Present: Councillors Watts [Chair], Huxley, Kershaw, Mahon and Swallow. Councillor P Clarke observing. Margaret Smith, Acting Clerk to the Parish Council.

01 Apologies offered No apologies were received.

02 Disclosures of interests Councillor Huxley declared an interest in Agenda item 06.03 and 07.02 as the applicants are known to him.

03 Approval of the Minutes of Planning Committee Meeting held on Monday 16th November 2015 The meeting on 16th November was cancelled, the Minutes to be approved were from the meeting held on Monday 3rd August 2015.

Proposed by Councillor Huxley, Seconded by Councillor Swallow, and Resolved That this item be deferred until the next meeting so that all Councillors have a chance to read the minutes of 3rd August 2015.

04 PUBLIC DEBATE No members of the public were present.

05 Correspondence received Construction of 3-bedroom subterranean dwelling with associated car parking and landscaped garden at Side Garden In Church Farm Main Street Stanbury West The application is to be discussed at the next meeting of the Regulatory and Appeals Committee to be held on 7 January 2016 at Hall at10.00 am The Parish Council had found this plan to be innovative and to have low visual impact. The Acting Clerk would ring and check if a member of the Parish Council can attend the meeting.

07 Planning applications received for consultation 07.01 15/06835/FUL | Change of use at ground floor from A1 Retail to A2 Financial and Professional Services | 57 Mill Hey Haworth Keighley BD22 8NA Proposed by Cllr Swallow, Seconded by Cllr Mahon, and Resolved That there are no objections to this application.

07.02 15/06182/FUL | Retrospective application for renovation and minor alteration to include new metal fire escape staircase, flag pole and conversion of barn to beer garden | Royal Oak Inn 2 Mill Hey Haworth Keighley West Yorkshire BD22 8NQ Proposed by Cllr Swallow, Seconded by Cllr Watts, and Resolved: That the Council has no objections to this application, subject to there being no objections from the Environment Agency.

The Committee suggested a separate meeting should be held to discuss flooding issues.

07.03 15/07479/MAF | Construct 46 retirement living apartments in the listed building retained component 1 (change of use from employment to residential) with extension; dismantled and rebuilt component 2 and the new build on site of demolished component 3; to construct 77 dwelling and access roads: an extension to Springs; a new factory for Wyedean Weaving, a junction improvement, taxi office, five garages and parking spaces together with landscaped areas, and links to public footpaths | Bridgehouse Mills Bridgehouse Lane Haworth Keighley West Yorkshire BD22 8PA Proposed by Cllr Watts, Seconded by Cllr Mahon, and Resolved: That this item be deferred while research is carried out.

08 Co-option of Cllr Clarke to the Planning Committee Proposed by Cllr Swallow, Seconded by Cllr Kershaw, and Resolved: That the Planning Committee recommends to Full Council that Councillor Peter Clarke is co-opted onto the Planning Committee.

Dates of next meeting: The date of the next Planning Committee meetings was noted as Monday 8th February 2016, 7.00pm at Lees Methodist Church, Cross Roads and Monday 21st March 2016 at 7pm at West Lane Baptist Church
