Residents are kept informed about what is happening in West Ewell and Ruxley through our four monthly newsletter, which is distributed, free of charge to every residence in each ward. She also represents the Borough as Chairman of Ruxley Police Panel. West Ewell and Ruxley Residents’ Association (WERRA) began in 1956 so that the people of West Ewell could have an independent voice within the Borough of Epsom & Ewell. West Ewell and Ruxley Ward Councillors are four of the twenty six Independent Residents’ Association Councillors in , and form the majority group in the Council Chamber. We believe that:- • local decisions about local issues should be made by local people who do not have a political party agenda to fulfil and are truly independent. • you, the resident, should be able to tell us what concerns and affects you (and not just at election time!). • national party politics are not suited to addressing the wishes and needs of individuals and communities, and, as a result, Epsom & Ewell Borough Council has a unique place in the political landscape of the country. We know that:- • your local Residents’ Association and elected Councillors will do their best to advise and represent everyone. • we can’t promise that you will always get the results you want. Our Borough Council does not have power over issues managed by Surrey County Council such as transport, roads and schools, or central government policies such as housing and building policy. As it’s the start of a new year, we are looking to collect the annual subscription from residents. As a voluntary organisation, we are dependent on your contribution in order to cover our ongoing running costs. The WERRA subscription for 2012 is £2 per household – the cost of just one Sunday newspaper! Your £2 will help enable us to: • Promote and support independent candidates in both the Borough and County Council elections, and help cover the costs associated with running an election campaign and producing election material. • Continue to provide the WERRA magazine to all households. • Support local residents with local issues that directly affect them and represent them at Borough and County Council level. • Pay for the costs of informing and canvassing opinion from all residents about key local topics, such as any proposed planning developments and public transportation provision that may directly affect them and their families. • Organise and conduct public meetings when specific issues demand special attention. Epsom & Ewell is the only Independent Council in England and as a result has a unique place in the political landscape of the country. We believe that local decisions, about local issues, should be made by local people who do not have a political party agenda to fulfil and are truly independent. 4 SECRETARY’S NOTES Clarendon Park. We are pleased that Keith Partridge, of Mackenzie Way has offered to co-ordinate the delivery of our newsletters to the residents and assist in the collection of annual subscriptions. Keith has been attending WERRA meetings over the last 4 months and he has already brought parking concerns to the attention of the committee and Jan Mason, the RA ward and County Councillor as well as sharing his thoughts about general issues affecting residents. Keith and Ben Frost, who lives and delivers newsletters in Jasmin Road, have both agreed to join the committee, representing residents in Ruxley ward and this will be endorsed at the AGM on April 20th. An article written by Keith about Clarendon Park appears elsewhere in this newsletter. New Residents A warm welcome to residents in the new homes in Plough Road. If you need any information or advice your West Ewell Ward Councillors or committee members will be pleased to assist in your inquiry. Meanwhile enjoy reading your free four monthly magazine! From March 2012 new residents who go onto the Borough Electoral roll will receive a letter from their RA Councillor(s) and a Welcome leaflet telling them about relevance and uniqueness of independent local politics in Epsom and Ewell and how they can get involved. 6 Diamond Jubilee Celebrations A number of roads have applied for closures in order to hold a Diamond Jubilee event with friends and neighbours. Let’s hope the weather is fine and that everyone has an enjoyable time. Two Borough ‘Tidy up’ days are being organised for Friday and Saturday 25 and 26 May with the help of individuals, schools and Friends groups to ensure the Borough is looking at its best during the summer of celebrations. The Queen’s first function of her Jubilee year is on 2 June, when she makes a private visit to the Epsom Derby. Many local residents are expected to turn out and greet her on her arrival by train and departure by car. ‘Queen watching’ on this day used to be a popular event. Speak to neighbours or give me a call if you want to know where she might be seen! Bakers Field in Chessington Road, West Ewell is one of 6 Borough green areas to be granted the status of a Queen Elizabeth II Recreation Park. A ‘Fun Day’ to celebrate this is taking place on Saturday 11th June. Cllr Lucie Dallen is the West Ewell representative on the Borough committee planning this event. Creating these new recreation areas will ensure that they always remain as such for the use and benefit of residents.

WEST EWELL WARD MATTERS Cllrs Clive Smitheram, Jean Steer and Lucie Dallen Cable Boxes. Recently the cable boxes in and around West Ewell have proved to be an attractive canvas for ‘graffiti artists!’ after the cable companies painted them Dove Grey. The many incidents of graffiti have been dealt with promptly and the Council are discussing the problem with the cable companies in an effort to get the boxes restored to the original colour. Unfortunately, since central government issued a national contract the cable companies are a law unto themselves in deciding their siting and colour apart from those in heritage or conservation areas. Litter The casual disposal of wrappings, drink containers and the like, particularly near our shopping areas creates an unsightly mess and gives the wrong impression. It is the action of a few who affect the environment for the majority. Although our street cleansing dept. have instituted a regular ‘clean up’ it is our collective responsibility to use the litter bins or even take the litter home. The extra work created is yet another drain on resource. Road Repairs. Surrey County Council (SCC) have recently re-surfaced part of Poole Rd, filled in potholes and re-set kerbstones. We still have several areas requiring attention and will continue to press SCC to resolve them. Where kerb stones are dislodged by people parking on the verges/pavements, or where heavy vehicles have mounted the kerb to get by, the cost of replacing or refurbishing these is some £500 per .day It’s your money but we are sure that much better use can be found for it elsewhere!

8 RUXLEY WARD NEWS Chessington Road from Ruxley Lane to the Bonesgate Stream Borough boundary has been identified as a Casualty Reduction Route following 1 fatal and 1 serious accidents in the past 18 months and questions from WERRA meetings about problems affecting this stretch of road. New play area for Gatley Avenue I am applying for funding to provide play equipment that will hopefully improve the area and provide much needed leisure opportunities for children up to 11 years. Cox Lane Centre The popularity of the Soft Play facility for young children at the centre is causing parking problems for some of the other centre users – The Doctors Surgery and Conquest Art (Art therapy for the disabled). Until a permanent solution can be worked out I ask that if, you are fit and healthy and can leave your car at home then please do so, so that the parking opportunities at and near the centre are used by those that need them most. Hook Road Arena. Lessons had been learnt from problems encountered last year and the problems encountered – mainly relating to traffic management and the siting of the funfair, car park and car boot sale area. An action plan had been devised for this year. Events staged at Hook Road Arena are an essential source of income for the Borough. Horton Lane speeding. The casualty reduction officer has agreed, following a request from myself, to carry out a speed survey on this road. Cllr Jan Mason SURREY COUNTY COUNCIL(SCC) NEWS Safer routes to schools. A route had been created to give better access between Blenheim School and Epsom (Stones Road) via a pedestrian underpass. Unfortunately it has also been subject to ‘art work’ which has been reported. Having seen for myself the problems of schoolchildren having to cross Scotts Farm Road on their way to and from schools in the area I have requested ‘Child crossing signs’ outside Poole Road shops and in Scotts Farm Road to alert drivers. A new bridge has been built across the Bonesgate Stream by the stepping stones close to Gatley Green. This will enable residents including schoolchildren, to cross it safely and limit the distance many have to travel, by avoiding parts of Ruxley Lane and Chessington Road. The improvements to the Bonesgate stream area have been much appreciated by everyone who has walked or cycled along this route. The Working Group, of which I am a member, is made up of representatives from Surrey County Council, The Royal Borough of Kingston upon Thames, The Lower Mole Management Project, Rosebery Housing, the Environment Agency and Epsom & Ewell Borough Council. It is led by Stewart Cocker Manager of our Countryside Team. My thanks to everyone who has made the project a success Youth Provision. As of April 1st this will be provided in the Borough by Redhill YMCA and not SCC. The venues affected are Lintons Lane Centre and YOYO (Your Only Young Once) in Epsom, and The Edge, in Rowden Rd, Ruxley where Jon Twigg is now in charge. Following a decision by the SCC cabinet to sell the building which houses the Lintons Lane Youth centre, a suitable venue is being sought to accommodate PHAB, Disability Challengers and other user groups. I am Chairman of the Youth Task group which is overseeing the delivery of youth services in the Borough. I am providing the funding for one of these across the Blenheim Road junction with Longmead Road. This will enable residents including students of , and parents and children from Epsom Primary School to cross this busy junction more safely. A pedestrian crossing is to be provided in Chessington Road at its junction with Riverholme Drive to provide access to residents from the new development of Parkview. Kerbs. Community Pride Funding of £5000 a year allows me to buy in a work gang of 3 members to undertake work (at £495 a day) to do repair work in my division. Subsequently areas needing repair have to be collated (often reported at our WERRA meetings or calls to the call centre) in order to get best value. Road Surfacing. Poole Road and Chesterfield Road will have been completed by the end of March. It has now been confirmed that Plough Road and part of Northcroft Road is on the coming years’ list for re-surfacing – start date as yet unknown. Parts of Belfield Rd, Scotts Farm Rd, Derek, Amis and Gatley Avenues have all been identified as requiring work. I will continue to press for these roads to be attended to. Hard verges. These have now been provided in Stanton Close and Larkspur Way. The soft verges in these narrow cul-de-sacs were constantly being damaged by parked vehicles. Now they can now park ‘2 wheels up’ and so improve access for vehicles such as the refuse lorries. Traffic lights Ruxley Lane/Chessington Road. Recent road works had damaged the detector loops (that activated the lights to change) resulting in ineffective light control. Repairs were completed on 23rd Feb. Additional signal controlled pedestrian facilities tend to slow traffic down as does illegal parking. Parking restrictions. The painting of yellow lines (Phase 6) should be laid by April and these will include parts of Station Avenue and Green Lanes to minimise commuter parking, improve access for residents to and from their properties and to allow emergency vehicles through. Additional measures may be required after consultation with residents. I am now compiling a list to be included for consideration in the Phase 7 consultation. May I respectfully remind residents that it is dangerous to park close to junctions as this can result in vehicles driving on the wrong side of the road and sightlines are obscured. Daffodils Following the success of daffodil planting in Gatley Avenue and Cox Lane more bulbs have been planted in the green area of Jasmin Road. Cllr Jan Mason

12 BOROUGH NEWS Council tax 2012/2013 After a lengthy debate the Borough council has agreed a 2.5% increase in council tax for 2012/2013. This represents an increase of 8 pence per week for the average Band D council tax payer. It was decided not to accept the offer of central government (130K) to freeze the tax for 12/13. To have taken the grant would have led to a £390,000 shortfall (black hole) in council funds over the next three years and would have had a very harmful impact on the level of services we could continue to provide for our residents. The council has already delivered savings in excess of 1 million pounds over the past few years. There will be no cut to services for 2012/13 as we are reaping the benefits of savings we have already made. With inflation over 4% and given the massive reduction we have seen in central government funding it was felt prudent to make this increase to protect services in the future. Triple Celebration 2012 is a very special year for not only are we celebrating the Diamond Jubilee of Queen Elizabeth and the Olympic Games, but it is also the 75th Anniversary of King George VI granting a Charter of Incorporation, thus creating the Borough of Epsom & Ewell. In all this time Epsom & Ewell has been unique in political terms in that the Borough Council has been controlled by the independent Residents Association Councillors. In the last Borough election (2011) the electorate returned 26 Resident Association, 6 Liberal Democrat, 3 Labour and 3 Conservative Councillors, and 5 of the 6 of the Epsom & Ewell County Council councillors Residents Association representatives. The Residents Association system opens up local government to people of all backgrounds. You don’t have to sign up to a national political party agenda and become a card carrying member in order to participate in local politics. Many people don’t have fixed allegiances but in most parts of the country they are effectively excluded from taking part in the political process as a local councillor. It is difficult for them to get in. That is not the case in Epsom & Ewell. If you care about your local community, can commit to the time required and can put political ideology to one side, then the door is open. And since 1937 that door has led to a political majority for the Residents’ Association. Long may it continue. The local and national events over the next few months will give all residents the opportunity to join in the various celebrations. Be it the ‘Big Lunch’, Beacon lighting on Epsom Downs the QEII Bakers Field celebrations and the Borough Celebration day at Hook Road Arena on September 29th. Much debate about ‘blue badge parking’ in the Town Hall car park has taken place. The major issue seems to be that for long periods of time the designated spaces are empty whilst the rest of the car park is full. A review shows that usage is much less during the evening. 13 It has been decided to convert 12 of the 18 current badge spaces to dual use between 4pm and 7pm. The rest of the time the spaces will be reserved for blue badge holders. This action will be reviewed in 12 months’ time. Licensing. The Borough Council, Surrey Police, businesses and residents are working together on redrafting the Licensing Policy to address the incidence of alcohol related anti-social behaviour in and around Epsom Town Centre. This new policy will be presented at the full council meeting in July. Waste collection. Central Government is offering grants to councils to return to weekly refuse collection (there is no indication as how long this grant will be available). The Borough Council, after consultation and feedback from residents, feels that the current arrangements are working well and there is no need make any changes to the collection of residual waste. Any waste that can give rise to smell or health issues is collected weekly. Our officers are continually exploring the ‘market place' to sell our recycled material to defray the cost of collecting waste. Health Provision. The ‘Transformation Board’ is working towards a ‘Foundation Trust’ status for Epsom, Ashford and St Peters Hospitals by 2013/14. The programme is still on target and it is intended to hold a public meeting in April/May to replace the previously cancelled meeting.

PLANNING. Local planning applications relevant to the 2 wards have all been discussed by the committee over the last 3 months. Letters were written by members of the WERRA Committee about the application for notice boards at Horton Golf Club but this was withdrawn by the applicant prior to the planning meeting. Full details of all applications can be viewed on the Borough website or at Bourne Hall and the Town Hall or if you are concerned about how a planning application might affect you then please contact your relevant ward Councillor.

14 CLARENDON PARK Clarendon Park was originally part of the largest Mental Health Trust within the NHS in England. The Trust’s Surrey site was made up of five separate hospitals in total, each having its own particular style of treating mental illness and patient care. Clarendon Park sits on the site previously known as the Long Grove Mental Hospital, or Horton Asylum as it was better known, taking in its first patients during the early part of 1902. The word Asylum’s original meaning being “a place of shelter” which Long Grove provided to its patients for nearly a century, with kindness, fresh air and country views. The emphasis on Long Grove’s treatment revolved around outdoor activities and getting patients out in the fresh air, with many dealing with the chores and routines that made Long Grove self-sufficient. It had its own dairy herd, laundry and a light railway, as well as the ability to grow vegetables and other produce for patients and staff. Over the years as medical science, drugs and medicines improved, there was less need for such outdoor activities and the hospital sites were used less frequently. Finally, the land on which the wonderful stood was sold-on by Surrey NHS to property developers. Clarendon Park’s development was completed about 10 years ago and the first home was occupied in November 1999, according to Land Registry records. The development accommodates something like 297 dwellings with a mixture of newly built houses and apartments, some of which occupy the original historic hospital buildings which were refurbished at that time, looking mighty smart and impressive. As with many modern developments today, it took some time before the roads, street lights and common serviced areas were adopted by Epsom & Ewell Borough Council. But this was finally achieved in November 2009, following a steadfast effort from the Clarendon Park RA*. Residents that move onto Clarendon Park do enjoy the semi-rural location and of being so close to the beauty of the . The redevelopment of what was the Horton Children’s Farm in Horton Lane, soon to be renamed ‘Hobbledown Farm’, is something that all residents within the Ruxley Ward should watch with great interest; as it would be a huge travesty if the farm’s new ‘look and feel’ was not in-keeping with the lovely surrounding countryside and history that the Horton area and Epsom has to offer.
