Citizens, who conform to requirements, specified in clause 1 (for district and equivalent courts), clause 2 (for regional and equivalent courts) of article 29 of the Constitutional Law of the Republic of Kazakhstan “On the judicial system and status of judges of the Republic of Kazakhstan”, are admitted for participation in the contest. The following documents should be submitted for participation in the contest: 1) Application – is submitted in the name of a Chairman of the Supreme Judicial Council, executed with his/her own hand in a distinct writing, indicating a full name of the Council, home address and contact phones, putting a signature and date. In the application of admission to the contest a contender should indicate what particular vacant judicial position he wishes to hold and the name of a respective court; 2) Personnel record card – is executed with his/her own hand, in a distinct writing. The name of an educational institution is indicated according to a record in the diploma. The time of study in higher and medium educational institutions, military service and part-time work is also included when indicating the information on a labor activity. When enumerating institutions, organizations, enterprises, as well as ministries (agencies, departments), their dislocation points it is required to use their name, which was used during a labor activity of this person. The information on the labor activity of the person should be fully identical to records in a labor book and other documents. When filling in the column “Home address and phone” it is required to indicate the address of an actual residence and phone numbers (mobile, home, working); 3) Autobiography – is

Yuri Rudenko from Almaty Region was the third unregistered Baptist pastor to be jailed for three days for refusing to pay fines for unregistered worship. Baptists point out that this breaks Kazakhstan's Constitution, but officials have refused to discuss this with Forum 18. The jailing took place as Elizaveta Drenicheva, a Russian working as a missionary for the Unification Church (commonly known as the Moonies), was jailed for two years for sharing her beliefs. Other religious believers who strongly disagree with her beliefs, as well as human rights defenders, are alarmed by the jail sentence. "This is a highly dangerous precedent," one Protestant who preferred not to be identified told Forum 18. "It seems to me that any believer who preaches about sin and how to be saved from it could be convicted in the same way." Baptist churches in Akmola region have also been raided and their members questioned, and another Baptist pastor is facing the threat of jail tomorrow (4 February).     Foreword In response to a request from the Government of Kazakhstan, the Government of Japan decided to conduct “The Study on Earthquake Disaster Risk Management for Almaty City in the Republic of Kazakhstan” and entrusted the Study to the Japan International Cooperation Agency (JICA). JICA dispatched a study team headed by Mr. Osamu NISHII of OYO International Corporation in association with Nippon Koei Co., Ltd. and Aero Asahi Corporation during the period from August 2007 to June 2009. In collaboration with Kazakhstan counterparts, the study team conducted the field survey and held a series of discussions with the officials concerned of the Government of Kazakhstan. After the team returned to Japan, further studies were made and then the report was finally completed. I hope that this report will contribute to the earthquake disaster risk management in Almaty city and to the enhancement of the friendship between our two countries.
