The ferryboat encountered unexpected size and strength of wind and waves outside the harbor, and it lowered the anchor in the harbor there. The big waves brought water inside the ship and caused the steam engines to stop. Around 10pm, the ship overturned near Nanaehama. 1,172 people died. This disaster was due to unprecedented speed and strength of the typhoon as well as improper actions taken against the typhoon. Event The Seikan railroad ferryboat, Toyamaru left Hakodate port while Typhoon #15 was approaching. The combination of glacial history, climate and relief has allowed the development of the richest and most unusual temperate forests in the world. Compared to other temperate ecosystems, the level of endemic plants and invertebrates present in the region is extraordinarily high which has resulted in unusual assemblages of plants and animals. For example, subtropical species such as tiger and Himalayan bear share the same habitat with species typical of northern taiga such as brown bear and reindeer. The site is also important for the survival of endangered species such as the scaly-sided (Chinese) merganser, Blakiston's fish-owl and the Amur tiger. This serial nomination consists of two protected areas in the Sikhote- Alin mountain range in the extreme southeast of the Russian Federation: NAME LOCATION AREA Sikhote-Alin Nature Preserve Terney District 401,428 ha Goralij Zoological Preserve Coastal zone on the Sea of Japan, N of Terney 4,749 ha The Committee encouraged the State Party to improve management of the Bikin River protected areas (Bikin Territory of Traditional Nature Use and Verkhnebikinski zakaznik) before nominating it as an extension. -

Hokkaido Research Organization Our research realizes new dreams for Hokkaido. http://www.hro.or.jp/ Message from the President Yoshikatsu Tanaka The Hokkaido Research Organization (HRO), a local independent administrative agency, was established in April 2010 by integrating 22 prefectural research institutes in the fields of agriculture, fisheries, forestry, manufacturing, food, environment, geology and architecture. The HRO is now focused on the three fields of food, energy and communities under the second midterm plan, which began in 2015, and utilizes its accumulated technologies and expertise while demonstrating its collective strengths in various fields to promote research on fundamental technologies that enhance the basic value of the technologies owned by Hokkaido industries and the effectiveness of administrative policies. It also works toward the practical use of fundamental technologies, contributing to the improvement of residents' living standards and the promotion of local industries as a comprehensive research institute in Hokkaido. Meanwhile, changes in socioeconomic circumstances and revolutionary advancement in scientific technology, such as the depopulation and aging of the population in Hokkaido at a faster pace than the national averages, worsening resource/energy problems, rapid development in ICT including IoT and big data, and advancing globalization, have various effects on the Hokkaido economy and lives of Hokkaido residents. To timely and appropriately deal with such powerful trends and promote research and development for the future, we are preparing the third midterm plan, which will begin in FY 2020. While defining the future vision, we will further strive to conduct high-value research and development that are used for the lives of Hokkaido residents and industries. -

ASAHIKAWA Info August 2013 VOL. 201 Published by AIC Also visit us at: http://asahikawaic.jp/en/ August 2013 Compiled by TAKADA Nobuhiro June 19 The town of Ikeda in Tokachi celebrated the 50th anniversary of “Tokachi Wine.” The town close to Obihiro has played a pioneering role in growing grapevines and producing wine among municipalities since the 1960s. The mayor at the time decided to start a winery industry to increase income among farmers and improve the town’s budget balance after the Tokachi Earthquake in 1952 and poor harvests caused by cold weather in 1953 and 1954. June 25 Sapporo District Meteorological Observatory gave a weather forecast for this summer in Hokkaido. According to the forecast, temperatures from July to September will tend to be higher than average, and rainfall will be average in July but lower in August and September than a normal year. However, this summer is unlikely to be as hot as the one in 2010, which had a long period of scorching hot weather. July 7 “Mori no Hanazono” (a flower garden in the woods) opened in Asahigaoka district in the town of Kamikawa. The garden is filled with alpine plants, various roses and local flowers, and also has the “Garden Café” providing specialties such as curry and rice, hot dogs, soft- serve ice cream and more. The 5,000-square-meter flower garden is a part of the 35,000-square-meter “Taisetsu Mori no Garden” (a garden in the woods at the foot of Mt. Taisetsu), which is scheduled to open next spring. -
