Austrian National Election Study (AUTNES) Appendix B Actor Catalogue Media Analysis Austrian Elections 2008 AUTNES Media Side – Mass Media Coverage and Effects (FWF-Project Number: S10904-G11) AUTNES – Innsbruck | Media Side Austrian National Election Study Department of Political Science UNIVERSITY OF INNSBRUCK - AUSTRIA Final Version: May 2010 MAIN ACTOR’S CATALOGUE The Catalogue of Main Actors basically differentiates between individual/personal actors (Chancellor, Ministers etc.) and collective/organisational actors (SPÖ, Federal Province Parliaments, Provinces, Institutions, Enterprises etc.). Organisational actors and categories are marked in the catalogue by capitalisation. Non capitalised categories only include individual actors (accumulative or singular). While the category “Front-runner of the SPÖ” only concerns the person Werner Faymann, the catalogue also comprises accumulative categories referring to a group of individual or collective actors (e.g. public relation workers of the ministries, states). Actors who are not explicitly assigned to a category are categorized in the accumulative category at the next level. If an actor can be assigned to more than one accumulative category (e.g. Peter Pilz belongs to both categories „ Members of the Parliamentary Group of Die Grünen” and „ Staff and Representatives of the Federal Die Grünen“), he is coded in the category in which function he is mainly stressed in the context of the main topic of the report. In general, all obviously identifiable individual and collective actors are coded, if they qualify as main actors in the report. This applies to all political, economic or civil society actors equally as to private persons or organisations. Thereby, every explicitly identifiable actor is viewed as independent actor. If more than one independent actor is covered by the report that belongs to the same accumulative category (for example two federal province chairmen of the SPÖ), then these have to be regarded as independent and two actors. If they are qualified as main actors, their collective category has to be coded twice. Example: Erich Haider, Chairman of the SPÖ of Upper Austria, and Josef Leitner, Chairman of the SPÖ of Lower Austria, were both identified as main actors in the report. Both belong to the accumulative category of individual actors “Federal Province Chairman of the SPÖ”. Therefore, this category has to be assigned twice, once for Haider and once for Leitner. Categories regarding collective organisational/collective actors (e.g. “Federal Government”) are viewed as institutional, collective categories only. Only the institution itself and not its representatives has to be coded. In this case, the same rule applies as to individual actors. If clearly identifiable, but different collective actors fall into the same accumulative category, this category has to be coded twice, when both collective actors qualified as main actors in the report. Therefore, for example the “SPÖ Federal Committee” is in principle an independent actor as is the “Presidium of the SPÖ”, even if both are captured in the same collective category “Federal SPÖ”. Representatives and Staff: The categories “Representatives and Staff...” include those persons, who can be clearly assigned to the respective institution/organisation, thus being their members and staff. This is the accumulative category for all individual staff and members, who are not represented by a single individual actor’s category (e.g. the chancellor). This refers to the general staff, members and representatives like civil servants or other administrative personnel and public relation workers or spokesmen/-women. Persons from the private Environment: Actor Catalogue Media Analysis 2008 2 In the accumulative category “Persons from the private Environment” we code family members and friends of selected top actors (chancellor, ministers, top candidates etc.); if they are clearly identifiable as such in the report and appear as main actors (e.g. the daughter of the chancellor, the life partner of the minister etc.).
