Actor Catalogue Media Analysis Austrian Elections 2008 Austrian National Election Study (AUTNES) Appendix B Actor Catalogue Media Analysis Austrian Elections 2008 AUTNES Media Side – Mass Media Coverage and Effects (FWF-Project Number: S10904-G11) AUTNES – Innsbruck | Media Side Austrian National Election Study Department of Political Science UNIVERSITY OF INNSBRUCK - AUSTRIA Final Version: May 2010 MAIN ACTOR’S CATALOGUE The Catalogue of Main Actors basically differentiates between individual/personal actors (Chancellor, Ministers etc.) and collective/organisational actors (SPÖ, Federal Province Parliaments, Provinces, Institutions, Enterprises etc.). Organisational actors and categories are marked in the catalogue by capitalisation. Non capitalised categories only include individual actors (accumulative or singular). While the category “Front-runner of the SPÖ” only concerns the person Werner Faymann, the catalogue also comprises accumulative categories referring to a group of individual or collective actors (e.g. public relation workers of the ministries, states). Actors who are not explicitly assigned to a category are categorized in the accumulative category at the next level. If an actor can be assigned to more than one accumulative category (e.g. Peter Pilz belongs to both categories „ Members of the Parliamentary Group of Die Grünen” and „ Staff and Representatives of the Federal Die Grünen“), he is coded in the category in which function he is mainly stressed in the context of the main topic of the report. In general, all obviously identifiable individual and collective actors are coded, if they qualify as main actors in the report. This applies to all political, economic or civil society actors equally as to private persons or organisations. Thereby, every explicitly identifiable actor is viewed as independent actor. If more than one independent actor is covered by the report that belongs to the same accumulative category (for example two federal province chairmen of the SPÖ), then these have to be regarded as independent and two actors. If they are qualified as main actors, their collective category has to be coded twice. Example: Erich Haider, Chairman of the SPÖ of Upper Austria, and Josef Leitner, Chairman of the SPÖ of Lower Austria, were both identified as main actors in the report. Both belong to the accumulative category of individual actors “Federal Province Chairman of the SPÖ”. Therefore, this category has to be assigned twice, once for Haider and once for Leitner. Categories regarding collective organisational/collective actors (e.g. “Federal Government”) are viewed as institutional, collective categories only. Only the institution itself and not its representatives has to be coded. In this case, the same rule applies as to individual actors. If clearly identifiable, but different collective actors fall into the same accumulative category, this category has to be coded twice, when both collective actors qualified as main actors in the report. Therefore, for example the “SPÖ Federal Committee” is in principle an independent actor as is the “Presidium of the SPÖ”, even if both are captured in the same collective category “Federal SPÖ”. Representatives and Staff: The categories “Representatives and Staff...” include those persons, who can be clearly assigned to the respective institution/organisation, thus being their members and staff. This is the accumulative category for all individual staff and members, who are not represented by a single individual actor’s category (e.g. the chancellor). This refers to the general staff, members and representatives like civil servants or other administrative personnel and public relation workers or spokesmen/-women. Persons from the private Environment: Actor Catalogue Media Analysis 2008 2 In the accumulative category “Persons from the private Environment” we code family members and friends of selected top actors (chancellor, ministers, top candidates etc.); if they are clearly identifiable as such in the report and appear as main actors (e.g. the daughter of the chancellor, the life partner of the minister etc.). Collective/organisational Singular category Example: category – here, only the for institution/organsation is individual/personal coded (CAPITALIZED) actors – here, only the cited person is coded PRESIDENTIAL OFFICE 0100 PRESIDENTIAL OFFICE 0101 Federal President Heinz Fischer 0102 Representatives and Staff of the Presidential Office Accumulative category This label supports for individual/personal the orientation in the actors – here, all catalogue of main identifiable persons are actors (no relevance coded as main actors, for coding) who fall within this category – e.g. „Speaker of the Federal President“; „Head of the Office of the Federal President“ etc. Actor Catalogue Media Analysis 2008 3 CODES ACTOR GROUP CODE CATEGORY PRESIDENTIAL OFFICE 0100 PRESIDENTIAL OFFICE 0101 Federal President Heinz Fischer 0102 Representatives and Staff of the Presidential Office FEDERAL GOVERNMENT 1000 FEDERAL GOVERNMENT, CABINET (IN GENERAL) 1100 FEDERAL CHANCELLERY 1110 Chancellor Alfred Gusenbauer 1120 Staff of the Federal Chancellery (Civil Servants, …) 1130 Persons from the Private Environment of the Chancellor 1140 State Secretary Andreas Schieder 1150 State Secretary Reinhold Lopatka 1200 MINISTRIES (IN GENERAL) 1210 FEDERAL MINISTRY OF WOMEN, MEDIA AND REGIONAL POLICY 1211 Federal Minister Heidrun Silhavy 1212 Representatives and Staff of the Federal Ministry of Women 1220 FEDERAL MINISTRY OF TRANSPORT, INNOVATION AND TECHNOLOGY 1221 Federal Minister Werner Faymann 1222 State Secretary in the Federal Ministry for Transport Christa Kranzl 1223 Representatives and Staff of the Federal Ministry of Transport 1230 FEDERAL MINISTRY OF EDUCATION, ARTS AND CULTURE 1231 Federal Minister Claudia Schmied 1232 Representatives and Staff of the Federal Ministry of Education 1240 FEDERAL MINISTRY OF SOCIAL AFFAIRS AND CONSUMER PROTECTION 1241 Federal Minister Erwin Buchinger 1242 Representatives and Staff of the Federal Ministry of Social Affairs 1250 FEDERAL MINISTRY OF JUSTICE 1251 Federal Minister Maria Berger 1252 Representatives and Staff of the Federal Ministry of Justice 1260 FEDERAL MINISTRY OF DEFENSE 1261 Federal Minister Norbert Darabos 1262 Representatives and Staff of the Federal Ministry of Defense 1263 FEDERAL MINISTRY OF FINANCE 1264 Federal Minister and Vice Chancellor Wilhelm Molterer 1265 Representatives and Staff of the Federal Ministry of Finance 1266 State Secretary in the Federal Ministry of Finance Christoph Matznetter 1270 FEDERAL MINISTRY OF EUROPEAN AND INTERNATIONAL AFFAIRS 1271 Federal Minister Ursula Plassnik 1272 Representatives and Staff of the Federal Ministry of European and International Affairs 1273 State Secretary in the Federal Ministry of European and International Affairs Actor Catalogue Media Analysis 2008 4 Hans Winkler 1280 FEDERAL MINISTRY OF INTERNAL AFFAIRS 1281 Federal Minister Maria Fekter 1282 Representatives and Staff of the Federal Ministry of Internal Affairs 1290 FEDERAL MINISTRY OF ECONOMY AND LABOUR 1291 Federal Minister Martin Bartenstein 1292 Representatives and Staff of the Federal Ministry of Economy and Labour 1293 State Sercretary in the Federal Ministry of Economy Christine Marek 1300 FEDERAL MINISTRY OF AGRICULTURE, FORESTRY, ENVIRONMENT AND WATER MANAGEMENT 1301 Federal Minister Josef Pröll 1302 Representatives and Staff of the Federal Ministry of Agriculture 1310 FEDERAL MINISTRY OF SCIENCE AND RESEARCH 1311 Federal Minister Johannes Hahn 1312 Representatives and Staff of the Federal Ministry of Science and Research 1320 FEDERAL MINISTRY FOR HEALTH, FAMILY AND YOUTH 1321 Federal Minister Andrea Kdolsky 1322 Representatives and Staff of the Federal Ministry of Health 1330 Persons from the private Environment of the Ministers/State Secretaries PARLIAMENT 2000 PARLIAMENT (IN GENERAL) 2001 OPPOSITION (IN GENERAL) 2100 NATIONAL COUNCIL (IN GENERAL) 2110 PRESIDIUM OF THE NATIONAL COUNCIL/CONFERENCE OF PRESIDENTS OF THE NATIONAL COUNCIL 2111 President of the National Council Barbara Prammer 2112 Second President of the National Council Michael Spindelegger 2113 Third President of the National Council Eva Glawischnig-Piesczek 2114 MEMBERS OF THE NATIONAL COUNCIL (UNSPECIFIC) 2120 Committees of the National Council (in general) 2121 Chairpersons/Members (unspecific) PARLAMENTARY GROUPS OF 2200 PARLIAMENTARY GROUPS OF THE NATIONAL COUNCIL (IN GENERAL) THE NATIONAL COUNCIL 2210 PARLIAMENTARY GROUP OF THE AUSTRIAN SOCIAL DEMOCRATIC PARTY (SPÖ) 2211 Chairman Josef Cap 2212 Department Spokespeople of the SPÖ 2213 Members of the Parliamentary Group of the SPÖ, National Council Representatives of the SPÖ 2230 PARLIAMENTARY GROUP OF THE AUSTRIAN PEOPLE’S PARTY (ÖVP) 2231 Chairman Wolfgang Schüssel 2232 Department Spokespeople of the ÖVP 2233 Members of the Parliamentary Group of the ÖVP, National Council Representatives of the ÖVP 2240 PARLIAMENTARY GROUP OF THE AUSTRIAN GREEN PARTY (DIE GRÜNEN) 2241 Chairman Alexander Van der Bellen 2242 Department Spokespeople of Die Grünen Actor Catalogue Media Analysis 2008 5 2243 Members of the Parliamentary Group of the Green Party, National Council Representatives of Die Grünen 2250 PARLIAMENTARY GROUP OF THE AUSTRIAN FREEDOM PARTY (FPÖ) 2251 Chairman Heinz-Christian Strache 2252 Department Spokespeople of the FPÖ 2253 Members of the Parliamentary Group of the FPÖ, National Council Representatives of the FPÖ 2260 PARLIAMENTARY GROUP OF THE ALLIANCE FOR THE FUTURE OF AUSTRIA (BZÖ) 2261 Chairman Peter Westenthaler 2262 Department Spokespeople
