PREVIOUS MINUTES (4th November 2010) N/A 4. MATTERS ARISING 4a. The meeting was reminded that replies were required to all coordination requests (even if ‘Nil Return). ACTION: Works Promoters 4b. Works promoters were reminded to liaise with Authorities in relation to ‘set up’ works/compounds that affect the highway. ACTION: Works Promoters 4c. Network Rail update – Road Closure Forms HAUC working group asked Network Rail to trial a new road closure form, as a national company. Only Scottish HA’s embraced this, Welsh HA’s didn’t adopt the form as it didn’t include everything they required. SH will ask for update in HAUC and WHAUC for guidance. ACTION: SH 4d. BT Schedules – now resolved, no longer putting original dates on schedules 4e. Armistice Day – Reminder given to all DCWW to down tools, no issues 4f. DCWW/Newport Council Clytha Park Road leak – now completed (14/02/2011) 4g. SWTRA – Works Promoters are reminded to look at the schedules of works provided ACTION: Works Promoters 4h. HAUC and WHAUC minutes to be circulated when received 4i. Caerphilly Council raised concerns over BT’s response times to s81’s, BT’s approach is once they have the s81 they take responsibility and will do the work when they can fit it in. HA’s don’t agree, they have duty of care and responsibility remains with HA’s even after sign/cones are placed on site. To be discussed outside of meeting, and SH will look at a WHAUC advice note. HA’s are carrying out inspections and work hasn’t been done which is resulting in abortive visits. ACTION: SH 4j. S81 in Porth still not completed ACTION: BJ 4k. SWTRA – BT s81 have been done, but are having a high volume of cancellations. Action for WJUG as there is a high cancellation rate for all utilities ACTION: SH - WWU works being undertaken on verge of a470, near Dynea Road, Rhydefelin – SWTRA need a notice - AC reminds all Utilities that a response is required to Works Comments sent, and when requested site meetings must be held. - Sunday works and WWU – all resolved - Road Closures – should these be included on the events section – HA’s asked for feedback ACTION: JAG side 4l. WHAUC to look at how Coordination is managed ACTION: SH 5. WORKS CO-ORDINATION 5a. Blaenau Gwent – no reported conflicts. 5b. Caerphilly – schedule had been circulated. Some conflicts identifies with WWU to be resolved outside of meeting 5c. Merthyr Events - no reported conflicts Local events – Farmers Market on the High Street throughout March and April 5d. Newport City - All conflicts resolved outside of meeting. 5e. RCT - All conflicts resolved. 5f. Torfaen – No reported conflicts 5g. VOG – Conflict with WWU due to resurfacing, to be resolved outside of meeting Works are ongoing where DCWW and WPD are trench sharing, KE to write report ACTION: KE 5g. SWTRA – no conflicts 6. BT/Openreach Issues Caerphilly CC raised issued previously, these are s72’s which haven’t had JSM’s on, they are having to reissue and some are over 12 months old. BT have delegated JSM’s suppliers, but Wayne Lee states that contractors are unaware of defects (Arvans). Specifics to be provided. Brian Jones to provide and up to date contact list to SH to attach to minutes. SWTRA – cabling works undertaken on Brecon Road, Abergavenny (A40), No response to comments or recent contact with SWTRA representatives prior to works commencement date. Was due to start today (3rd Feb) but a comment has been received saying works have already commenced. BJ to look in to. ACTION: BJ Caerphilly – Poling works using Traffic lights, but this isn’t stated on the notice, there was a gang on site who didn’t speak English. Specifics to be given. Also, Gas as fixing leaks and removing BT covers – WWU and BT to look in to. 7. Reports 7a. WAG Update – Looking into Gazetteer info and updates for identifying the WAG network, there are a few missing USRN’s mainly in Mid and North Wales. 7b. Updated SROH – the consultation to commence Spring/Summer of this year, with a view to bring it into Wales at the end of the year. 7c. SWTRA – WAG Agents are currently under review and SWTRA will not be issuing FPN’s and s74 until this review is completed and implemented. Target date for introduction is April 2012. 7d. RDE’s – SH, MO, JP and MA reviewed comments and timelines. Amended Guidance note sent out to be reviewed by all. Trial in process. 7e. WHAUC produced a new business plan, please review and provide feedback. WHAUC guidance notes need updating. SEHAUC have been tasks with reviewing some of these: Serving Improvement Notices – Caerphilly Council Sharing best practices for works in Highway – SH 7f. MB sat on a Safety Working Group which look at the financial implications of changing Barriers/PPE/Markings on Vehicles, DFT is to re-assess proposals given these financial restrainsts. WHAUC’s response was similar, HA’s and Utilities have been asked for feedback on what the cost would be to bring our resources into line. 8. PERFORMANCE REPORTS All within guidelines 9. AOB 9a. SH asked if anybody was interested in giving a presentation at SEHAUC. 9b. SWTRA – reminder to all utilities to respond to Works Comments by Email/Phone/Return path 9c. Ambulance Service – Traffic Calming Measures on Forge Lane, Newport are too severe, and a request to liaise with the Ambulance Service before implementing where possible. 9d. Road Closures – MY not happy with current WAG processes, under review to try and improve. 9e. S58 notices – Caerphilly find that these are being ignored, SH suggested that ideally these should be on the gazetteer. Utilities to review how we would like to receive them ACTION: Utilities 10.
