Jové The Franking Balances Following a process of modernization started in some Postal Services of the area, Correos de Costa Rica is providing their post and branch offices around the country with 150 new franking valances from the Spanish company Epelsa. The serial num- bers of these machines run from 24106—24255. In March 2003, there were 83 franking balances in- stalled, and 120 in September 2003. These franking balances are the standard model, the RL-POSTAL, including special details like colors and logos owned by Correos de Costa Rica S.A. However, all the entries have been revised and corrected when erroneously described. Also I have added several new chapter in the subject index. As in the prior two editions I am listing all the articles printed in The Oxcart, Repertorio Filatelico Costarricense and Costa Rica Filatelica, even if they were not related to Costa Rica philately. The first two publication have been the only ones continuously published during this period and dedicated almost exclusively to the Costa Rican philately. Costa Rica Filatelica is also dedicated only to Costa Rica but it has been published sporadically in the last 25 years.
