Signature: Egidio Farina 4 UNIVERSITY OF SUSSEX Egidio Farina The impact of political and religious leaders on socio-economic outcomes Summary This thesis investigates how political or religious leaders have an impact on several socio-economic outcomes in two different countries, the United States and Italy. In the first empirical chapter I analyse how the race of a politician can have an impact on the incidence of crime. I answer this question by focusing on large US cities, where active participation in the political life of the African-American candidates has undergone a strong upsurge since 1965. In order to deal with the endogeneity of black candidates to city characteristics, a regression discontinuity is used, exploiting the multi-racial elections decided by a narrow margin of victory. The results show that the number of motor vehicles stolen increases considerably the year after the election of an African-American candidate. I investigate, as a possible channel of influence, how police employment responds to the election of a black mayor, finding a negative effect the year after the electoral race. The second empirical chapter studies how electoral outcomes can shape individu- als' migration decisions. Using the Italian mayoral elections data from 2001 to 2014, I study how foreign citizens' internal migration with a regular residency permit in North Italy can be affected by the election of a mayor affiliated to the Northern League (Lega Nord) party, a far-right political movement characterised by a strong federalist, populist and anti-immigration ideology. To deal with the endogeneity of the Northern League to city characteristics, a sharp regression discontinuity is used. Overall the results show that a mayor affiliated to the Northern League party causes an increase in the foreign out-migration rate one year after the election. The third empirical chapter investigates the impact of papal visits to Italian provinces on abortions and live births from 1979 to 2012. Using an event study methodology, we find a strong decrease in the number of abortions following papal visits. This effect commences at about the 3rd month and persists until about the 11th month after the visits. However, we find no significant change in the number of live births. We argue that a fall in the incidence of unplanned pregnancies best explains our results. This fall appears to be concentrated among married women, a demographic that shows the biggest jump in religiosity when the pope visits. 5 Acknowledgements I want to dedicate this thesis to my wife Michela and my son Attilio. Scholars of regionalist mobilisation have focused their attentions largely on the ideal and idealised landscapes that are an integral part of regional mythmaking, noting the ways in which such `representative landscapes' are deployed by regional ideologues to convey belonging and emplace identity. I argue that to understand regionalist mobilisation it is equally important to consider the lived, everyday spaces of the region, spaces within which such regionalist politics are born. In this paper, I focus on the Veneto region in the Italian North East: one of the wealthiest productive areas in Europe but also the site of some of the most reactionary regionalist and localist rhetorics. I explore the links between the transformations in the Veneto's production landscapes over the past decades and the emergence of new political discourses, arguing that it is only through an understanding of the new geographies of production and consumption that structure the Veneto spaceöa space that is increasingly deterritor- ialised and decentred, suspended between its rural past and an unaccomplished urbanisationöthat we can begin to understand fully the region's increasingly exclusionary identity politics, and the ways in which the globalised Veneto citta© diffusa that has made its fortunes on the global market and on global migrants is increasingly reacting against both and finding refuge in hyperlocalised myths of belonging.

    The making of the Padanian Nation: Corruption, Hegemony, Globalization and Legitimacy Sinan Celiksu Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy under the Executive Committee of the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2014 ©2014 Sinan Celiksu All rights reserved ABSTRACT The making of the Padanian Nation: Corruption, Hegemony, Globalization and Legitimacy Sinan Celiksu This dissertation examines the relationship between state failures and state legitimacy in Italy. The study is based on a one-year ethnographic field research in Varese City. The political party Northern League and its followers (Leghisti) has been chosen to observe the state-society relationships. It has been discovered that among others, three factors were instrumental in the process by which the state-society relationships has been deteriorated so as to open the path for an alternative legitimacy claim such as Padanian nationalism. Initially, revelations of political corruption and illegal state practices, failure of the state to address problems related to globalization such as global economic integration and uncontrolled immigration were instrumental. Later, struggle of hegemony and subjugation between the League and the state has been another important cause for deteriorated relationships. This study also provides qualitative data on the processes by which those deteriorated relationships and state failures contributed the rise of xenophobia and suggests that this failures of the state coupled with the problems brought about by the uncontrolled immigration and global economic expansion is likely to open a path for criminalization of both immigrants and local people. Zwischen dem industrialisierten Norden und dem agrarischen Süden herrscht seit jeher ein tiefer Graben, welche weder durch die gemeinsame Religion noch durch die einheitliche Sprache überwunden werden konnte. Der Nord-Süd-Gegensatz führt bis heute immer wieder zu Spannungen. Das sichtbarste Element dieses Konfliktes ist die Lega Nord, welche sich seit Beginn der Neunziger Jahre die Interessensvertretung der nördlichen Regionen des Landes zum Ziel gesetzt hat. Zwischenzeitlich forderte sie gar die Abspaltung des Nordens vom Rest des Landes. Was ist die Lega Nord für eine Partei, ist sie sezessionistisch, rechtspopulistisch oder gar eine Volkspartei?     THE GREAT REGIONAL AWAKENING: NEW DIRECTIONS RSA Annual Conference 2017, 4-7 June, Dublin, Ireland TOPIC AREA: Spatial Governance & Sustainable Development STRONG LOCALISM, WEAK REGIONALISM: THE STRENGTHS AND WEAKNESSES OF LEGA NORD GOVERNANCE OF THE VENETO REGION by PATRIZIA MESSINA (University of Padua) and FRED PAXTON (University of Vienna) ABSTRACT To explain the current distinctiveness of regional governance in Veneto, Italy, we must examine the particular mode of governance of the Lega Nord at regional and local government levels. Furthermore, we must trace its roots back to the (historical and contemporary) so-called ‘White’ political culture of the region, to explain the localist preferences evident in the Lega Nord governing style. This paper will demonstrate a continuity between certain traits that have characterized the White political culture, in particular its localism and anti-statism, and the typical values of the Lega Nord, which today translate into a hyper-localist government culture. This investigation of their local government practice, through analysis of mayor-issued emergency ordinances, reveals a combination of localism with concerns for public order and a markedly populist style in creating a sense of local crisis. The exercise of these characteristic localist traits at the regional level, while potentially an asset for the maintenance of local identity and autonomy, constitute a point of weakness by increasing administrative fragmentation and impeding progress in regional coordination. The analysis of the regional government strategy, or lack thereof, will be conducted using the programme documentation for regional development and EU Structural Fund policies. This multi- level analysis will help to explain the current absence of a real strategy for the regional development of Veneto, and will argue for the seriousness of this area of weakness amidst the intense demand for regional competitiveness in today’s global economy.

    Explaining the immigrant integration laws of German, Italian and Spanish regions: Sub-state nationalism and multi-level party politics Christina Isabel Zuber, University of Konstanz, [email protected] Preprint accepted for publication at Regional Studies, March 2019 Abstract How do sub-state regions respond to immigration and what drives their policy choices? Combining the cross-national literature on citizenship and integration policy with the literature on immigration federalism, I hypothesize that sub-state nationalism and multi-level party politics explain why some regions formulate more restrictive immigrant integration policies than others. Analysing integration laws of German, Italian, and Spanish regions demonstrates that socio-economically inclusive measures dominate, regardless of national context. Where restrictive provisions occur at all, they are associated with minority nationalism and the strength of anti-immigrant parties, while leftist regions facing right-wing national governments tend to adopt more inclusive policies.
