NOTE TO CORRESPONDENTS

The Prime Minister of Italy, Emilio Colombo,, will pay an official visit to United Nations Headquarters on Monday, 22 February, and will be guest of honour at a luncheon given by the Secretary-General, U Thant. The Prime Minister will arrive at the Secretariat entrance at 12;30 p.m., accompanied by Aldo Moro, Minister for Foreign Affairs, and Piero Vinci, Permanent Representative of Italy to the United Nations. He and his party will be met at the Secretariat entrance by the United Nations Deputy Chief of Protocol, Mohamed Tabiti. The Secretary-General will greet the Prime Minister on the thirty-eighth floor, where the two officials will hold a private conversation in U Thant1s office. At 1:15 p.m. the Prime Minister and the Secretary-General will join other guests in the conference room on the thirty-eighth floor, where luncheon will be served. At the conclusion of the luncheon at 2;40 p.m., the Prime Minister will descend to the "quiet room" adjacent to the Security Council Chamber on the second floor, where he will meet with Italian members of the Secretariat. Mr, Colombo will leave Headquarters at J p.m. from the Secretariat entrance.

The Kettering Foundation, as you know, has been following these developments with interest, and Mr. James Read of my staff has been in communi- cation with your Mr. Martin Hill. Dr. Borlaug ivas asked by Alexander Gabriel of the Transfadlo lTawsr Agency how long it would take to begin to correct the imbalance between the surplus of the de- veloped countries and the short agee of the underdeveloped world* In developed countries as the United States of America, enough food is available, but hunger still exists. SCIENTIST OF THE FIELDS Norman Ernest Borlaug

Early yesterday, a slender vigorous deeply tanned man was busily at work overseeing a special harvest of wheat in a Mexican field. Although he was unaware of it, most of the world already knew that he had been named the winner of the 1970 Nobel Peace. Prize. Even when the word reached him, Dr. Norman Ernest Borlaug was determined to finish his day's work before paying much heed to the accolades and interest his selection had stirred.

Despite the vrorld's interest in him as a man whose development

\\ of a new crop strains has eased the plight of its hungry, Dr. Borlaug appears to regard himself mainly as a scientific quarterback, guiding a team of colleagues as swiftly as possible toward intellectual and technological goals. Colleagues in Mexico, where the athletic-looking Dr. Borlaug has has v/orked for 26 of his 56 years, note that he is, indeed a former high- school and college football player given to using football jargon. Like many good quarterbacks, he is described as a charismatic figure whose willingness to engage in punishing physical work and quickness to share credit have earned him the devotion and admiration of his colleagues despite a reputation for brutal frankness and intolerance of inefficiency. ^A Man oh the Move~f

!*-**J To many Mexicans familiar with him, Dr. Borlaug is known as a man on the move. His constant round of travels takes him not only to - 2 -

Campo Atizapan, the site of experimental station he operates as Director v of the International Wheat Improvement Program of the International Maize and Wheat Improvement Center of Mexico, but also to Cuidad Obregon, the site of another station, and stations in India, Pakistan, Turkey and Tunisia. Two years ago, in Ciudad Obregon, which is known as Mexico's wheat capital, a street was named for Dr. Borlaug in recognition of the prosperity his work had helped bring to the area. Having already developed strains of wheat, Dr. Borlaug is now at work improving the improvements. Yesterday at Tizapan de Metepec, about 40 miles from Mexico City, he checked on some of the numerous wheat varieties planted there to determine their resistance to disease, their growth rates and their yield. Dr. Borlaug's familiarity with farm life began in childhood. v. He was born on March 25, 1914, to Henry 0. and Clara Vaala Borlaug on his father's 50-acre farm in Cresco, Iowa. After graduation from the local high school, he entered the University of Minnesota, where he studied plant biology and forestry and won a. bachelor-of-science degree in 1937. In 1940 he was awarded a roaster's degree, and the following year he earned his doctorate, in plant pathology. From 1941 to 1944 he worked as a pathologist for du Pont de Nemours Foundation, taking charge of the wheat-improvement project carried out in cooperation with the Mexican Government. He has been based in Mexico since 1944, as one of several i . Rockefeller Foundation officers assigned to the International Institute i that is supported by the Rockefeller and Ford Foundations, by the U.S. Agency for International Development.f and by other agencies interested in agricultural development. He and his staff of Mexican agronomists and technicians are credited with training more than 180 technicians from 29 countries. Dr. Borlaug is renowned for his loathing of office work, but his taste for the rough life in open country had had some uncomfort- able episodes. Colleagues recalled that during his early years in Mexico he and a close collaborator, Ignacio Narvaes, were stranded for two days in mud. Finally working free, they moved to the. nearest town and entered a saloon, where Dr. Borlaug proceeded to display an undaunted spirit by spending a few hours furnishing a vocal accompaniment for the piano player. Dr. Borlaug, who makes his home in Mexico City, is married to the former Margaret Gibson. They have two married children, Norma and William. The Nobel Prize is one of the many awards and honors bestowed upon Dr. Borlaug. As the University of Minnesota noted when it gave him its Outstanding Achievement Award in 1961, "From his work, many people in many countries will benefit in more abundant food for many years to come." Nobel Peace Prize Laureate for 1970. Dr. Borlaug was honored for his A work in wheat improvement and production throughout the world.

Dr, Borlaug joined the Foundation's field staff in Mexico in

19l4.ll as a plant pathologist and has worked in close collaboration with

Mexican scientists for over 25 years on cooperative research, training, and extension programs dealing with wheat. Improved varieties and production technology developed in the course of this work helped Mexico to achieve self-sufficiency in wheat by 1956. By the mid-1960's Mexico's national average wheat yields had risen from 11.5 bushels per acre

(in 19^3) to over hO bushels, and its own research and other agriculture- related organizations had developed strongly, Interest in scientific wheat production had developed in a number of other nations, in large part a result of the training in Mexico of substantial numbers of their young men and their successful experience in their own countries with careful and extensive tests of the "Mexican wheats." By 1966, it was clear that the time had come for an intensified world-wide cooperative effort to improve the yields of wheat in those many areas where low farm productivity is a fundamental factor contributing to the misery of both rural and urban poor'.

The International Maize and Wheat Improvement Center

(C.I.M.M.Y.T.), an autonomous international research and training — 2 —

institute with an international board of trustees and staff, was established in 1966 by the Ford and Rockefeller Foundations in coopera- tion with the Government of Mexico. U.S. AID now also contributes substantially to its core support and both the United Nations

Development Programme and the Inter-American Development Bank finance significant research and training activities. Dr. Borlaug has been •/ director of CIMMYT's International Wheat Improvement Program since the

Center's creation With his team of scientists from many nations, he has been instrumental in spreading use of the high-yielding, dwarf wheats, and the farming methods that make them succeed, to food- deficit regions of Asia and other developing areas of the world.

The impact of CIMMYT's cooperative work in wheat has been most visible in nations such as India, Pakistan, and Turkey, where the seriousness of the food problem, coupled with the boldness and imagina tion of political and scientific leaders, accelerated the output of this basic food grain at unprecedented rates.

The high honor done an officer of CIMMYT must surely be gratifying to all the organizations supporting it and the institutions in the over fifty nations with which CIMMYT cooperates, and especially the closely allied agencies of the Mexican Government, the Ministry of

Agriculture, the National Institute of Agricultural Research, and the

National School of Agriculture - as well as to Dr. Borlaug's many colleagues and friends in these and other organizations.

I have been most pleased to learn from Professor Gordenker of your interest in possibly coming to Princeton to teach and write follow- ing the completion of your current term as Secretary-General. I feel confident that you would find both the University and the general com- munity here highly congenial, and I have no doubt that our students and faculty would gain much from your presence.

The chief purpose of this note is to register my own strong interest in this matter and to try to arrange an opportunity when I might discuss it with you personally and in more detail. If I could persuade you to visit Princeton for this purpose, it would give you a chance also to look around the Woodrow Wilson School and to meet a few other members of our faculty whose academic interests and activities would tend to make them particularly close colleagues if you join the University.

As you know, Princeton is only about 1-1/4 hours by car from mid- town New York, and I would like to suggest either October 17 or October 24 (both Sundays) as possible dates. It would be nice if you could plan to arrive in time for luncheon, say 12:30, and then we could have some time to visit and tour the University in the afternoon.

If your schedule will not permit a visit here while the General Assembly is in session, I would be very glad to come to New York to carry on the discussion there. Perhaps we could do that over a lunch at The Century Association, if you would let me know a day convenient to you.

AIDS MEMOIRS ' 29 October 1971 The United Nations International School .----- Its Permanent Building and Development Fund Needs The School; The United Nations International School, UNIS, is a School chartered under the lavs of the State of New York but closely tied to the United Nations. Its purpose is to foster an international education principally for -the children of staff members of the United Nations and Missions and Agencies affiliated with it. . In addition, about kd per cent of its enrollment is intentionally made up of children of U.S. nationals drawn from the community at large. The School, its teaching methods and curriculum are highly regarded in academic circles . The Secretary-General of the United Nations appoints six of its Board Members and recommends the appointment of six others. The remaining six are elected by the Association for UillS composed mainly of parents of children in the School. 'Facilities: Since its beginnings twenty-five years ago, the School has been housed in temporary facilities. Intensive efforts over the past ten years to provide a ^permanent facility culminated about a year ago in a critical decision to go forward now. A site has been obtained (by a nominal cost lease from New York City) of the area between the bulkhead and pierhead lines in the East River at 25th Street. In March 1972, a general contractor (John Lowry, Inc.) was awarded a guaranteed maximum contract for the entire construction,, Piling and foundation work has been completed and the steel is expected to be completely erected by the end of November. Occupancy for 1250 students is scheduled for September 1972 -- and we are right on target. -Financing of construction and equipment: The Rockefeller Bros. Fund granted $1.1 million to provide fill for the donated site. The Ford Foundation granted $7^5 million originally for construction and has pledged another $4.0 million to be paid between now and next April. Our cost estimates place the deficit on the building per se at about $2.0 million -- plus the need for an additional $500,000 or so to adequately equip the School. Sven this allows for no cost over-runs. But so far our estimates have held up without change, unbelievable in itself. Even though assisted by a United Nations education grant of up to $1,000, rising costs make it necessary that there be continued subsidization beyond the amounts fees can be expected to bring in to fill the expense gap. With this in mind, the Ford Foundation made it a condition of its large grant that a "development fund" of at least $5.0 million be raised to provide income. We estimate that about $6.5 million is the minimum amount which will produce the annual operating fund supplement required for the School. Toward this $6.5 million requirement, we have $1.0 million in hand; the United Nations General Assembly has pledged another $1.5 million (to be given in instalments during 1972, 1973 and 197^); and Picasso has donated a drawing which has been made into a postal stamp to be sold later this month which is expected to produce $0.5 million.
