are in accordance with its financial rules; 2. Expresses its satisfaction that the Court of Auditors has declared the Agency’s annual accounts for the financial year 2008 to be legal and regular; 3. Notes the Court of Auditors’ findings in relation to the carry-over of EUR 3 400 000 and hence the artificial decrease in budget outturn, resulting in a reduction in the level of repayments to the Community budget; calls, therefore, in the interests of sound financial management, for the budget forecasts to be adjusted to reflect actual needs; welcomes the further efforts to ensure compliance with the principles of annuality and sound financial management in the future, particularly the undertaking no longer to commit significant funds at the year-end; 4. Expects the Agency to resolve the problem of using a public procurement framework contract beyond its maximum value, in order to give effect to European budgetary law; 5. Notes that, according to the 2008 activity report, 64 persons were employed by the Agency at the end of the year.
