PREVIOUS MINUTES (5TH AUGUST 2010) Add Ross Edwards to Apologies. Add SWTRA to Agenda Item 5. 4. MATTERS ARISING 4a. Meeting had taken place between Virgin Media and RCT, Caerphilly and Torfaen. 4b. The meeting was reminded that replies were required to all coordination requests. ACTION: Works Promotors 4c. Works promoters were reminded to liaise with Authorities in relation to ‘set up’ works/compounds that affect the highway. ACTION: Works Promotors 4d. Registration Notices/FPNs – issue between Caerphilly and WWU to be resolved by Welsh HAUC Co-Chairs. 4e. Revised Duration Estimate (RDE) notices Welsh HAUC Guidance Note to be produced. 4f. DCWW work in Welsh Street, Chepstow, completed on time. 4g. Network Rail to review the use of ‘Road Closure’ forms. ACTION: MB 4h. Fire Service Senior Management had written to RCT over the chaos caused by un-coordinated road works. Improvement has been noted. 2 5. WORKS CO-ORDINATION 5a. Blaenau Gwent – no reported conflicts. 5b. Caerphilly – schedule had been circulated. Meeting arranged with WWU to resolve possible conflict. 5c. Merthyr Events :- 5th November – Firework displays 19th November – Xmas Lights 7th November – Aberfan Major Works planned for the Lower Valley areas, Utilities with any planned works for this area were requested to contact the H.A. 5d. Monmouthshire – schedule circulated, disappointing number of returns, ‘NIL’ returns required, where appropriate. BT – actual start dates required. ACTION: BJ Armistice Day – Sunday 14th November only emergency works allowed (stop works at 10.55am for 10 minutes) ACTION: Works Promotors Xmas Events – only emergency works (or as agreed with the HA) on TS roads between 25th November 2010 to 3rd January 2011. 5e. Newport City All conflicts resolved outside of meeting. DCWW requested to repair leak at Clytha Park Road, Newport as re-surfacing works are about to start. ACTION: SH/GB 5f. RCT All conflicts resolved. Hard copies available of schedule. 5g. Torfaen No conflicts. 3 5h. Vale of Glamorgan - New cemetery in Barry, major roadworks involved, WPD to meet HA. - Dinas Road, Penarth, WWU will be granted no further extensions, S74 charges applicable as of the 8th November 2010. - The benefits of utilities working with the HA were given. 5i. SWTRA - Schedule issued on the 28th September 2010, ensure planners see this. ACTION: Works Promotors - Protected routes are available on website. - Hardwick Hill, Chepstow – good co-ordination between WWU and DCWW. - Armistice Day – no works except ‘emergencies’. - Section 58 information on website. 6. BT/OPEN REACH Issues addressed under the Agenda items. 7. REPORTS 7a. SH gave an update on HAUC (UK) and Welsh HAUC (formal minutes to be circulated). ACTION: SH 7b. WAG (MY) - SROH – consultation to take place in Wales. - All Codes of Practice under review. - It is likely that WAG will delegate the approval of multi-phase traffic lights to SWTRA/NWTRA/MWTRA 4 8. PERFORMANCE REPORTS All Utility performances within guidelines except Newport City/WWU, Newport to monitor WWU’s performance. 9. AOB 9a Powys and Ceredigion to combine to form the ‘Mid Wales HAUC’. 9b. WPD query – the SE Wales HAUC confirmed that if a street was not designated as Traffic Sensitive on the Gazetteer, then a Utility (who had served the correct notices) should not be instructed to leave a street because the Highway Inspector thought the Street was Traffic Sensitive. 9c. Caerphilly concerned over the 36 day response to Section 81 for BT. ACTION: BJ 9d. Steve Salter (Ambulance Service) stressed the need for adequate access for ambulances at all times. The need for good communication was emphasised and the HA side was thanked for providing co-ordination details. 9e. Outstanding S72 in Porth. ACTION: BJ 9f. - SWTRA issues: Slow response by BT to S81 eg A4042. Traffic light applications need to be submitted and concerns raised over the apparent lack of planning in relation to S81s. AC to provide BJ with examples ACTION: AC/BJ - BT had issued 186 notices since April 2010 of which 56 were cancelled, BT to investigate. ACTION: BJ - WWU – assured a job was on RCT road but was on SWTRA’s network. ACTION: GB - AC stressed the need to respond to e mails. ACTION: Works Promotors - Utility side reminded that when requested to meet with a route stewart, this should happen before work commences. ACTION: JUG Side 5 - Noticing for Sunday Works, put on notice start/ complete same Sunday. ACTION: GB/WWU - Reminder: to minimise delays in relation to the application to put up multi phase traffic lights, a location plan and timing of sequences required with application. - General Point: ‘Road Closures’ – should/could they be in the ‘Events’ section of the coordination Schedule - HA side to review. ACTION: JAG Side - DB reminded the HA side to ensure that all co-ordination details were sent to Fire Service HQ not just to local Fire Service contact. ACTION: JAG Side 10. DATE OF NEXT MEETING 3RD February 2011 (then 5th May 2011, 4th August 2011 and 3rd November 2011) 6 .
