Notice to all Owners, Engineer officers, Electro-technical officers and Maritime training providers

Summary Pursuant to the Ministerial directives on organization of education, training and certification of seafarers working on seagoing , 127/2016 and relevant provisions of the STCW Convention, especially chapters I and III, this Maritime instruction sets out and explains the training and certification requirements for the engineer and electro-technical officers of Omani seagoing merchant ships.

This instruction covers; 1 introduction; 2 certification structure; 3 minimum requirements for issuance of certificates; 4 training courses and programmes; 5 seagoing service requirements; 6 DGMA competency assessments; 7 issuance of certificates of competency; and 8 contraventions and disciplinary measures.

Please note that the Revalidation of certificates and endorsements is covered in MI08.

1- INTRODUCTION

1.1 This instruction is applicable to engineer and electro-technical officers who are serving or intend to serve on the seagoing merchant ships and training providers conducting or intend to conduct maritime courses.

1.2 Seagoing means a ship other than those which navigate exclusively in inland waters or in waters within, or closely adjacent to, sheltered waters or areas where port regulations apply.

1.3 STCW Convention means the International Convention on Standards of Training, Certifications and Watchkeeping for Seafarers, 1978, as amended.

1.4 STCW Code means the Seafarers’ Training, Certification and Watchkeeping (STCW) Code as adopted by the 1995 Conference resolution 2, as it may be amended.

1.5 Approved means approved by the Directorate General of Maritime Affairs (DGMA) in accordance with this instruction.

1.6 The term certificate of competency (CoC) used in this instruction means the certificate of competency issued by the Directorate General of Maritime Affairs, except where otherwise specified.

2- CERTIFICATION STRUCTURE

2.1 The following certificate of competency requirements is listed in this instruction;

2.2 Engineering officer certificates of competency will state the following STCW functions:  Controlling the operation of the ship and care for persons onboard (function 3);  Marine engineering (function 4);  Electrical, electronic and control engineering (function 5); and  Maintenance and repair (function 6).

2.3 Electro-technical officer certificates of competency will state the following STCW functions:  Controlling the operation of the ship and care for persons onboard (function 3);  Electrical, electronic and control engineering (function 5); and  Maintenance and repair (function 6).

2.4 The required functions and level of responsibility for engineer and electro-technical officers′ certificates of competency would be;

2.5 The progression charts for engineer and electro-technical officers and the documents that seafarers relevant to their capacity and/or responsibility, must carry while serving onboard seagoing ships are presented in the appendices 1 and 2 respectively.

3- MINIMUM REQUIREMENTS FOR ISSUANCE OF CERTIFICATES

3.1 A certificate of competency as Officer in charge of an engineering watch (unlimited) to be issued to the candidate who; .1 is at least 18 years of age; .2 holds a valid medical fitness certificate; .3 has successfully completed an approved ″Officer in charge of an engineering watch (unlimited) training course″ or ″Diploma in marine engineering training programme″; .4 holds the relevant certificates of proficiency specified in paragraph 3.9; .5 has approved seagoing service of at least; .5.1 6* months which includes onboard training and is documented in an approved training record book; or .5.2 30 months; and .6 is successful in the DGMA oral competency assessment. * In case of combined certificate the applicant should have at least 4 months approved seagoing service on ships with each type of propulsion means (diesel engine, steam turbine or gas turbine) that applying for.

3.2 A certificate of competency as Second engineer officer (unlimited)* to be issued to the candidate who; .1 holds a certificate of competency as Officer in charge of an engineering watch (unlimited); .2 holds a valid medical fitness certificate; .3 has successfully completed an approved ″Second engineer (unlimited) training course″ or ″BSc. in marine engineering training programme″; .4 has approved seagoing service for at least 12** months as officer in charge of an engineering watch; and .5 is successful in the DGMA oral and written competency assessment. * In addition to the second engineer (unlimited) capacity, the Chief engineer (ships of kW<3000) capacity will also be specified in the certificate of competency. ** In case of combined certificate the applicant should have at least 8 months on ships with each type of propulsion means (diesel engine, steam turbine or gas turbine) that applying for.

3.3 A certificate of competency as Chief engineer officer (unlimited) to be issued to the candidate who; .1 holds a certificate of competency as Second engineer officer (unlimited); .2 holds a valid medical fitness certificate; .3 has approved seagoing service as officer in charge of an engineering watch; .3.1 in total not less than 36* months; or

.3.2 in total not less than 24* months, if not less than 12 months has been served as second engineer; and .4 is successful in the DGMA oral competency assessment. * In case of combined certificate the applicant should have at least 18 months on ships with each type of propulsion means (diesel engine, steam turbine or gas turbine) that applying for.

3.4 A certificate of competency as Second engineer officer (ships of kW < 3000) to be issued to the candidate who; .1 holds a certificate of competency as Officer in charge of an engineering watch (unlimited); .2 holds a valid medical fitness certificate; .3 has successfully completed an approved Second engineer (ships of kW < 3000) training course; .4 has approved seagoing service for at least 12* months as officer in charge of an engineering watch; and .5 is successful in the DGMA oral and written competency assessment. * In case of combined certificate the applicant should have at least 8 months on ships with each type of propulsion means (diesel engine, steam turbine or gas turbine) that applying for.

3.5 A certificate of competency as Chief engineer officer (ships of kW < 3000) to be issued to the candidate who; .1 holds a certificate of competency as Second engineer officer (unlimited); or .2 fulfils the following; .2.1 holds a certificate of competency as Second engineer officer (ships of kW < 3000); .2.2 holds a valid medical fitness certificate; .2.3 has approved seagoing service as officer in charge of an engineering watch of not less than 24* months; and .2.4 is successful in the DGMA oral competency assessment. * In case of combined certificate the applicant should have at least 12 months on ships with each type of propulsion means (diesel engine, steam turbine or gas turbine) that applying for.

3.6 A certificate of competency as Electro-technical officer to be issued to the candidate who; .1 is at least 18 years of age; .2 holds a valid medical fitness certificate; .3 has successfully completed an approved ″Electro-technical officer training course″ or ″Diploma in marine electronics engineering training programme″; .4 has approved seagoing service of at least; .4.1 6 months which includes onboard training and is documented in an approved training record book; or .4.2 30 months; .5 holds the relevant certificates of proficiency specified in paragraph 3.9; and .6 is successful in the DGMA oral and written competency assessments.

3.7 Seafarers may be considered by the DGMA to have met the requirements for certification as Electro-technical officer if they; .1 have served in a relevant capacity on board ships powered by main propulsion machinery of 750 kW propulsion power or more engaged in unlimited voyages for a period of not less than 12 months between 01.01.2007 and 01.01.2012; .2 hold valid medical fitness certificate; .3 hold the relevant certificates of proficiency specified in paragraph 3.9; and .4 are successful in the DGMA oral and written competency assessments.

3.8 Holders of certificate of competency issued by another state may apply for higher capacity certificate of competency provided that they hold a valid certificate of competency issued by a state which its name is included in the IMO circular MSC.1/Circ.1164, latest revision, as state that has given full and complete effect to the provisions of the STCW Convention and fulfil the applicable requirements set out in paragraph 3.2, 3.3, 3.4 or 3.5.

3.9 The certificates of proficiency required for the issuance of certificates of competency are as specified in the table below;

4- TRAINING COURSES AND PROGRAMMES

Approval of training courses

4.1 The training courses/programmes required for the issuance of certificates should be approved by the DGMA in accordance with the provisions specified hereunder.

4.2 The criteria set out in this section for the approval of training courses/programmes are in addition to the general educational standards/requirements of the relevant ministry (Ministry of Higher Education or Ministry of Manpower) which has approved the establishment of the training provider (centre, institute, college).

4.3 Training courses/programmes to be approved should be structured in accordance with written programmes, including such methods and media of delivery, procedures, course material, and examination criteria as are necessary to achieve the defined objectives and prescribed standard of competence. The Criteria for evaluating competence specified in the STCW Code, relevant table of standards of competence, column 4, should be used by the training provider for conducting examination.

4.4 Training courses/programmes to be approved should be conducted, monitored and evaluated by persons who; .1 have an appreciation of the training programme and an understanding of the specific training objectives for the particular type of training being conducted; .2 are qualified as set out in the Appendix 3 to this instruction; .3 have received appropriate training in instructional techniques and assessment methods and practices; and .4 if conducting training using a simulator: .4.1 have received appropriate guidance in instructional techniques involving the use of simulators, and .4.2 have gained practical operational experience on the particular type of simulator being used.

4.5 To ensure learning outcomes can be successfully delivered a classroom attendance rate of at least 80% is required. Training providers may set a higher rate of attendance.

4.6 When conducting mandatory simulator-based training, simulators used should comply with the performance standards and other provisions specified in section A-I/12 of the STCW Code.

4.7 The maritime training providers shall have implemented a Quality Standards System in accordance with provisions of regulation I/8.1 and section A-I/8 of the STCW Convention and Code which at least covers the following activities; .1 designing and conducting training courses/programmes, including training equipment/facilities; .2 monitoring and reviewing training courses/programmes; .3 employing instructors; .4 enrolling trainees; .5 conducting examination/assessment; and .6 issuance of certificates.

4.8 Blended method of training (class-room attendance and distance learning or e-learning) would be approved provided that; .1 the distance learning/e-learning programme complies with the provisions of STCW Code, section B-I/6, paragraphs 7 to 11;

.2 at least 25% of the training course/programme conducted as class-room attendance; and .3 the final examination/assessment is conducted in the training provider's premises.

4.9 The training provider requesting approval of training course(s)/programme(s) set out in paragraphs 4.10 to 4.13 shall complete the form 65 on ″Application for approval of training courses″ and along with required supporting documents submit them to the DGMA for consideration.

Training courses/programmes

4.10 The ″Officer in charge of an engineering watch (unlimited) training course″ and ″Diploma in marine engineering training programme″ should at least cover the provisions of Section A-III/1, paragraphs 1, 3 to 7 and 9 of the STCW Code. The workshop skills training part of the training course/programme should be at least 6 months.

4.11 The ″Second engineer officer (unlimited) training course″ and ″BSc. in marine engineering training programme″ should at least cover the provisions of Section A-III/2, paragraphs 1 to 7 of the STCW Code.

4.12 The Second engineer officer (ships of kW < 3000) training course should at least cover the provisions of Section A-III/3, paragraphs 1 to 7 of the STCW Code.

4.13 The ″Electro-technical officer training course″ and ″Diploma in marine electronics engineering training programme″ should at least cover the provisions of Section A-III/6, paragraphs 1, 3 to 5 of the STCW Code. The workshop skills training part of the training course/programme should be at least 6 months.

Training certificate issued by another state

4.14 Training certificate issued by another state which its name is included in the IMO circular MSC.1/Circ.1164, latest revision, as state that has given full and complete effect to the provisions of the STCW Convention may be accepted for issuance of first certificate of competency by the DGMA and only for one time. This paragraph is not applicable to the Non-Omani candidates who are holding certificate of competency issued by another state (paragraph 3.8).

5- SEAGOING SERVICE REQUIREMENTS

5.1 Seagoing service is defined as time spent onboard a ship, relevant to the issue of the certificate being applied for or revalidation of an existing certificate.

5.2 Seagoing service required for issuance or revalidation of certificates should be relevant to the certificate being applied for, bearing in mind that, apart from the initial familiarization with service in seagoing ships, the purpose of such service is to allow the seafarer to be instructed in and to practice, under appropriate supervision, those safe and proper seagoing practices, procedures and routines which are relevant to the qualification applying for.

5.3 Seagoing service must be performed in the and at least 6 months of the qualifying seagoing service must have been performed within the 5 years preceding the date that application is received by the DGMA.

5.4 Seagoing service may be performed on vessels of any flag.

5.5 Seagoing service will be reckoned from the date of engagement to the date of discharge from a ship. A month is defined as a calendar month or 30 days if made up of periods of less than one month.

5.6 Service on board ships laid up in port, dock or under construction or an anchorage may be counted in part towards qualifying seagoing service, and claims in this respect shall be supported by statements signed by the chief engineer and master of the vessels served on, certifying that the duties carried out were appropriate to be counted towards seagoing service. The accepted seagoing service in aforementioned conditions will not exceed 3 months in total.

Requirements for seagoing service

5.7 Seagoing service must be performed on merchant ships of not less than 300 kW propulsion power proceeding to sea. Proceeding to sea means voyages in waters beyond the port limits.

5.8 Applicants for an unlimited Officer in charge of an engineering watch CoC, must have a minimum of 3 months seagoing service on vessels of more than 750 kW propulsion power engaged on voyages outside the near-coastal voyages limits, otherwise the CoC will be issued with near- coastal voyages limitation.

5.9 Applicants for chief and second engineer officer CoC should provide proof of watchkeeping service. “Watchkeeping service” is defined as time spent as the duty officer in full charge of an engineering watch in a manned engine-room for no less than 4 out of every 24 hours while the vessel is engaged on a voyage or, designated duty engineer in a periodically unmanned engine-room.

5.10 At least 12 months of required seagoing service for certification as chief engineer officer (unlimited) should have been obtained while holding the Second engineer CoC.

5.11 Applicants for an unlimited area chief or second engineer officer CoC, must have a minimum of 6 months seagoing service in a watchkeeping capacity, on vessels of more than 750 kW propulsion power engaged on voyages outside the near-coastal voyages limits, after had obtained the existing certificate. Otherwise, the CoC will be issued with near-coastal voyages limitation.

5.12 Applicants for an unlimited chief or second engineer officer CoC, must have a minimum of 6 months seagoing service in a watchkeeping capacity, on vessels of more than 3000 kW propulsion power engaged on voyages outside the near-coastal voyages limits, after had obtained the existing certificate. Otherwise, the CoC will be issued with 3000 kW propulsion power and/or near-coastal voyages limitation(s).

5.13 Applicants for an Officer in charge of an engineering watch CoC are required to produce a statement from the Chief engineer officer under whom they served, stating that they have performed engine-room watchkeeping duties under the supervision of the Chief engineer officer or a qualified engineer officer for a period of not less than 6 months.

5.14 Trainee engineering or electro-technical officer, before being eligible for a reduction from 30 months to 6 months seagoing service (paragraphs 3.1.5.1 and 3.6.4.1), must produce evidence that they have followed an approved on-board training programme, and that all service onboard ship was performed in a satisfactory manner. They must complete an approved Training Record Book (TRB) and obtain a letter from their training provider confirming the programme they are following.

Required documentary evidence

5.15 Documentary evidence of seagoing service for each certificate applied for should be submitted. Proof of seagoing service must be documented by both Seamen′s passport or SID′s entries and shipping company testimonials. The testimonials must include details of seagoing and watchkeeping service as applicable.

5.16 The testimonial for engineer officers shall at least contain; (i) a statement from the chief engineer/company, stating that the applicant performed engine- room watchkeeping duties for at least 4 hours in every 24 hours' service; (ii) period of service; (iii) nature of voyage (unlimited or NCV); (iv) ship′s propulsion power and type; (v) nature of duties performed; (vi) leave of absence while still on employments; and (vii)number of days ship is laid up in port, dock, under construction or in anchorage, if applicable.

5.17 Service in the specialized ships listed in the table below will be counted towards the qualifying seagoing service required for a CoC subject to the conditions stated in above paragraphs 5.2 to 5.16, as applicable.

For officers applying for higher level Certificates of Competency, service can be counted up to a maximum of 50% towards the total required seagoing service.

6- DGMA COMPETENCY ASSESSMENTS

6.1 The competency assessment(s) that each candidate for obtaining the certificate of competency should attend and the relevant pass marks are set out in the bellow table;

Notes: 1 Marine diesel engine assessment is compulsory for those candidates that wish to work only on ships fitted with diesel engine. 2 Marine steam turbine assessment is compulsory for those candidates that wish to work only on ships fitted with steam turbines. 3 Candidates for Second engineer officer CoC wishing to work both on ships fitted with diesel engine and ships fitted with steam turbines propulsion means must pass both Marine diesel engine and Marine steam turbine assessments. 4 The candidates for Chief engineer officer CoC who are holding certificate of competency issued by another state as set out in paragraph 3.8 shall, in addition to the oral assessment also attend second engineer officer’s written assessments.

6.2 The candidates would be eligible to attempt in the DGMA competency assessment(s) when all other requirements for certification set out in section 3 have been met by the applicant.

6.3 The result of each competency assessments is valid for 12 months from the assessment date.

6.4 Where during an oral examination a candidate exhibits a lack of basic competency across the syllabus or makes fundamental errors in areas of safety, the examiner may impose a seagoing service penalty of maximum 6 months which the candidate must complete before re-sitting the examination.

6.5 The Maritime Guidance MG04 specifies and clarifies the schedule, conditions and minimum syllabuses for written and oral examinations conducted by the Directorate General of Maritime Affairs that leads to issuance of certificates of competency.

7- ISSUANCE OF CERTIFICATES OF COMPETENCY

7.1 The certificates of competency will be issued by the DGMA to the eligible candidates, following verification of the authenticity and validity of any necessary documentary evidence, with a maximum validity period of 5 years from the date of issue.

7.2 The certificates of competency will be issued using the format specified in the section A-I/2, paragraph 1 of the STCW Code, in Arabic and English languages.

7.3 The applicant shall complete the form 62 on ″Application for issuance of certificates″ and along with required supporting documents submit them to the DGMA for consideration.

8- CONTRAVENTIONS AND DISCIPLINARY MEASURES

8.1 The DGMA would impart impartial investigation of any reported incompetency, act, omission or compromise to security that may pose a direct threat to safety of life or property at sea or to the marine environment, by the holders of certificates of competency issued by the DGMA in connection with their performance of duties related to their certificates.

8.2 In cases where the DGMA discovers that a person has obtained a certificate by fraud or, obtained by forged certificates an engagement to perform any function or serve in any capacity to be performed or filled by a person holding a certificate or endorsement, the DGMA would direct the case to the public prosecutor so that the persecution and punishment can be carried as per the Omani criminal law. Additionally, the relevant certificate would be cancelled or withdrawn by the DGMA.

APPENDIX 2 Documents that engineer and electro-technical officers relevant to their capacity and/or responsibility must carry while serving onboard seagoing ships

.4 Masters, chief engineer officers, chief mates, second engineer officers and every person assigned immediate responsibility for embarking and disembarking passengers, loading, discharging or securing cargo, or closing hull openings on board ro-ro passenger ships shall have completed approved training in ‘passenger safety, cargo safety and hull integrity’.

5 All seafarers serving on the ships subject to the IGF Certificate of proficiency in basic Code training for service on ships subject to the IGF Code 6 Engineer officers, including gas engineers serving on Certificate of proficiency in the ships subject to the IGF Code advanced training for service on ships subject to the IGF Code 7 Every seafarer who is designated to undertake one or Certificate of proficiency relevant to more of the following tasks/responsibilities onboard the task/ responsibility ship: .1 to be in charge of fast rescue boats; .2 to be in charge of medical care; .3 to perform as the ship security officer; or .4 to perform security duties, including anti-piracy and anti-armed-robbery-related activities.
