    Foreword In response to a request from the Government of Kazakhstan, the Government of Japan decided to conduct “The Study on Earthquake Disaster Risk Management for Almaty City in the Republic of Kazakhstan” and entrusted the Study to the Japan International Cooperation Agency (JICA). JICA dispatched a study team headed by Mr. Osamu NISHII of OYO International Corporation in association with Nippon Koei Co., Ltd. and Aero Asahi Corporation during the period from August 2007 to June 2009. In collaboration with Kazakhstan counterparts, the study team conducted the field survey and held a series of discussions with the officials concerned of the Government of Kazakhstan. After the team returned to Japan, further studies were made and then the report was finally completed. I hope that this report will contribute to the earthquake disaster risk management in Almaty city and to the enhancement of the friendship between our two countries. In my study, based on the in-person and online survey of kumis consumers and on in-depth interviews with kumis producers in the two major cities of Kazakhstan, Astana and Almaty, I explore the dynamics of kumis supply chain and customer behavior and discuss how modern- day city dwellers make choices about kumis consumption while imagining the landscape, seasonality, and “natural-ness” of kumis production.     KAZAKHSTAN 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Republic of Kazakhstan’s government and constitution concentrate power in the presidency. Kassym-Jomart Tokayev became president after June 2019 elections that were marked, according to an observation mission by the Organization for Security and Cooperation in Europe’s Office for Democratic Institutions and Human Rights, by election day violations, including ballot stuffing and falsification of vote counts; restrictions on the freedoms of assembly, expression, and association; and “scant respect for democratic standards” overall. Former president Nursultan Nazarbayev enjoys broad, lifetime legal authority over a range of government functions. The executive branch controls the legislature and the judiciary, as well as regional and local governments. Changes or amendments to the constitution require presidential consent. On August 12, in the country’s only national election during the year, the legislatures of oblasts and cities of national significance chose 17 of 49 senators for parliament’s upper house in an indirect election tightly controlled by local governors working in coordination with the presidential administration. The Ministry of Internal Affairs supervises the national police force, which has primary responsibility for internal security. The Committee for National Security also oversees internal and border security, as well as national security, antiterrorism efforts, and the investigation and interdiction of illegal or unregistered groups, such as extremist groups, military groups, political parties, religious groups, and trade unions. The committee reports directly to the president, and its chairman sits on the Security Council, chaired by former president Nazarbayev. Civilian authorities maintained effective control over the security forces. Security forces committed abuses.

They play a deterministic role in supporting societal mobility, economy, and state strategic defence. Current earthquake response practice demonstrates that the railway is better monitored and has a better potential for fast recovery, and as a rule may have less damage compared to other means of transportation. Therefore, railroads might be returned to operational state quicker. Railways in general – especially in regions where the road systems are less developed– can support disaster management very well. The overall objective of this thesis is to developing models and methodology for active adaptive response to earthquake damage to railways. By more detailed definition of this overall objectives the following tasks had been identified: (i) study the role of railway in disaster response, (ii) analysis of the railway damage and recovery processes, (iii) investigation and developing the required models and (iv) creating and testing the concept of active adaptive response management methodology focused on the fast recovery of railroads in accordance with the operational levels. The general model of response is a combination of (i) a probabilistic model of railway system damage caused by earthquake, (ii) a Markov model of damage and recovery, (iii) a probabilistic model of aftershocks, (iv) a statistical model of secondary effects, (v) impact models of management supporting actions and (vi) response process models.

Severe degradation of air quality was observed from the data that were used in this study. Annual averages of PM2.5, PM10, and NO2 concentrations exceeded the WHO annual limits by 5.3, 3.9, and 3.2 times, respectively. The maximum levels were observed in the winter, while the minimum levels in the summer. Winter-to-summer difference was more noticeable for PM2.5 than for other pollutants. The winter pollution peaks demonstrate the high contribution of large- and small-scale coal combustion for heating, which could be exacerbated with lower winds and possible more frequent thermal inversions.

Moreover, generation of methane only worsens the greenhouse gas effect, thereby adversely affecting the global environment. Besides, in Almaty, half of the city’s demand for electricity relies on import and the heat supply is predicted to fall short of its demand in the future.

"Feminita" was created in 2015 as a platform for many other feminist and queer activists in Kazakhstan and focuses on two important tasks: (1) national and international advocacy; (2) research and awareness raising, giving an understanding of human rights, sexuality, identity, feminism, queer theory, and corporeality. Initiative Group AlmaTQ (AlmaTQ) is a trans led community based initiative group. Its main directions of work are community mobilisation and empowerment, social support and trans advocacy. AlmaTQ was formed in 2014. Kazakh (51, 1%), citizen of Almaty city (87, 3%), retiree (50, 7%), was admitted to the Emergency First Response hospital (84, 5%), with diagnosis Miocardial Infarction (heart attack) (65, 7%), in most cases at primary stage (73, 3%), front localization zone (57, 1%), with included hypertension (93, 5%), who was implanted with drug-coated stents (86, 6%), as a rule one stent (80, 6%), with favorable treatment outcome (98, 1%). Data resulting from the study provided the basis of the following medical and social profile of patient underwent CABS in emergence cardiac hospitals in Almaty city: male (76,7%), age group 50-69 years old (77,5%), Kazakh (42,9%), citizen of Almaty city (88,8%), retiree (52,5%), was admitted to the Emergency First Response hospital (78,2%), with diagnosis Miocardial Infarction (heart attack) (60,5%), in most cases at primary stage (65, 8%), front localization zone (55, 3%), with included hypertension (89,4%), who was implanted with 3 drug-covered stents (42%), with favorable treatment outcome (97%).
